The Utilization of Chiral Ion Mobility Spectrometry for the Detection of Enantiomeric Mixtures and Thermally Labile Compounds

This dissertation utilized electrospray ion mobility mass spectrometry (ESI-IMS-MS) to develop methods necessary for the separation of chiral compounds of forensic interest. The compounds separated included ephedrines and pseudoephedrines, that occur as impurities in confiscated amphetamine type substances (ATS) in an effort to determine the origin of these substances. The ESI-IMS-MS technique proved to be faster and more cost effective than traditional chromatographic methods currently used to conduct chiral separations such as gas and liquid chromatography. Both mass spectrometric and computational analysis revealed the separation mechanism of these chiral interactions allowing for further development to separate other chiral compounds by IMS. Successful separation of chiral compounds was achieved utilizing a variety of modifiers injected into the IMS drift tube. It was found that the modifiers themselves did not need to be chiral in nature and that achiral modifiers were sufficient in performing the required separations. The ESI-IMS-MS technique was also used to detect thermally labile compounds which are commonly found in explosive substances. The methods developed provided mass spectrometric identification of the type of ionic species being detected from explosive analytes as well as the appropriate solvent that enhances detection of these analytes in either the negative or positive ion mode. An application of the developed technique was applied to the analysis of a variety of low explosive smokeless powder samples. It was found that the developed ESI-IMS-MS technique not only detected the components of the smokeless powders, but also provided data that allowed the classification of the analyzed smokeless powders by manufacturer or make.

The Implications of Artificial Intelligence in the Criminal Justice System

This thesis focuses on artificial intelligence's recent implications on the criminal justice system regarding its admissibility as evidence in civil and criminal cases. One of the main concerns surrounding artificial intelligence is determining the validity of AI application; application refers to the accuracy "AI measures, classifies, or predicts what it is designed to" (Article: Artificial Intelligence as Evidence by Paul W. Grimm, Maura R. Grossman & Gordon V.Cormack.(https://scholarlycommons.law.northwestern.edu/cgi/viewcontent.cgi?article=1349&context=njtip). Privacy law will also be analyzed in this analysis. Is evidence recorded without the individual's consent or knowledge acceptable in determining an individual's guilt? This analysis will primarily focus on determining whether the introduced AI evidence is valid and if it can and should play a role in a civil or criminal case. Like any other system, the criminal justice system has many imperfections. The goal of this research is to neither negate nor enforce what that criminal justice system is currently doing but rather to provide evidence for growth within the system. Through the research process, many wrongful convictions due to mishaps with AI have presented themselves. Whether AI continues to grow in the criminal justice system or not is inevitable. AI as evidence will continue to grow in the system and become more than evidence one day. The Florida Bar has passed a rule allowing the integration of AI into the legal system. The rule prohibits misleading information and ensures the client must be aware that they are not communicating with an attorney but rather an AI program. As AI continues to integrate into the legal system, court officials must do it harm-free, which is the goal of this research.

Introducing STS Scholarship to the Gun Policy Debate in United States Society

The following thesis will merge the field of legal studies with the field of Science, Technology, and Society, and will focus on issues surrounding the gun control debate. The goal is to ultimately bring new light to this hot- button legal topic through the use of STS scholarship. STS tools and theories, which have previously been absent from most gun control discussions, have much to contribute to the discourse in terms of motivating the need for gun control, fully understanding the user-gun relationship, breaking down misconceptions about the technology and its role in society, and further understanding the complex societal network within which guns exist in America. This will begin first with a discussion of the legal history and background of firearms in the United States, and will be followed by an STS analysis of technological agency and somnambulism as they can be applied to guns. Following this, the Actor Network in which firearms in America are imbedded will be explored, in order to better understand why they have been so difficult to regulate. Although this thesis will be heavily policy and law-focused, the aim is not to propose any specific new policy, but instead to use STS to conceptualize gun issues from a new perspective that will allow misconceptions and blockades to be confronted head-on.

Comparative Analysis of Maori of Aotearoa and James Bay Cree of Eeyou Istechee Cultural Heritage Values and Political Histories of Land Tenure Systems

This thesis relies on an interdisciplinary framework to conduct an investigation of seminal national policies and planning processes in New Zealand and Quebec Province, Canada related to sovereignty, indigenous land rights, and customary land tenure systems. Theoretical frameworks for this research include a comparative analysis of European legislative systems and traditional planning frameworks in relation to indigenous governance systems and land tenure systems for the Maori (NZ) and James Bay Cree (QC). Through interviews and experiential knowledge I will document tools and techniques that these indigenous communities use to navigate complex cross-cultural policy and planning processes for their own advocacy of cultural heritage values. From the Maori perspective, cultural heritage values include the concept and principles of kaitikatanga. James Bay Cree cultural heritage values include the concept and guiding principles embedded in Eeyou Iyihtiwin. These cultural heritage values represent abstract concepts and guiding principles that are embedded in and gain meaning from local context, cultural knowledge and customary traditions. The Maori and James Bay Cree share a similar orientation to the meaning and importance of land. Together these indigenous communities view land as the foundation for collective and individual identity and cultural traditions. From this perspective and meaning of land, the Maori and James Bay Cree recognize that people are a part of a greater interconnected system that spans across physical and metaphysical spaces. In practice, native or customary land tenure systems are based on cultural heritage values that support a spirit of reciprocity with an underlying expectation that a balanced system will provide for all life. This analysis may provide a new cross-cultural framework for policy and planning processes to provide opportunities for fair negotiation of sustainable land tenure systems and natural resource management.
