CoordenaÃÃo de AperfeiÃoamento de Pessoal de NÃvel Superior / Esta dissertaÃÃo tem por objetivo avaliar a execuÃÃo do Programa de Financiamento à Infraestrutura Complementar da RegiÃo Nordeste (FNE Proinfra) enquanto programa pertencente ao rol de polÃticas pÃblicas direcionadas à reduÃÃo dos desequilÃbrios regionais do Brasil. O FNE Proinfra à um dos vÃrios programas setoriais que compÃem o principal instrumento de polÃtica de desenvolvimento socioeconÃmico da regiÃo Nordeste, a saber, os recursos oriundos do Fundo Constitucional de Financiamento do Nordeste (FNE). Operando o FNE, o Banco do Nordeste do Brasil (BNB) executa, desta forma, as diretrizes estabelecidas pela polÃtica de desenvolvimento do Governo federal na regiÃo Nordeste atravÃs de programas de financiamento direcionados setorialmente. Considerando, por um lado, a importÃncia estratÃgica do setor de infraestrutura na atividade econÃmica e, por outro, que o seu elevado dÃficit resulta em importante ponto de estrangulamento da economia nordestina, os financiamentos provenientes do FNE Proinfra elevaram-se significativamente desde a sua criaÃÃo, em 2003. Entretanto, a maior parte dos financiamentos concedidos atravÃs do programa, atà o presente momento, concentrou-se no setor de infraestrutura econÃmica (geraÃÃo e transmissÃo de energÃtica elÃtrica e telecomunicaÃÃes), ocorrendo apenas um financiamento, em 2009, na Reserva do Paiva, localizada no municÃpio de Cabo de Santo Agostinho-PE, em um setor de infraestrutura de carÃter social e urbano, a saber, o de saneamento bÃsico. Dessa forma, este trabalho procura, por meio do estudo de caso, realizar uma avaliaÃÃo qualitativa e em profundidade dos resultados e impactos promovidos pelo FNE Proinfra no sistema de saneamento bÃsico daquele municÃpio.

Slum upgrading in India and Kenya : investigating the sustainability

Slums are informal housing settlements commonly found in urban areas of developing countries which are characterised by poor shelter, low service provision and lacking in security of tenure. Slums are growing and new slums are forming. The international development community has been actively working to improve the living conditions of slum-dwellers and to reduce poverty via slum upgrading methods. There are various slum upgrading delivery models and approaches to tackle the urbanisation of poverty in developing countries. Many adaptive and proactive measures have been implemented through a variety of slum upgrading initiatives and partnerships; however there has been limited investigation of the longer term sustainability of such interventions. This research follows a qualitative methodology to investigate the sustainability of differing slum upgrading interventions. Four case studies have been examined; two in Kenya and two in India, demonstrating a range of physical upgrading approaches. Alternative slum upgrading delivery models have been selected covering housing rehabilitation and in-situ water and sanitation upgrading and demonstrating top-down and bottom-up approaches. The case studies are of varying ages and were implemented via partnerships with differing agents including government, NGO, CBO, private developer and donors. The influence and design of the delivery model upon the upgrading sustainability has been assessed via stakeholder perception during extensive fieldwork. The data gathered has been analysed according to four key themes; status of life for slum-dwellers today, perception of upgrading success, institutional reform from external factors and development aspirations. Data was gathered via semi-structured interviews with slum-dwellers and project stakeholders using a ground-level methodology that enabled the capture of personal and honest accounts. Analysis of the data has found that there are many misconceptions around slums which can affect the sustainability of measures to upgrade informal settlements. The way that international development organisations and westerners view slums is often very particular and not always resonant with the way that slum-dwellers view their living situation. Priorities for development are not always consistent across stakeholders. For sustainability, any slum upgrading activity must be sensitive to the situation of an individual community and culture, and not assume that the residents are unhappy living in desperate poverty, as it has been shown, many choose to reside in a slum. Slums may be dirty, poorly serviced and overcrowded but are also places of great human energy, community spirit, kindness, hard-working, creative and happy places that many consider home.

The role of school management teams towards provisioning of school sanitation at Man'Ombe Circuit, Mopani Education District in Limpopo Province, South Africa

Thesis (M.Dev. (Planning and Management)) -- University of Limpopo, 2022 / The purpose of this study was to explore the role of SMTs in providing and sustaining schools’ sanitation infrastructure. Qualitative research approach was conducted to determine if the SMT members fully understand the role that they can play in sustaining sanitation facilities in their schools. Primary data was collected using semi structured questionnaires using qualitative research method. Twenty SMT members from five sampled schools from Man’ombe Circuit in Mopani East Education District were used as respondents. The study highlighted that provision of sanitation infrastructure which is not accompanied by effective management of those infrastructure cannot be sustained. Management was selected as a theoretical framework to clearly state the duties of SMT members as managers in the school community they are based in. Areas of potential effective role performance and areas of potential role conflict in school sanitation infrastructure were highlighted. The findings revealed that SMTs do not fully understand their role when it comes to school sanitation.
