Learning, governance and livelihoods : toward adaptive co-management under resource poor conditions in South Africa

Through collaborative monitoring and case study comparison, this thesis explores conceptual and methodological approaches to monitoring transitions toward adaptive co-management. In so doing, a number of knowledge gaps are addressed. Firstly, conceptual and methodological frameworks are developed for monitoring transitions toward adaptive co-management. Secondly, a conceptual and practical approach to monitoring the processes of collaboration and learning is developed and tested. Thirdly, a conceptual and practical approach to monitoring the governance outcomes of adaptive co-management is developed and tested. Fourthly, a conceptual and practical approach to monitoring the livelihood outcomes of adaptive co-management is developed and tested. Based on the outcomes from these four components of the study, this thesis explores the ways in which transitions toward adaptive co-management might be initiated under the resource poor conditions that characterise South Africa's communal areas. The four case studies explored in the study are described as 'resource poor' in terms of institutional capacity, ecosystem productivity and social vulnerability. From a resilience perspective these case studies can be described as being in the re-organisation phase of the adaptive cycle following multiple disturbances over time, largely due to South Africa's historical 'separate development' policies. Scholars have suggested that it is in this re-organisation phase that innovation and novelty might occur. The lens of social learning is applied to analyse collaborative processes within these contexts. Results indicate that the institutional innovation necessary for transitions toward adaptive co-management relies on careful facilitation by an 'honest broker'. Equally important is finding a balance between maintaining key individuals and knowledge holders within decision making networks, and preventing rigidity and vulnerability within communities of practice. The results point to an over simplification in the rhetoric that currently surrounds the learning outcomes of multi level networks. The governance outcomes of the initiatives are explored through the lenses of adaptive governance, social capital, adaptive capacity and self-organisation. Results indicate that under resource poor conditions creating the conditions that facilitate self-organisation is the major challenge facing transformations toward adaptive governance. Long term access to reliable information and capacity and financial support for adaptive management are key constraining variables. The livelihood outcomes of the initiatives are analysed through the lens of resilience and diversification. Results suggest that flexibility, rather than livelihood diversity, is the key livelihood strategy employed by households in situations were options are limited. Interventions that enhance opportunities for households to specialise in situ by actively dealing with structural constraints, such as access to markets and credit, is vital to encouraging innovation during transitions toward adaptive co-management. Based on the results from monitoring, this study identifies key focus areas that require a great deal more attention if transitions toward adaptive co-management are to be initiated under resource poor conditions.

The effects of interest rate ceilings on the mocrofinance market: A case study of a microlender.

Access to loans and credit facilities has been, and still is, a major problem for a large portion of the South African society. The problem is particularly significant in the disadvantaged and rural areas where the majority of people do not have access to formal banking services. Against this background the government further exacerbated the problem by prescribing legislation, which is thought to protect borrowers from perceived usurious rates. This particular law in contention is the Usury Act (No.73 of 1968). The Act imposes interest rate ceilings on loan finance provided by money lending institutions. The objective of this study was to examine the impact that interest rate ceilings will have on the micro lending market. This was done through looking at a case study based on information obtained from a micro lender. Firstly the study undertook the financial impact analysis on a micro lending business to determine the effect of a change in the maximum interest rate that could be charged by the micro lenders. This process was conducted to help understand the costs, revenues and profits of a micro lending business. The data, which were based on the micro lender’s financial statements, were analysed and evaluated on the basis that the statements reflect the financial position of the micro lender charging an interest rate not exceeding 30 per cent. Calculations were then made to reflect their financial position in the event of them being allowed to charge a maximum rate of 20 per cent, 12.08 per cent and 10 per cent per month. The results showed that micro lenders could make a profit when charging rates of between 30 and 20 per cent. However when the interest rate is reduced to 10 per cent the micro lender start to lose. The bottom line for micro lenders is greatly influenced by their turnover, as large portions of their costs are fixed. Therefore one micro lender might earn economic profits at 12.08 per cent per month, while another might just break-even. Simple and multiple regression techniques were used to analyse the data pertinent to the study. The analyses were performed to show the impact, which ceilings on the interest rate have on the market structure, company size and on the characteristics of loan services. The results were evaluated according to their significance. The findings showed that interest rate ceilings can have positive significant effect on risk and the market structure. Based on the findings of both methods applied to this study, it is evident that the interest rate ceilings could act as a constraint to the provision of credit to low-income earners and operators of small and micro enterprises. Evaluation and identification of critical success factors in the running of successful food security projects within the Eastern Cape Department of Rural Development and Agrarian Reform, in the Amahlhathi local municipality

The challenges of food insecurity and the manner in which it can be addressed is a global concern. Governments throughout the world have strived for means to address global food security either through development of Millennium Development Goals or United Nations protocols. It is a major concern that the South African Government has made it its centre focus to address the challenge of food security. In the Eastern Cape, the Department of Rural Development and Agrarian Reform has embarked on numerous food production programmes in an attempt to address this challenge. It is however noticeable that these attempts somehow did not manage to address their intended purpose. A study of literature with the aim of identifying critical success factors was done. The critical success factors identified and explored were, project management, establishing a clear mission and project objectives, addressing challenges and opportunities of social, environmental and economical sustainability, addressing physiological needs of the beneficiaries, involving the youth and community, role of extension services, training and capacity development, create local partnership and on-going monitoring and evaluation. The factors were then explored through a study of projects from the food production programme in Amahlathi Local Municipality in the Eastern Cape Province. A multiple case study wherein a purposive selection of four food security projects selected from two food security programmes was conducted. A structured questionnaire was used to source the information from all members of the selected projects to evaluate the existence of the critical factors. The main aim was to test whether these factors, if they existed in these projects, contributed to their existence. The findings reveal that none of the identified factors existed in the selected projects and though not proven, the non-existence of these factors has resulted in these projects being in survival mode instead of a sustainable state. A recommendation is made of a further study focusing on a bigger sample wherein these factors could be tested. The study could assist in developing a formal model for the running of these projects successfully.

Land use in Ward One of the Stutterheim district

The work began with the production by the author of a geological map of the area, since this essential task had not previously been undertaken. A detailed study of the settlement plan, containing both European and African smallholders, was then made. This proved a very fruitful field of study, because within the area the settlement plan is undergoing dramatic changes which are having an effect on the land use pattern within the area. This study was concerned mainly with the production of a detailed land use map and a quantitative analysis of the land use distributions revealed by this map. The classification used fer the categories on the land use map closely resembles one used in the land use map of 'The Border Region' produced by the Border Regional Survey (1957/8) which was in turn based on the World Land Use Map classification. Accompanying this text are seven maps produced by the author, three of the land settlement plan (1: 50,000), one each of the geology (1: 50,000) and rainfall (1:125,000) and two of the land use (l: 50,000 and 1: 125,000) in the area. The field sheets (1: 18,000) which show the land use of the area in great detail, are to be found in the library of the Geography Departmont, Rhodes University in atlas form.

Evaluation of community participation in a rural development project

People have their own different understanding of the meaning of participation. Thus cannot put one meaning to participation. As a woman who grew up in the rural areas for most of my life, I have witnessed the problems in most of the rural development projects. I have first ‐ hand experience of how the unavailability of these projects has affected the rural communities at large, at the same time, I have witnessed how those who have managed to get some of these projects started have benefitted more ways than one way in these rural development projects. Some of these projects have become a success and some have failed dismally. What contributed to the success or failure of these very important projects needs to be examined. More importantly, the level of community participation needs to be evaluated. Relatively few studies have been conducted to evaluate community participation in rural development projects. Some, if not most of the remote villages in the Eastern Cape Province are still without those basic necessities the government has promised, such as the building of houses and provision of clean water. Another sad story is that not enough is done to educate and empower rural communities about their basic rights and needs. Hence, one of the focal points to the study is to scrutinize the level of participation of the community, as some may be suffering from ignorance, apathy and lack of motivation. to scrutinize their level of participation (community participation). An assessment of the potential of ecotourism and community based natural resource management as a rural development strategy with special reference to Isimangaliso Wetland Park

This study aimed to analyse the potential and challenges for ecotourism development and how it can be applied as an integrated tool to provide economic incentives and better opportunities for community development, while improving natural resource management and conservation in Isimangaliso. The capital assets, the context of vulnerability of the local communities along with other significant attributes of the supply side were investigated in-depth. In addition, the potentials and challenges for ecotourism development in the selected Isimangaliso, Khula Village were studied. The impacts of ecotourism on local livelihood improvement, biodiversity resources and natural environment, and management and conservation of the area were also explored through sustainability concepts. However, the focus of the study was not only on ecotourism potentials and opportunities but was also on the development of sound guiding principles for planning and management of ecotourism development in Isimangaliso in a sustainable manner. It was found that community‟s willingness to participate in local development and natural resource management remains a questionable issue to be achieved. This is because local communities are strongly influenced by vertical network of the state administration. The study reveals that there is a strong interaction and interdependency between local livelihoods or poverty and the status and effectiveness of natural resource management in Isimangaliso. The study indicates that the area has plenty of potential natural and cultural resources. These resources signify three fundamental elements for ecotourism destination: quantity, quality, and fascination. The natural attractions consist of vital and sensitive biological and scenic values of the destination area.

A study assessing the functioning of local economic development units in local municipalities within the Chris Hani District

The state has a task to find solutions to alleviate poverty and LED has been identified as part of the solution. The municipalities are mandated with Local Economic Development and that function has been located within an LED Unit. Based on the above-mentioned issues it was regarded as fitting to conduct a study that would identify challenges contributing to the effective functioning of LED units with specific reference to Lukhanji and Intsika Yethu Local Municipalities in the Chris Hani District. Furthermore, the study will attempt to suggest recommendations to address the shortcomings. The sampling method used for this study was purposive sampling. Data was gathered through structured questionnaires administered to 15 LED officials from the Chris Hani District Municipality and the Lukhanji and Intsika Yethu Local Municipalities. Relevant literature that focuses on Local Economic Development has been reviewed. Various recommendations have been made on the findings of the study. It has emerged during the study that the municipalities within the CHDM perceive their role as that of being Implementer of LED policy instead of playing an enabling role as outlined in the LED Legislative Framework. There is a political will to support LED implementation at local municipalities within the CHDM. In the implementation of LED the LED units within the CHDM are faced with the following challenges: - Insufficient cooperation among stakeholders - Inadequate resources - Political dimensions - Poor LED planning, and - Inadequate LED training.

Finally, it is necessary to define the version of participation that is relevant to this study. In this study participation means involving all the members of the community and all the stakeholders and structures involved. Mainly the community members regardless of age, gender, disability and education should be involved from the initial stage of the project. These also include participation in meetings, because this is precisely where their needs are going to be established. The good thing about this is that their needs would voluntarily come from them in these community meetings. This therefore would give them a sense of ownership and be proud of their own project. This is something that would contribute to the project’s sustainability. How community members are going to contribute to this project should also be addressed. In this practice communities should try to avoid the tendency of the government imposing on rural communities ideas or what they need and how to achieve it. It should be kept in mind that at the end of the day these projects would be left at these communities, with the community members to look after them. The sustainability of these projects therefore depends on the community members. Community participation plays a very big role in rural development or any form of development. One needs to involve the community members in their own development project. This involvement should begin in the early stages of the rural development project, and continue throughout the project. Government agencies or officials should not impose their ideas in rural communities. It is very important for government agencies to do needs analysis and work with the rural communities. Forced contributions should be avoided by all means even if it involves labour or finances. Rural community members should be part and parcel of the project. According to Narayan (1995), the central argument for a participatory process is that involvement in decision‐making lets people exercise choice and voice more broadly in their lives, as well as in the more immediate context of development programmes that benefit them. Empowerment is thus, about the capacity building of individuals and the organisations that support them (Narayan, 1995:10).

An exploration of managed land settlement as a mechanism for the provision of sustainable settlements : a case study of Icwili Location in Great Kei Local Municipality

The Constitution of South Africa guarantees the right of citizens to access to adequate housing and land. The Universal Declaration of Human Rights of 1948 also recognises the right to adequate housing as an important component of the right to an adequate standard of living. However, vast numbers of citizens have been unable to access adequate housing due to regulatory frameworks operating in the cities and towns that they live in. Using the case study research methodology, the study shows how an alternative approach to housing delivery can be implemented. The study looks at a community in iCwili Location which is in the Great Kei Local municipality which piloted the managed land settlement (MLS) approach to housing delivery. MLS seeks to promote an incremental approach to site, service and housing delivery. It emphasizes the need for the provision of planned, secure land with access to basic services as a first step towards housing delivery and settlement upgrading. The study documented the process involved in the implementation of the pilot project and how the community was involved with project. The findings revealed that the community appreciated being involved with each phase of the project and being part of the decision-making process. The respondents cited the delight they shared with having occupation rights to the land and they could finally be in position to be able to build their homes with no fear of eviction.

Factors affecting participation rates in farming in the rural areas of South Africa: case of Amathole District Municipality

South Africa and the rest of developing countries are faced with poverty and poor rural development. Rural participation in agricultural activities is one of the components that can be used to address the poverty challenge facing the people residing in rural areas. The broad objective of this research is to determine factors affecting participation rate in farming in the rural areas of Amathole District Municipality of Eastern Cape. In this study stratified random sampling method was applied in order to choose a sample out of 30 households that were interviewed 13 people belonged to Participants and 17 people belonged to non-Participants. The results from this study show that women participate a lot in farming activities. The multiple regression model was used to test the participation rates of the people in Amathole region specifically Phumlani area. A number of variables were considered in this study to assess the impact of different variables on participation in farming activities. The results showed that about 57% of the respondents are not participating in farming while 43% of the respondents participate. The farming participants that were interviewed all claim that there is a lack in farming support in the area. When there is no support of any kind, rural people would not be motivated to start development projects on their own. Consequently, this lack of farming support in the Phumlani area may have an influence on the number of farming participants. Therefore, the lack of support in the area may serve as a motivation for non-participants not to be influenced to farm. Rural farming needs to be promoted amongst the youth so as to protect and sustain agricultural growth in rural areas. The study has discovered that the youth of Phumlani is not actively involved in farming activities. Government can provide community members with farming resources so as to promote farming in the area. It would be wiser for the government to provide physical farming resources and implements rather than cash grants.
