Impact of the location of new schools on transportation infrastructure and finance

Public school planning and land use planning have become increasingly separated fields over the last 35 years. This results in misaligned goals when school districts do not plan facilities that support a community's land use planning goals. The result is a disjointed growth pattern where new schools are built on the urban fringe and act as a magnet for new development that often goes against desired development patterns. Previous research on school locations and development patterns has focused on institutional barriers to cooperation and strategies to help local governments cooperate better with local land use planners. To date, there has been no significant research that attempts to quantify the relationship between school location and development patterns and the transportation infrastructure necessary to serve new development. This research shows that there is a relationship between school location and new development. Four counties in Georgia were selected as case studies and analyzed with a Geographic Information System (GIS) to determine the significance of the link between these activities. Counties were selected based on their character (urban, suburban, exurban, rural) and analyzed separately. An elementary school and high school were analyzed for each county. In addition, interviews with school facility planners were conducted to further define what institutional barriers prevent cooperation among local land use planners and school planners. It was found that there is a wide range of levels of cooperation between school planners and local planners. Some school districts had a formalized communication process with local planners, some had an ad-hoc communication process, and others had no process at all. Recommendations are made on ways to improve the cooperation between these two professional fields. This thesis also examines the link between education and transportation capital funding. Georgia lawmakers are struggling to determine what type of capital funding mechanism would be appropriate for new transportation projects, but these new projects may negatively impact educational funding, which is currently based on a sales tax.

This thesis deals with preventive educational activities carried by the Czech Republic Fire brigade. The basic duty of the Fire and Rescue service is systematic public information regarding the emergency situations. The Czech Fire and Rescue Service carries out activities, which are aimed for population, support its preparation. They are using preventive educational activities for passing out targeted information. The theoretical part contains basic information and context related with the subject. There are described legislation and internal regulations of the Fire and Rescue Service, on which basis, the prevention is regulated. Subjects engaged in preventive educational activities and organizational structure of the Czech Republic Fire and Rescue Service were briefly characterized in this part. The total concept focus of the Fire and Rescue Service on the issue was also explained. The theoretical part relies on the knowledge gained from the analysis of available literature dealing with this issue. The current state of implementation of preventive educational activities and its level due to the resources of the Fire and Rescue Service was assessed in the next part of this thesis. To achieve the objective and obtain answer to research question, the qualitative research methods were carried out. The current situation of the topic and identification of the suitable changes in direction of progress of the preventive educational activities for the future was objectively described by using the SWOT analysis. From the questionnaire survey, there were reported attitudes and expert opinions of the Fire and Rescue Service regional coordinators. Followed by analyzing and comparing of the findings from the research, was obtained a comprehensive overview of the current status of the issue and the assessment of the situation individual regions on the regional level. A research question which was examined in this thesis was whether the preventive educational activities provided by the Fire and Rescue Service perform tasks in the way, that prevents of extraordinary events. The answer to the research question was statement that the preventive educational activities, provided by Fire and Rescue Service can fulfill the obligation in preventing the extraordinary events. The results showed that the issue has not been sufficiently addressed and it is not paid enough attention to the issue by the Fire and Rescue Service. The aim of this study was to formulate proposal for improving the implementation of the preventive educational activities, the Fire and Rescue Service resulting from the latest trends. Several solutions are proposed based on the data from the survey. For example, the introduction of a new specialized course for coordinators targeted on teaching and presentation skills. There are persistently increasing demands on professional knowledge and skills of the coordinators. These skills could be fulfilled in the course. The course would content the needs of the coordinators in the performance of activities related to the issue. An important factor for the further development of opportunities is primarily to ensure the sufficient system of financial support. In providing preventive educational activities is important to choose the appropriate access to the population and appropriately select the forms, methods and ways of presenting the information communicated. The research has discovered that it is necessary to focus on specific groups of population. By creating an educational tool for foreigners and disabled residents is possible to improve their skills and to avoid the lack of protection of health and lives at extraordinary event. The proposed ways suitable for use in such activities are social networks, websites and television. These modern and attractive communication methods can be used to publish targeted articles and information or to allow the appearance of member of the Fire and Rescue Service on television broadcast.

The dissertation focuses on mapping the life situations of children placed in the children?s home in Žichovec in the period between the years 2008 and 2010 and on examining the communication with their biological families. Quantitative research was used to gather information in order to achieve these goals and to verify certain hypotheses. Three research files were established. File No. 1 with the aim to map the life situations of children placed in the children?s home in Žichovec in the period between the years 2008 and 2010. An intrinsic part of this aim was to chart the situation in the families of these children in the given period. File No. 2 with the aim to examine the course of the children?s visits to their biological families, which occurred in the year 2010. Secondary data analysis was used in the case of the first two research files in order to reveal the content of the documents. The first file contained 56 children, who were accommodated at the children?s home in Žichovec in the years 2008 to 2010. The second file consisted of the families of these children, which counted 42. This was caused by four cases of a group of three siblings, five cases of a group of two siblings and a single case of an orphan. The life situations of the children were divided into four areas: 1. Personal case-history ? ethnicity, gender, age at time of joining the children?s home, age at time of leaving the children?s home, length of stay at children?s home, place of residence after leaving the children?s home, type of school at-tended. 2. Reasons for admission to the children?s home ? court order or preliminary measure regarding non-parental care, reasons given by the family, reasons given by the child. 3. Family case-history ? composition of family, number of siblings (both full sib-lings and stepsiblings), financial situation of family, accommodation. 4. Relationship with biological family ? form and frequency of contact with biolo- gical family in the Children?s Home, contact information, development of the vi sits in the Children?s Home, length of visits in the Children?s Home. Questionnaires were utilised in the case of the third research file, which consisted of 28 children, who had visited their biological families in the course of the year 2010. The questionnaire devised for the study contained fourteen questions aimed at the children?s contact with their biological families and the course of the visits from the per-spective of the children. Three hypotheses were established at the start of the dissertation, all of which proved to be correct: 1. The main reason for admission of children to the children?s home in Žichovec in the years 2008 to 2010 was a dysfunctional family environment. 2. The majority of these children were maintaining contact with their biological families. 3. The majority of the children, who left the premises of the children?s home in Žichovec on approval of its director in the year 2010 did so in order to visit their biological parents. The dissertation will be used for internal purposes of the children?s home, the information gathered will further be made available to all those who work in similar facilities and those who are interested in the issues involved. The conclusions of the dissertation can also be used as groundwork for solving negative elements in families by preventing them.

Teaching Outside the Box: Student and Teacher Perceptions of Flexible Learning Environments Outside the 21st Century Classroom

The purpose of this study was to ascertain student and teacher perceptions of the environment in which student learning takes place and their perceptions of how it has helped them in the cognitive and social domains. Data collected were through student and teacher perception surveys, student and teacher perception questionnaires, classroom observations, student focus group discussions, and teacher interviews. Themes that emerged from the data sources were student interactions, students' autonomy in personalizing their learning space, teacher perceptions of comfort in the classroom, and student perceptions of comfort in the classroom. The findings of this study point to four recommendations for educational leaders to ensure the effective implementation of new and dynamic learning spaces: (1) consult and support teacher and students, (2) provide professional development, (3) visit campuses and other learning spaces, and (4) add color. In order for real change to take place, teachers need to enquire about and embrace student preferences and allow for the discomfort that will be present when trying something new. Teachers must be willing to relinquish control of the learning experience for the student in order to allow for possibilities in personalized learning on the part of the student. They must risk initial failure in order to allow for greater successes in the long run.
