Onderwysprivatisering : 'n verkennende studie / Privatisation of education : an exploratory study

Namate die samelewing komplekser geword het, het die staat as instelling by die onderwys betrokke geraak met die doel om individue en gemeenskappe te ontwikkel in belang van openbare welsyn. Die onderwystaak van die staat het in so 'n mate uitgebrei dat die staat vandag die onderwys monopoliseer. Mettertyd het die staat en groepe in die samelewing probleme met staatsbeheerde onderwys ervaar. Onderwys het duur geword, en bevredig ook nie die behoeftes van almal in die gemeenskap nie. Privatisering van die onderwys word toenemend beskou as 'n moontlike oplossing vir probleme van die onderwys. Privatisering vind sy oorsprong by die vryemarkdenke van die ekonomie, en dit beklemtoon verantwoordelikheid en vryheid van keuse. Alhoewel privatisering primer 'n ekonomiese motief het, het dit ook ander motiewe, waaronder 'n politieke motief. Privatisering neem verskeie vorms aan en het spesifieke doelwitte asook bepaalde voor- en nadele. Die hantering van die verskaffing van kapitaaldienste in die openbare onderwys in Suid-Afrika bewys dat sekere funksies van die staat in samewerking met die private sektor volledig en suksesvol geprivatiseer kan word. Ander onderwystake is elders geprivatiseer en hou baie voordele in, veral vir die individu en vir groepe in die gemeenskap. Privatisering van die onderwys loop uit op private skole. Bestaande private skole maak baie aansprake, onder meer dat dit onafhanklikheid en kwaliteitonderwys in die hand werk. Dit is egter baie moeilik om klinkklare bewyse vir die aansprake van private skole te vind. Alhoewel private skole van elitisme en separatisme beskuldig word, strewe openbare skole ook na 'n eie etos. Privatisering van die onderwys bied opwindende moontlikhede vir en uitdagings aan die staat, die samelewing en die private sektor. Dit behoort die verantwoordelikheid van die onderwys terug te besorg aan die ouers en die gemeenskap, en sal die soewereiniteit van die onderwys verseker. Privatisering van die onderwys moet egter altyd die belange van die kind eerste stel. Suksesvolle privatisering van die onderwys sal dus deeglike evolusionere beplanning deur die staat en die samelewing verg. / Parents were originally responsible for the education of their children. As society became more complex, the state as an institution became involved in education with the aim to develop individuals and communities in the interest of general well-being. Education has now become the responsibility of the state to such an extent that the state presently monopolises education. The state, and groups within the community, have now come to experience problems with state-controlled education. Education has become expensive and does not make provision for distinctive education for individual groups in the community. Privatisation of education is increasingly regarded as a possible way of solving problems in education. Privatisation originates in the economic concept of the free market, and it stresses responsibility and freedom of choice. Although privatisation has an economic motive, it also has other motives, including a political one. Privatisation assumes many forms and has specific aims, as well as advantages and disadvantages. The handling of the provision of capital of the services in South Africa is proof that certain functions of the state can be very successfully privatised. Other tasks in education have also been privatised and these tasks have many advantages, especially for the individual and for groups in the community. Privatisation of education culminates in the private school. Existing private schools claim, among others, that they promote independence and quality education. It is, however, very difficult to prove, unequivocally, the claims of private schools. Although private schools are accused of elitism and divisiveness, public schools also strive for an own ethos. Privatisation of education offers the state, the community and the private sector exciting possibilities of education and challenges. It should ensure the sovereignty of education and once again place the responsibility for education on the parents and the community. Privatisation of education should, however, always put the interests of the child first. The people's education movement in South Africa - a historical perspective

M.Ed. / The task of this research report has been to map out the historical experience of the People's Education movement in South Africa from its inception in 1986 to its eventual national closure in March 1995. The People's Education movement under the banner of the NECC had been an endemic part of the education struggles experienced in South Africa, and had played a major role in informing the post-apartheid educational bureaucracy. Its historical role is therefore a significant and essential part of our educational experience. As Wolpe (1991: 77), has said, "the historical significance of People's Education lies in the fact that its conceptions not only challenged all previous conceptions of educational transformations in South Africa, but in so doing, placed on the agenda questions which must constitute the necessary point of departure for the formulation of new policies and strategies under new conditions". The first chapter of this dissertation has demonstrated that the concept of People's Education had been adopted by the oppressed peoples of South Africa in various forms from a very early stage and has therefore not been a new notion. The official launching of the People's Education movement encouraged extreme state repression but despite this, the movement managed to initiate the introduction up of alternative textbooks and the redirection the opposition movement towards a more reconstructive channel. The second chapter of this theses has attempted to trace the experience of the NECC between the years 1986-1990. It was found that the concept of People's Education captured the interests of academics who attempted to make sense of the movement by dissecting and analysing the various terms employed by People's Education. This theoretical analysis did not paralyse the movement in any way. Instead, it revitalised it and enhanced its value. As Carrim (1993) has stated, "Intellectual theorising has been an endemic part of the struggle nationally, as well as within the NECC, and at no time did it paralyse it, rather, it was enhanced and informed by these debates". Theory and practice always compliment each other. The intellectual scrutiny that the People's Education movement experienced was a natural stage in its growth. Without the necessary theoretical debates, many ideas in the People's Education movement would remain unworkable on a practical level. The final chapter of this paper has historisised the People's Education movement during the political transformative years of 1990-1995. It showed that during this time the official banner of People's Education, the NECC, played an instrumental role in the negotiating process and at the same time succeeded in extinguishing numerous crisis situations. Its decision to expand on a national level by incorporating affiliated educational organisations tended to complicate the smooth running of the organisation, and the eventual withdrawal of international

Reformatories and industrial schools in South Africa: a study in class, colour and gender, 1882-1939

Thesis (Ph.D.)--University of the Witwatersrand, Faculty of Arts, 1989. / This dissertation explores the establishment of reformatories and industrial schools in South Africa between 1882 and 1939. It focuses on the political and economic context of their emergence; the social and ideological construction of delinquency and the child in need of care; the relationship of the class, colour and gender divisions in the reformatory and industrial school system to the wider racial and sexual division of labour in a colonial order, and the implications and significance of the transfer of these institutions from the Department of Prisons to the Department of Education in 1917 and 1934 respectively Thematically, the study is divided into three parts. Part One composing chapters one. two. three, four, five and six situates the reformatory and industrial school in their political and economic, social and ideological context. Beginning with the origins of the reformatory in the nineteenth century Cape Colony it then shifts focus to the Witwatersrand where the industrial revolution re-shaped and brought into being new social forces and institutions to deal with children defined as delinquent or in need of care. It also examines the place of the reformatory and industrial school in relation to the wider system of legal sanctions and welfare methods established during this period for the white and black working classes by a segregationist state. Part Two comprising chapters seven, eight, nine and ten contrasts and compares social practices in the institutions in terms of class, colour and gender between 1911 and 1934. Included here is a consideration of the different methods of discipline and control, conditions, education and training, and system of apprenticeship provided for black and white, male and female inmates Responses of inmates to institutionalisation are explored in the final chapter of this section. The third section comprises chapters eleven (a) and (b) and chapter twelve These chapters expand on themes developed in earlier sections for the period 1934-1939. Shifts in criminological thinking and changing strategies towards juvenile delinquency in the nineteen thirties are considered in chapters eleven a) and b). The final chapter examines the nature and significance of the changes brought about particularly by Alan Paton in the African reformatory, Diepkloof, between 1934 and 1939 The conclusion provides an overview of the main arguments of each section.

Daar egter die Kaapprovinsie die voorbeeld vir die opvoeding van meisies in Suid-Afrika gestel het, het ek my alleen tot genoemde provinsie bepaal. Die tydperk in die verhandeling omvat strek van ongeveer 1800 tot 1910, omdat in 1804 vir die eerste keer in die Geskiedenis van Suid-Afrika spesiale voorsiening vir die opvoeding van meisies gemaak is. Om die rede het ek my hoofsaaklik bepaal by die wer van Ds. A. Murry en die N. G. Kerk omdat ons e.g. as die baanbreker van gevorderde onderwys vir meisies kan beskou.
