Comida e poder: anÃlise histÃrica da Campanha Nacional de AlimentaÃÃo Escolar no Cearà (1964- 1972) / Food and Power: Historical Analysis of the National Campaign of School Nourishment in Cearà State (1964 â 1972)

FundaÃÃo Cearense de Apoio ao Desenvolvimento Cientifico e TecnolÃgico / A pesquisa teve como objeto a CNAE- Campanha Nacional de AlimentaÃÃo Escolar, no Estado do CearÃ, entre 1964 e 1972. O perÃodo em questÃo corresponde Ãs gestÃes administrativas do mÃdico Pedro Almino de Queiroz e Souza (Representante Federal da Campanha, em nÃvel local/CE) e do veterinÃrio/ general da reserva do exÃrcito Josà Pinto Sombra (Superintendente da Campanha, em nÃvel nacional). O objetivo da pesquisa foi o de analisar histÃrico-criticamente a Campanha, de modo a empreender uma interpretaÃÃo que viesse a preencher essa lacuna historiogrÃfica, tais como as que existem em relaÃÃo à HistÃria da AlimentaÃÃo Escolar no Brasil em recortes de tempo e espaÃo mais delimitados. As fontes histÃricas relacionadas ao objeto de pesquisa foram discursos de jornais da Ãpoca (968 notÃcias de jornal) e o discurso/ narrativa de Pedro Almino de Queiroz e Sousa, coletado por meio de uma entrevista realizada em abril de 2016 (HistÃria Oral). A entrevista se deu de forma aberta e com roteiro semiestruturado, com poucas perguntas, roteirizadas com base nas questÃes gerais da pesquisa e nas que emergiram da anÃlise inicial dos dados jornalÃsticos. A forma de registro foi feita por meio de gravaÃÃo em Ãudio, posteriormente transcrito. A partir de uma pluralidade metodolÃgica, transdisciplinar e individualizada de acordo com as "caracterÃsticas" da pesquisa, utilizamos, como suportes teÃrico-metodolÃgicos, os fundamentos da AnÃlise do Discurso; da HistÃria Nova (Nouvelle histoire); da AnÃlise de ConteÃdo e; por fim, da HistÃria Oral. A Teoria CrÃtica foi eleita como paradigma teÃrico-analÃtico de suporte. A AnÃlise de ConteÃdo empreendida nos jornais identificou trÃs dimensÃes temÃticas relativas à CNAE no Cearà (entre 1964- 1972): 1) discursos sobre a dinÃmica administrativo-operacional da Campanha; 2) discursos sobre a dinÃmica pedagÃgica da Campanha e; 3) discursos sobre a dinÃmica polÃtico-ideolÃgica da Campanha. Assim, pudemos aferir e confirmar que a CNAE no CearÃ, no perÃodo estudado, nÃo fugiu Ãs regras de conduÃÃo das polÃticas pÃblicas daquele momento histÃrico, reproduzindo prÃticas e discursos que visavam legitimar aqueles governos militares, exacerbadamente tecnocratas e que, ao gerenciar os aparelhos estatais com rigoroso controle, almejavam, na realidade, a dominaÃÃo da sociedade. Pari passu, foram implementadas as aÃÃes para a formaÃÃo de um futuro mercado consumidor e para a instalaÃÃo da indÃstria alimentÃcia em todo o paÃs. Por fim, a pesquisa pretendeu contribuir na aproximaÃÃo da EducaÃÃo ao debate/ diÃlogo transdisciplinar que marca esse campo de saber, uma vez que disciplina cientÃfica alguma abarca o fenÃmeno da alimentaÃÃo e da comensalidade por completo. A inserÃÃo da temÃtica alimentar nas pesquisas educacionais à bastante salutar, pois ainda nÃo hà discussÃo sistemÃtica acerca do assunto, sendo a maioria das pesquisas empreendidas com viÃs biolÃgico/ nutricional e desenvolvidas por engenheiros de alimentos, nutricionistas e mÃdicos, o que evidencia o desinteresse dos educadores e historiadores por tÃo relevante estudo. / This research had as object of study the CNAE - Campanha Nacional de AlimentaÃÃo Escolar (National Campaign of School Nourishment), in Cearà State, between 1964 and 1972. This period corresponds to the managing administrations of the doctor Pedro Almino de Queiroz e Souza (Federal Representative of the Campaign, at state level/CE) and the veterinarian/general of the army reserve Josà Pinto Sombra (Campaign Superintendent, at national level). The aim of the research was to assess the Campaign historically and critically, with a purpose of undertaking an interpretation that would fulfill this historiographic lack, such as the ones that exist related to the History of School Nourishment in Brazil, in snips more delimited of time and space. The historical sources related to the object of this research were speeches from newspapers of that period (968 newspapers reports) and the speech/narrative of Pedro Almino de Queiroz e Souza, collected from an interview performed on April 2016 (Oral History). The interview was open and with a semi structured script, with few questions based on the general issues of the research, and on the ones that emerged from the initial analysis of the journalistic data. This interview was first recorded and transcribed afterwards. From a methodological and cross-curricular plurality individualized according to the characteristics of the research, we take as theoretical methodological basis the fundaments of Analysis of Speech; the New History (Nouvelle histoire); the Content Analysis, and lastly, the Oral History. The Critic Theory was elected as theoretical analytical basis. The Content Analysis undertaken from the newspapers identified three thematic dimensions as to CNAE in Cearà (between 1964 and 1972): 1) speeches about the functional administrative dynamic of the Campaign; 2) speeches about the pedagogical dynamic of the Campaign, and 3) speeches about the political ideological dynamic of the Campaign. Thus, we could go over and confirm that CNAE in Cearà State, in the period analyzed, did not deviate the rules of public policies conduct of that historical moment, reproducing practices and speeches that aimed to legitimate those militaries government, harshly technocrat, and, managing the state agencies with strict control, aimed, actually, to dominate the society. Pari passu, actions to the formation of a future consuming market were implemented, and to the installation of foodstuff industry all over the country. Eventually, this research intended to contribute to the approximation of the Education to the debate/dialogue cross-curricular that marks this field of knowledge, once any scientific discipline embodies completely the phenomenon of nourishment and eating sociability. The insertion of the nourish thematic in the educational researches is plenty salutary, whereas there is not systematic discussion about the matter, being most of the researches undertaken through a biological/nutritional bias and developed by food engineers, nutritionist and doctors, what makes clear the disinterest of educators and historians for such significant study.

Hodnocení pestrosti stravy ve vybraných školních jídelnách Jihočeského kraje / Evaluation of Food Variety in Selected School Canteens in the South Bohemian Region

These factors include also eating in school canteens. By this we understand nutrition services for children, pupils, students and other people whom this food is offered within material sustaining, full direct social security or within preventive care by whole day services or boarding services. In the interest of following nutrition doses, there has been set up so called consumer basket of foodstuffs.The theoretical part focuses on explaining of the term of school nourishment and form.The main aim of my diploma work was to appraise variety of school lunches in chosen school canteens according to months menus from the nutritious point of view.Partial targets were focused on assessing the quality of lunches according to the consumer baskets of foodstuffs and appraising the method of school canteens of drawing up their menus. In the practical part there has been presented own research and its results. The research for this diploma work started in November 2012 and finished in February 2013. Practical part of this research was worked out on the base of quality research. The choice of searched subjects happened with the aid of pure intentional research. The data file was constituted by menus from December 2012, January 2013 and February 2013 and by the consumer baskets of foodstuff for the same season. The analyses of variety of foodstuffs and was supplemented by half-structured interview.I prepared five researching questions before assessment of the research that were answered during the research. These questions were: ?Do the coefficients of variety of foodstuffs agree with the criteria of canteens? ? ?Do the school canteens fulfil the set up norms for recommended fulfilling of the months consumer basket of foodstuffs? ? Does the management of the school canteens follow the recommended principles of a healthy diet while preparing their menus? ?Do school canteens provide various structures of recipes, dishes and technologies? ? ?Can the offer of dishes in school canteens be improved? In the first part I firstly concentrated on appraisal of variety of soups in school canteens. The variety was appraised on a month bases for each canteen. Next I focused on appraisal of variety of main dishes, side dishes and food supplements. The results were registered in well arranged charts. The next part of diploma work focuses on appraisal of consumer foodstuffs baskets.The last part contains interview with the management of school canteens.I have also managed to get answers to asked research questions so I could set down hypothesis. According to the answers I set three hypotheses. The first one is: ?The chosen school canteens from South district provide their diners with various foods and follow the principles of a healthy diet. ? I came up to this hypothesis while looking for answers to researching questions focused on variety and composition menus. The answers to the research questions helped me in formulation the second and third hypothesis: ?School canteens fulfil set up norms for recommended month consumer foodstuffs basket for commodity meat, milk, dairy products, free fat, free sugar, vegetables and potatoes.Third hypothesis was formulated as follows: ?School canteens don´t fulfil set up norms for recommended month consumer foodstuffs basket for commodity fruit and legume. The management of these canteens get further education in the area according to the interviews. I think that this diploma work can be used as an information material for educating workers in the area of nourishment. The results can be useful as a source of information for workers in school canteens.
