Enrollment decline: the uses and disposition of excess space in 106 Oregon public school districts

A survey was made of the status of public school districts in Oregon with regard to growth or decline in enrollment and the uses or disposition of excess space resulting from a decline. A questionnaire was mailed to superintendents in each of the 126 districts which had declined in enrollment during the years between 1970 and 1983. Of the 106 districts which returned the questionnaire, 53.7% had experienced a decline of sufficient magnitude to require some adjustment in the ways in which building space is used. This excess space was used for classrooms, curriculum centers, office space, community programs, and for programs mandated by state, federal, or local governments. Districts used varied means to inform or involve the public in decisions concerning excess space. Administrative decision was the most often reported method; the use of a task force or citizens' advisory group was less often used. To explore the issues which might be factors contributing to conflict surrounding the closure of a school, the 33 last closed schools were examined in detail. Pearson correlation computations revealed a significant inverse relationship between the level of opposition to the closure and the presence of a task force in the decision-making process. An inverse relationship was also found between the level of opposition and the average length of time that school board members had served. No significant correlation was found between the level of opposition to the closure and the financial result of the closure. Of the 33 schools examined in the study, 29 had resulted in a financial saving; the remaining four had been closed so recently that the financial result was not yet known.

A dissertation submitted to the Faculty of Engineering and the Built Environment, University of the Witwatersrand, in fulfilment of the requirements for the degree of Master of Science in Building. / South Africa is a country that has been plagued by many social ills of the past due to its history that segregated the nation in terms of race. The impacts of this have been seen in many sectors within the country and one of such areas is education. School systems in many countries especially those in extreme poverty areas experience a substantial amount of building decay as compared to schools with excellent building conditions normally found in suburban areas. There is value in maintaining these structures. “The racially discriminatory system of education spending under the apartheid system, has bequeathed to this country and the Gauteng province in particular a public school system in which some schools are much better resourced than most other schools in the system.” (Judge Mbha, 2011, per comm.) The review of literature showed that there are variances within the public school system in South Africa especially those relating to the building conditions and the impact that they could ultimately have on the learner’s outcomes. Hence in order to offer solutions to one of South Africa’s most important commodity “education”, this research aims to examine the current policies and compare facilities management maintenance methods utilized in former “Model C” and former Department of Education (disadvantaged) public schools, and to identify and recommend the methods utilized in schools with a higher standard of maintenance and physical facilities management (FM) policies. Using the case study method of qualitative research, data were collected through semi-structured questionnaires complemented with interviews. The principals and custodians of school facilities conveyed various levels of understanding of school facilities management policies and implemented them similarly in certain aspects and differently in areas of management. These are visible in the physical fabric condition of the school. Former Model C schools facilities are still managed more efficiently. The recommendations are that the DBE finalizes the maintenance document that will guide schools on how to manage their facilities efficiently. Benchmarking and bestpractice of FM methods should be used in schools, and lastly equipping the general workers of schools with various building trades allows school facilities to be managed more effectively. The design and construction of American public high schools are forcibly influenced by ultra-cost effective techniques demanding simplicity in construction and durability of material. The inflexibility and banality of the architecture this paradigm typically delivers begs for exploration of the feasibility of innovative construction technologies. Technologies that influence both form and technique such as prefabrication of modular elements, utilization of CAD/CAM techniques to mill customized parts and pliable materials (i.e. plastics) crafted to achieve dynamic forms. More engaging, flexible learning environments could be realized that significantly increase the performance of the architecture, both formally and ecologically, as well as ennobling students.
