Despite the fact the program was developed to address recidivism among a delinquent population, recidivism continues to be an issue for participants. This study evaluated specific social and demographic factors and the bearing they had on successful rehabilitation outcome.

Modelo de negocio para el pretratamiento mecánico biológico de residuos sólidos domiciliarios en Chile y evaluación de su aplicación en un caso tipo

Magíster en Gestión y Dirección de Empresas / El presente trabajo, tiene por objeto proponer un modelo de negocios para el pretratamiento mecánico biológico (PTMB) de residuos sólidos domiciliarios (RSD) en Chile y realizar una evaluación económica en un caso tipo (comuna de San Felipe). Hoy, en Chile y en San Felipe el sistema de gestión de residuos presenta deficiencias dado que los residuos, tras su recolección, son dispuestos directamente en los sitios de disposición final sin recibir un tratamiento previo. Esto provoca grandes problemas: altos niveles de contaminación y desastres ambientales. El PTMB, constituye una solución que permite estabilizar los RSD antes de disponerlos, reduciendo sus efectos adversos. La metodología para desarrollar el proyecto considera tres etapas: evidenciar las ventajas ambientales del PTMB, elaborar un anteproyecto con su correspondiente evaluación económica y finalmente, la construcción de un modelo de negocios considerando un conjunto de recomendaciones que permiten la viabilidad económica. Como resultado del proyecto, se propone un modelo de negocios en el cual las actividades asociadas a la gestión de residuos se encuentran insertas dentro de la estructura municipal y los ingresos se perciben del municipio (cobro de cuotas de aseo) y del apoyo del gobierno (FNDR). Además, se obtienen los costos por tonelada de incorporar el PTMB en San Felipe, considerando la evaluación de cuatro escenarios. En tres de ellos incorporar el PTMB constituye una opción más cara que la situación base optimizada. Sólo resultó ser una mejor opción bajo la evaluación económica privada el escenario que considera que la tarifa de disposición final se reduciría al 50%. Tras el desarrollo del trabajo, se concluye que desde el punto de vista de la evaluación de costos privada el PTMB siempre constituye una opción más cara, a no ser que se dé una fuerte reducción en las tarifas de disposición final para los residuos pretratados. Sin embargo, el PTMB tiene asociadas externalidades y ventajas sociales las cuales no han sido valorizadas en este trabajo y cuyo valor económico, probablemente haría que la opción propuesta sea conveniente en términos económicos. En relación al gobierno; se concluye es fundamental que se involucre en la iniciativa, no sólo entregando fondos, sino que también estableciendo leyes que regulen la gestión de residuos. Finalmente, se recomienda al municipio de San Felipe incorporar el PTMB. Si bien la evaluación económica privada puede mostrarlo como no conveniente, sí lo es desde el punto de vista social, sobre todo si se considera la tendencia de encarecimiento y rechazo social a los rellenos sanitarios, problemas que se están haciendo insostenibles. Al gobierno, se le recomienda involucrarse y asumir un rol activo en la gestión de residuos y promover que el PTMB sea también adoptado en otros municipios del país.
