Rural governance and livelihoods systems diversification in the Western Balkans: comparative case studies of Bosnia and Herzegovina, Montenegro and Serbia

Agriculture is still important for socio-economic development in rural areas of Bosnia, Montenegro and Serbia (BMS). However, for sustainable rural development rural economies should be diversified so attention should be paid also to off-farm and non-farm income-generating activities. Agricultural and rural development (ARD) processes and farm activity diversification initiatives should be well governed. The ultimate objective of this work is to explore linkages between ARD governance and rural livelihoods diversification in BMS. The thesis is based on an extended secondary data analysis and surveys. Questionnaires for ARD governance and coordination were sent via email to public, civil society and international organizations. Concerning rural livelihood diversification, the field questionnaire surveys were carried out in three rural regions of BMS. Results show that local rural livelihoods are increasingly diversified but a significant share of households are still engaged in agriculture. Diversification strategies have a chance to succeed taking into consideration the three rural regions’ assets. However, rural households have to tackle many problems for developing new income-generating activities such as the lack of financial resources. Weak business skills are also a limiting factor. Fully exploiting rural economy diversification potential in BMS requires many interventions including improving rural governance, enhancing service delivery in rural areas, upgrading rural people’s human capital, strengthening rural social capital and improving physical capital, access of the rural population to finance as well as creating a favourable and enabling legal and legislative environment fostering diversification. Governance and coordination of ARD policy design, implementation and evaluation is still challenging in the three Balkan countries and this has repercussions also on the pace of rural livelihoods diversification. Therefore, there is a strong and urgent need for mobilization of all rural stakeholders and actors through appropriate governance arrangements in order to foster rural livelihoods diversification and quality of life improvement.

Bioenergia ed innovazione nelle aree rurali: la valorizzazione energetica della biomassa forestale attraverso un caso studio

Le politiche di promozione e sostegno delle bioenergie sono state predisposte in relazione al raggiungimento di specifici obiettivi quali non sempre facilmente conciliabili: la riduzione delle emissioni di gas clima alteranti; la diminuzione della dipendenza energetica dai combustibili fossili; la creazione di nuove opportunità per le imprese agricole e forestali; il sostegno allo sviluppo rurale. All’interno del dibattito agricolo-economico la tematica delle bio-energie risulta di estrema attualità: ai potenziali vantaggi si contrappongono le critiche nei confronti della loro sostenibilità ambientale, economica e sociale. La bio-energia può però anche essere interpretata come un esempio di innovazione che coinvolge il settore agricolo e le aree rurali. Obiettivo del presente lavoro è infatti quello di proporre una rilettura del tema delle bioenergie attraverso l’approccio alla tematica dell’innovazione sviluppato nell’ambito del progetto europeo In-Sight, il quale parte dal presupposto che qualsiasi cambiamento nel sistema di produzione, di consumo e di distribuzione è in grado di generare innovazione. Tale approccio è stato utilizzato per analizzare il processo innovativo che ha condotto alla realizzazione di un impianto di teleriscaldamento a biomasse legnose in Toscana. Il caso studio dimostra come anche nel caso delle bioenergie gli elementi innovativi vadano oltre al di là del solo aspetto tecnologico.

Effects of 2013 Cap reform on land market: regionalized farm payments and changes in farmers’ intended behaviour

The CAP reform process has been a central issue for agricultural economics research in recent years, and is gaining further attention in view of the post-2013 perspectives (Viaggi et al., 2010; Bartolini et al., 2011). Today the CAP is in the middle of a new reform process. Through the debate generated by the official proposals, published in October 2011 (COM(2011)625/3), the European Union (EU) engaged in a revision of the CAP ended on 26 June 2013 when a political agreement has been reached (IP/13/613, MEMO-13-621 and IP/13/864). In particular, in Italy the switch of the payment regime from historical to regional bases will take place. The underlying assumption is that the shift to regionalized payments changes the remuneration of inputs and has an impact on farmers’ allocation of fixed resources. In this context, farmers are expected to adjust their plans to the new policy environment as the regionalization of support is meant to create a change in incentives faced by farmers. The objective of this thesis is to provide an ex-ante analysis of the potential impact of the introduction of regionalized payments, within the post-2013 CAP reform, on the land market. Regionalized payments seem to produce differentiated effects and contribute to a general (slight) increase of land exchanges. The individual reaction to the new payments introduction would be different depending on location and specialization. These effects seem to be also strongly influenced by the difference in historical payments endowment and value, i.e. by the previous historical system of distribution of payments.
