Empire, federalism and civil society : liberal nationalists in Scotland and QuébecKennedy, James, 1968- January 2000 (has links)
This thesis seeks to relate the forms of liberal nationalism, which emerged in Scotland and Quebec between 1899 and 1914, to the character of the institutions which governed. The substantive focus is on two liberal nationalist groupings: the Young Scots' Society and the more loosely grouped Ligue nationaliste canadienne. Their emergence is examined at three levels: imperial, federal and local civil society. / The British Empire exerted an overarching influence on both Scotland and Quebec. Yet each enjoyed a very different relationship to the empire. Liberal nationalists responded differently to the same policies---the South African War, Tariff Reform and the Naval Question. The Young Scots invoked Liberal principles: freedom of speech, free trade and disarmament. The Nationalistes' response was nationalist: these were encroachments on Canadian sovereignty. Yet both groupings shared a liberal conception of empire, characterised by autonomy and decentralisation. / Scotland and Quebec enjoyed a 'federal' relationship to their states (Britain/Canada). Deficiencies in these systems prompted different responses. The Young Scots campaigned in support of a Scottish Home Rule Parliament. The Nationalistes favoured a Canadian federation which was avowedly consociational, one which recognised Canadian duality. These were liberal measures of accommodating difference. / Finally, Scotland and Quebec possessed distinctive civil societies. Yet they differed in the degree to which they were governed by liberal norms. In Scotland a liberal ethos was sustained by both the dominant Liberalism and Presbyterianism. However in Quebec the dominant Catholic church sought to preserve its hegemony over francophone society against Liberal challenges. Liberal nationalists not only reflected the distinct national character of their civil societies but also the degree to which those societies were governed by liberal norms. / It was these configurations of institutions and norms which ensured that the nationalisms which emerged in Scotland and Quebec were liberal in character. Yet there were important differences: greater emphasis was placed on Liberalism in Scotland ("Liberal nationalists") while the emphasis was on Nationalism in Quebec ("liberal Nationalists"). The character of empire, federalism and civil society in Scotland and Quebec shaped the nationalisms that emerged between the Boer War and the First World War.

This thesis deals with the challenge posed to post-imperial British identity by the rise of Scottish political nationalism and its voice the Scottish National Party (SNP) from the late 1960s to 1980. With the ultimate decline of the British Empire in the decades following the Second World War, Britishness, which had been forged through the imperial experience, was fundamentally challenged by older national identities within the United Kingdom. Scottish nationalism was one of these identities which had been subsumed by an imperial British identity for over two hundred years. A combination of the collapse of the industry of empire in Scotland, relative economic deprivation in the 1960s and 1970s, and other Scottish political grievances prompted increased support for the SNP. Scots, viewing themselves as a nation and as distinct in many ways from the rest of the United Kingdom, reacted to the decline of the British unitary state and encouraged the growth of Scottish political nationalism. The political success of the SNP in the late 1960s and 1970s forced the main Westminster parties to address the issue of Scottish nationalism and Scots' sense of alienation from the centre of power. The Royal Commission on the Constitution and the resulting debate over devolution in the late 1970s, prompted by the growth of nationalism, represented the greatest challenge to the legitimacy of the United Kingdom since the Treaty of Union of 1707.

Based on archival work in England, Scotland, the United States, Canada and Australia, my dissertation expands the traditional purview of diplomatic history into the international dimensions of the social and cultural realms. My study treats doomed attempts to reconstruct previously-held notions of hierarchy and deference as encapsulated in the Empire Settlement Act (ESA) in the wake of the dramatic changes to the world order resulting from World War I. To counter the emergence of Japan as a world power, under the auspices of the ESA, British Columbia and Western Australia, the two most distant outposts of the “white” British Empire in the Pacific, imported poor Celtic farmers and militiamen from northern Scotland in an attempt to retain their “British” identity, which they felt was threatened by Japan on the one hand, the Japanese in their midst on another, and local “nationalisms” on a third. This dissertation argues that such schemes were undermined by the conflicting priorities of Britain and the Dominions, the tensions between laissez-faire and excessive centralized control, the disconnect between government, capital and labor, the valuations of self-help within highly circumscribed situations, the conflict between the themes of rejuvenation and permanent regression, the fight between an idiosyncratic rural ideal and the reality of the urbanized and industrialized world of the twentieth century, and the inconsistent application of supposedly inviolable Social Darwinist ideals. The birth and death of plans to recruit Hebridean crofters to British Columbia and Western Australia in the 1920s reveals a great deal about the fluidity surrounding concepts of identity and security in a very unstable time. The debates surrounding the status of the Hebridean Scots, especially vis-à-vis their British compatriots and the Japanese, are an extreme window through which the much wider dialogues taking place regarding the status of the British Empire both internally and on the global stage, on the changing role of race as the final determinant of one’s identity and status, and the clashes between the Victorian and the modern ways of defining and conceiving of Empire, can be viewed and debated. / text

It would seem that the causes of these reoccurring motifs may be because the Scottish people are unable to escape from their past and are uneasy about the future of the nation. There is an internal struggle for both Scottish men and women, who try to adhere to their predetermined roles in Scottish culture, but this role leads to violence, alcoholism, and shame. In addition, there is also a fear for the future of the nation that represented in films that feature a connection between children and the creation of life with the death of Scotland's past. This thesis will focus on films created under a recent boom in film production in Scotland beginning in 1994 till the present day.

This thesis explores facets of Scottish identity via the decorative work of Douglas Strachan. Nations and nationalism remain extraordinarily potent phenomena in the contemporary world and this work seeks to examine aspects of Scottish nationhood and cultural identity through Strachan's evocation of history, folklore, religion and myth. It has been argued that these are the chief catalysts for enabling people to define and shape their understanding of themselves and their place within society. Cultural identity is often understood as a passive form of nationalism which is remote from its political counterpart. Yet there are strong arguments to counter this belief. This thesis addresses some of the issues raised by such arguments and adopts an ethno-symbolic approach in order to re-evaluate Strachan's work, and that of his contemporaries. The thesis also develops the theoretical and contextual debates concerning the decorative arts in general and stained glass in particular in order to raise awareness of its merits and its role within our society.

'The Politics of Place in the Work of Hugh MacDiarmid' argues that there is no fundamental contradiction in MacDiarmid's politics, his Scottish nationalism and international communism issuing in a radical Scottish Republicanism that synchronizes the local and universal, seeking to unify the cultural and political divisions of Scotland. This thesis suggests that MacDiarmid challenges the metropolitan location of culture through a provincialist poetry and politics energized and exasperated by intimate relationship with home. It analyses the connections between MacDiarmid's ideological valorization of difference and the Scottish places from which his politics evolve. Chapter One suggests that modem Scottish cultural politics is still thirled to the imperialistic dualities of the metropolitan Scottish Enlightenment. MacDiarmid's strategic essentialism reasserts an autonomous cultural and political practice that aims to make Scotland whole. The chapter traces MacDiarmid's communism to his defiance of the churchy parochialism of Langholm. Using uncollected newspaper material, Chapters Two and Three illustrate the internationalism of MacDiarmid's localism in Montrose and Whalsay. From examining how engagement with specific places shapes MacDiarmid's politics. Chapter Four returns to analysis of the ideological construction of Scotland. The chapter explores how education has formed ideas of Scotland crucial to its political position and bound up with the specialized Scottish educational system's suppression of a Scottish Republican tradition, whose energies MacDiarmid uncovers and endeavours to release through an autodidactic generalism. Prioritizing this particularity of local culture. Chapter Five argues that the apparent contradictions in the modernist MacDiarmid's politics are best understood in terms of global capitalism's construction of mass culture, a division of labour he opposes through an internationalist poetry of generalist knowledge. This thesis finds theoretical alliance with the internationalism of Marxism and postcolonialism, synthesizing these with an autochthonous critical apparatus, declaring Hugh MacDiarmid a major modem component of a tradition of radical Scottish Republicanism.
