The Impact Of The Southeastern Anatolia Project On The Inter-regional Inequalities In Turkey

The aim of this study is to examine the impact of the South Eastern Anatolia Project (GAP) on the inter-regional inequality between the GAP region and the rest of Turkey. Cross-sectional analyses are carried out for the years of 1990 and 2000, that is, before the project is put into effect and 10 years after of its implementation. Although this thesis is ultimately concerned with the inter-regional inequality, the within and the total-region inequality are also discussed. Moreover, since not only the economic, infrastructure and service related variables, but also the sociodemographic variables are included in the analyses, it is a comprehensive evaluation, and the results provide current information about the success of the GAP. In this study, Theil&#039 / s inequality index is used as it provides the property of additive decomposability, which allows us to analyze the magnitudes and trends in inequality among regions and within regions as well as total inequality. The indicators include 17 socio-demographic, 12 economic, and 10 infrastructure and service related variables, i.e., total of 39 independent variables. Although the GAP region performed an improvement in absolute terms for most of the variables, the findings show that the inequality between the GAP region and the rest of Turkey increased for more than half of the variables during the last decade. These variables are mostly related to demography (i.e., infant mortality rate, fertility rate, etc.), health services, and GDP p.c.. On the other hand, the between-region inequality decreased for the variables related to infrastructure, urbanization, educational level (i.e., literacy and schooling ratios in primary education), and nonagricultural labor force.

A Critical Analysis Of Social Inclusion In Turkey:the Case Study Of Sodes (social Support Programme)

Fighting against the regional development disparities has been considered as one of the most important public policies recently. In this regard, Social Support Program, endorsed in 2008 under GAP Action Plan, is regarded as an important example of public intervention with increasing budget and geographical expansion. Objective of SODES is improving social inclusion of disadvantaged groups and enhancing regional social development. Accordingly, projects prepared by local actors to provide social inclusion, to increase employability and to support cultural, artistic and sports events are financed. &ldquo / Social inclusion&rdquo / is defined as policies and implementations targeting to increase access of disadvantaged groups to services like education, health, employment and social assistance. Debates on social inclusion literature include: lack of clear definition, dichotomy as &ldquo / them and us&rdquo / , focus on state rather than process and limited scope. Objective of this study is critically analyzing SODES, on the basis of social inclusion. In-depth interviews are conducted with beneficiaries, their families, project coordinators, local officials and policy makers to understand the impacts of the projects and SODES. It is observed that, there are important positive outcomes like the increase in schooling rate of girls. However, taking into consideration debates on social inclusion and evaluating SODES projects as a whole, it is argued that SODES has deficiencies regarding its project based structure, sustainability, accessibility of all target groups, evaluation, monitoring and institutionalization. The argument of the thesis is that such deficiencies of SODES are also arising from the concept of social inclusion which has its limitations in confronting structural inequalities in the society.

Impact Of Ataturk Dam On Social And Environmental Aspects Of The Southeastern Anatolia Project

In this thesis the impact of the Atat&uuml / rk Dam on social and environmental aspects of the Southeastern Anatolia Project has been discussed in terms of planning and policy making, institutional arrangements, infrastuctural development and human resources development. In order to analyse the impacts of Atat&uuml / rk Dam data related to several components are collected. These components can be listed as resettlement, land acquisition and land consolidation, education, health, gender issues. The results show that the Atat&uuml / rk Resettlement has been done involuntarily. The people mostly have their compensation. However the management abilities of the resettlers for the compensations were poor. Generally the Southeastern Anatolia Project as a large scale multi sectoral projects have positive impacts on the literacy ratio and health standards. Actually the social and environmental aspects of this kind of large scale projects are difficult to predict and measure. Therefore reasonable studies on prediciting the problems related to the environemental and social issues and producing sufficient solutions become more and more important day by day. The Southeastern Anatolia Project becomes an important example for similar projects by considering its both positive and negative impacts

Было установлено, что наиболее значительные результаты были достигнуты в реализации энергетической составляющей проекта, тогда как выполнение социальных задач находится на сравнительно низком уровне. Исследование выполнено в рамках сравнительного, исторического и эконометрических методов. / This paper is dedicated to the analysis of social and economic results of Southeastern Anatolia Project (GAP). It was discovered that the most significant success was reached only in the energetic dimension of the project while the accomplishment of social goals are remaining at relatively low level. The research is based on comparative, historical and econometric methods.
