The Study of School Choice for Parents And Alternative Education School Management within the System

This study examined the attitudes of elementary school teachers and parents on school choice for parents within the system, and suggestions and feasibility on the implementation of alternative education in Tainan City. The findings were as follows: the attitude of elementary educators and parents on the "school choice for parents" and "the alternative education school management" hold a positive perception; alternative education school management within the system, "financial resources" is the first level of concern, second "performance evaluation"¡Fmost of principals can adapt to the times and realize that the school choice for parents is the trend of the times, but teachers are worried about the expansion of school choice will affect the teachers¡¦ professional autonomy; the problems encountered and focused with the implementation of "alternative education school within the system" in Tainan City are "the retention for excellent teachers", "the communication and the marketing of alternative education school management within the system", and "decree amendments and deregulation. " Based on the findings, this study offered following suggestions: 1. The suggestions for alternative education school management within the system: (1) Financial resources: The integration of resources and funding from local community and parents association, and in conjunction with the "school-based financial management" concept in planning and prioritizing school resources and funding. (2)Performance evaluation: The establishment of sound professional supervision and performance evaluation systems, and in collaboration with professors from university education departments to develop effective evaluation systems for individual students and effective systems for learning assessment. (3)Personnel organization: The development of the school-based teacher training credit certification and the independent selection process for teachers based on the needs of the school curriculum; the development of the appropriate, flexible, dynamic and open organizational structure. (4)Curriculum and instruction: The development of the school-based curriculum for instantaneous research and discussion within the organization; the group instruction based on major and minor areas of study in accordance with students¡¦ preference. 2. The suggestions for general school management : (1)Focus on school reforms and performances to expedite the improvement on school features and brand name in order to carve out a niche during the time of low birthrate and rising awareness of parents. (2)Curriculum and instruction are the essence of school management, principals should exhibit leadership and influence in incorporating school teachers¡¦ professional competence and integrate the programs of study to enliven teaching contents and methods in order to develop the school-based curriculum. (3)Teacher training and professional growth are the focus of attention and therefore only with the contemporaneous teacher training and learning can there be creative and effective teachings. (4)Schools and communities are now closely connected with each other, and school management is closely related to community development. Schools should integrate the databases and resources network of the community to expand the efficiency of community resources in order to assist in school management, teacher¡¦s professional growth and student learning. (5)Schools should implement and carry out complete teacher evaluation for professional development, instructional evaluation, school evaluation and other evaluation systems and mechanisms in order to bring about the effectiveness of school management.

The content of the diploma thesis is to characterize the features of a quality school and find out whether the cooperation between the school and the family is also included in this term. In the theoretical part I focus mainly on research on cooperation and on the interest of cooperation with the school by parents, public and media. An important part is the typology of parental expectations towards school, its work and the education of students. Then I summarize traditional and non-traditional forms of cooperation, which are applied on Czech schools. I also characterize teacher assistant role during the lessons, his cooperation with teacher and parents. The aim of the practical part is to monitor the cooperation between the family and the school from the point of view of the beginning teacher and the assistant teacher. From the assistant teacher, it is about the way how is looked at his role in the teaching process, how his work scope is defined, his expectations and mainly the way how he communicates with the parents. From a beginner teacher's point of view I focus on the way how to implement quality communication with the teacher assistant, to define his and my work scope and together with him get the effectively communication with the parents. The theme of the thesis is the beginning of the school attendance and possible problems associated with this child development milestone. The theoretical part is focused on theoretical approaches to development of the child, the developmental level of pre-school and early school aged children. The next section deals with maturity and school readiness. Next chapter is devoted to the child's entry to the school. There we consider the various factors that might influence the first year pupil being successful at school and also how he feels at school. The theme of the empirical part is homework and the interaction between parents and school children in preparing for school. The research is the part of the international project briefly introduced in the text. The qualitative study follows the performance of homework, children's attitudes to homework and how children perceive their parents help with their homework. In the quantitative study we test the degree of statements of parents and children on issues related to homework, help with homework and attitudes to homework match. Efficacité comparée de l'Enseignement public et privé au Cameroun / Compared efficiency of public and private education in Cameroon

Dans cette thèse, nous traitons de l'efficacité comparée de l'enseignement public et de l'enseignement privé au Cameroun. Le système éducatif camerounais actuel porte les marques de la période coloniale. L'école est passée par trois stades : avant, pendant et après la colonisation. Le système éducatif actuel se caractérise par une forte demande d'éducation et une offre d'éducation insuffisante aussi bien publique que privée. Les redoublements et les abandons sont fréquents et élevés. Le système éducatif est peu efficace dans son ensemble. Deux sous-systèmes éducatifs hérités de la période coloniale fonctionnent à la fois, l'un francophone et l'autre anglophone. Deux secteurs d'enseignement fonctionnent également, l'un public et l'autre privé. Le secteur privé est composé de quatre types d'écoles : le privé laïc, le privé confessionnel, le privé communautaire et et le privé des parents. Un grand nombre de parents d'élèves choisissent de scolariser leurs enfants dans les structures scolaires privées. Ils estiment que le secteur d'enseignement privé est plus efficace que le secteur d'enseignement public. L'analyse comparée des deux secteurs montre que les écoles privées sont associées à une meilleure progression des élèves. Elles sont en définitive plus efficaces que les écoles publiques. Un élève scolarisé dans le secteur privé obtient en moyenne de meilleurs résultats que son camarade qui fréquente le secteur public. L'analyse de la réussite des élèves au Certificat d'études primaires montre la supériorité numérique des élèves des institutions privées. Les chances d'obtenir le CEP sont plus élevées chez les élèves d'écoles privées confessionnelles et des structures publiques. Les variables de contexte scolaire sont aussi responsables de la variabilité des résultats des élèves dans chaque secteur d'enseignement. / In this thesis, we treat with the efficiency compared by the state education and by the private education in Cameroon. The current educational system carries the marks of colonial period. The school is crossed by three stages the school before the colonization, the school during the colonization and the school after the colonization. The current educational system is characterized by a strong educational request and an insufficient educational offer. The redoubling and the abandonments are frequent and raised. The educational system is little effective in general. Two educational sub-systems inherited from colonial period work, the one French speaker and the other English speaker. Two sectors of education also work the one public and the other deprived. The private sector consists of four types of schools: the school private layman, the school deprived confessional, the school deprived community and the school deprived of the parents. A large number of the parents choose to school their children in the private school structures that consider more effective than the public schools. The analysis compared by both sectors shows that private schools are associated with a better progress of the pupils. They are more effective after all than the public schools. The analysis of the success of the pupils to the Certificate of Primary Studies shows the numeric superiority of the pupils of the private institutions. The chances to obtain the CEP (Basic School-Leaving Qualification) are more raised (more brought up) at the pupil's of confessional private schools and the public structures. The variables of school context are also responsible for the variability of the results (profits) of the pupils in every sector of education (teaching).
