Arizona's Students FIRST Legislation: Are There Winners and Losers

abstract: ABSTRACT In Roosevelt v. Bishop (1994), Arizona public school districts and parents challenged Arizona's school financing system arguing that it was not "general and uniform" as required by the Arizona Constitution. The purpose of this study was to analyze Arizona's Students Fair and Immediate Resources for Students Today (Students FIRST) legislation, the remedy that resulted from the Roosevelt decision, empirically, and longitudinally. Three types of statistical analyses were conducted on a sample of 165 public school districts. Fiscal neutrality was measured for each of the eleven years of the study, to assess the association between the per-pupil Students FIRST funding level and the per-pupil property wealth. Multiple regression analysis was also conducted to assess if both property wealth and district size were associated with the distribution of Students FIRST funding. Finally, I analyzed the eleven-year average of the total Students FIRST funding distributed to school districts and assessed how the plaintiff districts ranked in the distribution. Overall, the findings revealed that Students FIRST met the fiscal neutrality standard in some, but not in all the categories and years of this study, per-pupil property wealth was only weakly related to, and district size was not associated with, Students FIRST funding. The analysis of average funding suggested that some property rich school districts benefited most from Students FIRST. These results suggest that the traditional measures used to assess the fiscal neutrality of operating funding may not be appropriate for assessing the fiscal neutrality of capital finance reforms. While the results of this study provide some suggestive evidence that Students FIRST did not fulfill the Court's mandate, additional research is needed as to whether or not Arizona's capital finance system has resulted in disparities in funding that fall short of the constitutional standard. / Dissertation/Thesis / Ed.D. The main purpose of this study was to examine the various finance models that are presently being used to finance facilities and to provide information for the Texas legislature, the Texas Education Agency, and local school districts concerning facilities funding models that might be used in Texas. Based on the information gathered and analyzed, several conclusions are drawn and recommendations regarding state funding of capital projects in the State of Texas are made. The model recommended for Texas is one that provides for an equalized grant and includes formulas for the distribution of state money.

School construction: meeting the classroom building needs of Florida's growing student population

Schools must have adequate classroom space available in order to educate the growing population of school age students in Florida. School concurrency is one method used to attempt to have seats available in schools as the need arises. Two Florida counties that have attempted to implement school concurrency are presented in a case study format as well as a Nevada county that has taken a different approach to managing the same issue. Investigating the challenges in school infrastructure delivery in the Eastern Cape Provincial Department of Education

In the Eastern Cape department of Education, there are a variety of failures within the delivery of the school infrastructure. The department is faced with the problem of the infrastructure backlog. The study looked into planning, controls, leadership management style and the locus of control of officials dealing with the delivery of the school infrastructure in the department of education. Objective is to investigate the factors hindering the school infrastructure service delivery in the Eastern Cape Provincial Department of Education. It was imperative that there was a need for more emphasis in ensuring that Education infrastructure planning base stabilized in order to effectively address infrastructure service delivery. The empirical study was conducted through semi-structured questionnaires. The sample was drawn from the infrastructure unit in Zwelitsha offices as well as from the officials that were implementing the infrastructure plans and from officials who provided support and monitoring. The empirical results showed that the department had no credible plans, no sound systems, or controls to track the non- service delivery. Management style was perceived as unconsultative and do not promote good co-operate governance. There is no retention strategy whilst there is a shortage of technical skills. It is recommended that the department should established a cross functional team which gives the strategic direction to the management of the school infrastructure delivery. The team should comprise of the top management of the department and as well the implementing agent and must be chaired by the Head of the department. The management should undergo a developmental training on charisma techniques which is associated with aspiration of officials in order to argument the unconsultative style of management which is perceived as more of instructing. Officials are to be capacited with the technical skills relevant to the built environment. The department should also implement the infrastructure delivery management system (IDMS) as prescribed in the Construction Industry Development Board (CIDB) Toolkit Guide. The Toolkit provides a documented body of knowledge and a set of processes that represent generally recognised best practices in the delivery management of infrastructure (CIDB Toolkit Guide).
