Information Literacy (IL) has been implemented among workers in schools in recent years in order to enhance workers’ skills and competencies through the utilisation of technology in education. To implement a sustainable IL system, the building of an IT infrastructure is required including the provision of PCs and network access, enabling students to connect to the internet during class time in order to access educational web-based content as well as to share discussions about subjects with their peers in and out of the class. Assessing the level of information literacy (IL) of stakeholders will assist in creating a new proposed school management system (SMS) to be used among them in the future. This will encourage teachers to use blended learning approach for teaching their students. Therefore, it is important to examine the IL of stakeholders (principal, head of division, teacher) in Kuwait to increase their skills and competencies which will lead to greater innovation in future developments.
This work aims at assessing information literacy level of stakeholders, their skills and competencies in utilising technology in a workplace environment, which will assist the researcher to create a new school system. In addition, this work presents a new proposed school management system (SMS) for stakeholders in the current educational system of high schools in Kuwait, therefore, applying the BL approach in order to achieve a high quality of students' learning outcomes.

Previous issue date: 2014-08-19 / O Sistema Mineiro de Administração Escolar (SIMADE) é um sistema de gestão escolar em rede, que foi instituído pela Resolução 1180/2008. Contêm dados e informações sobre o processo educativo e a gestão escolar de todas as unidades de ensino do Estado de Minas Gerais. Na época da sua implementação nas escolas da SRE Ouro Preto, algumas funções do sistema ainda encontravam-se em fase de testes e, até hoje, esse sistema integrado em rede ainda não se encontra consolidado. Diante disso, tornou-se premente a necessidade de levantar a opinião dos diretores e secretários das escolas da regional, importantes usuários e alimentadores do sistema, quanto aos elementos críticos (problemas) apresentados na implementação e que ainda persistem. Com isso, o objetivo geral desta dissertação é analisar a implementação do SIMADE na SRE Ouro Preto e propor um plano de ação visando aprimorar a utilização do sistema pelos servidores das escolas do âmbito da regional. Trata-se de uma pesquisa de abordagem qualitativa e quantitativa, do tipo exploratório-descritivo, e os instrumentos de pesquisa utilizados foram a entrevista semi-estruturada e o questionário estruturado. Assim sendo, a amostra da pesquisa de campo foi constituída por 30 Diretores e 30 Secretários(as) das escolas que trabalham na operacionalização e utilização de dados do SIMADE. Com base nos resultados levantados pela pesquisa, verificou-se a necessidade de se propor um Plano de Ação Educacional - PAE visando à melhoria nos processos, acréscimo de novas funcionalidades, novos recursos, e capacitações dos usuários e alimentadores do sistema nas escolas da SRE Ouro Preto. / The Mining School Administration System (SIMADE) is a school management system network, which was established by Resolution 1180/2008. Contain data and information on the educational process and school management of all the educational units of the State of Minas Gerais. At the time of implementation of SRE in schools Ouro Preto, some functions of the system were still in the testing phase and to date, this integrated network system is not yet consolidated. Therefore, it has become a pressing need to raise the opinion of the directors and secretaries of the regional schools, major users and feeders system for critical elements (problems) presented in the implementation and that still persist. Thus, the overall goal of this dissertation is analyze the implementation of the SRE SIMADE in Ouro Preto and propose an action plan aimed at improving the utilization of the system by the schools in the field of regional servers. This is a qualitative and quantitative approach, exploratory-descriptive, and research instruments used were semi-structured interview and structured questionnaire. Thus, the sample of field research consisted of 30 officers and 30 Secretaries (the) school working in operation and use of data SIMADE. Based on the results collected by the survey, there was a need to propose an Action Plan for Education - PAE aiming at improving processes, adding new features, new features, and capabilities of the users of the system and feeder schools SRE Gold black.
