Currently the Rural Rio has funding divided between the International Bank for Reconstruction and Development (IBRD) and the Government of Rio de Janeiro State and in order to bring improvements to the rural Rio de Janeiro, promotes the improvement of farmers' income and conservation of natural resources with the increase of productivity. The program is implemented by the Company for Technical Assistance and Rural Extension of the State Government of Rio de Janeiro State (Emater-Rio) that organizes his actions in watersheds and is based on the participation of farmers mainly in the management committees of watersheds (COGEM). To analyze the role of farmers in the program, we use the study of the actions implemented in the watersheds of the 3rd District Nova Friburgo municipality with secondary data analysis, nonparticipant observation and semi-structured interviews of individuals who make up the management committees of these watersheds. / A presente disserta??o analisou a participa??o dos agricultores no Programa de Desenvolvimento Rural Sustent?vel em Microbacias Hidrogr?ficas do Estado do Rio de Janeiro (RIO RURAL) e, relacionou desenvolvimento e sustentabilidade a fim de compreender como se d? o protagonismo dos agricultores durante o processo participativo do programa e quais seus poss?veis limites institucionais. Atualmente o Rio Rural tem financiamento dividido entre o Banco Internacional de Reconstru??o e Desenvolvimento (BIRD) e o Governo do Estado do Rio de Janeiro e, com o objetivo de trazer melhorias para o rural fluminense, fomenta a melhoria de renda dos agricultores e a conserva??o dos recursos naturais com o aumento da produtividade. O programa ? implementado pela Empresa de Assist?ncia T?cnica e Extens?o Rural do Governo do Estado do Rio de Janeiro (Emater-Rio) que organiza suas a??es em microbacias hidrogr?ficas e baseia-se na participa??o dos agricultores principalmente nos comit?s gestores de microbacias (COGEM). Para a an?lise do protagonismo dos agricultores no programa, utilizamos o estudo das a??es implementadas nas microbacias do 3? Distrito do Munic?pio Nova Friburgo com an?lise de dados secund?rios, observa??o n?o participante e entrevistas semiestruturadas de sujeitos que comp?em os comit?s gestores destas microbacias
