An analysis of United States-Albanian security relations in light of the War on Terrorism

Approved for public release; distribution in unlimited. / This thesis explores U.S.-Albanian relations, focusing on the security cooperation. Since its inception as an independent state, Albania's relations with the United States have been the focus of Albanian foreign policy. After the First World War, Albania survived as an independent state largely due to the support given to her by the United States. Albanian-U.S. relations have had their ups and downs, with the most unfortunate period being the post-World War Two period, where these relations were severed and Albania was put under communist domination for half a century. After the collapse of communism, a revitalization of U.S.-Albanian relations took place. Albania is becoming an increasingly important ally for the United States in the Balkans. The security partnership between the two countries reached a zenith during the crisis of Kosovo and was further fostered after September 11, 2001, as Albania unequivocally offered to cooperate with the United States on the war on terrorism. September 11 has changed the way the partner countries capabilities are viewed by the United States. Albania, a perceived Muslim majority country, may prove in the future to be more important to the US through Albania's contribution to the war on terrorism than through its military capabilities. / Colonel, Albanian Army

South Africa's security relations with the Mercosur countries

The cementing of ties between South Africa and the Mercosur countries occurred at the time when the Cold War had just ended. Characteristic of the post-Cold War environment is the ascendance of socio-economic issues and the receding importance of military issues. Thus, South Africa’s security relations with Mercosur are rooted in the socio-economic sphere with limited military interaction which is designed to facilitate trade links and deal with potential trans-oceanic criminal activities such as drug-trafficking, arms-smuggling, poaching and sea piracy. This is in stark contrast with the pre-1994 relations between South Africa and the South American states. Given the fact that South Africa was regarded by the international community as a pariah state owing to her unacceptable political system, it was only prudent for South Africa to look for like-minded allies across the South Atlantic Ocean. From the mid-sixties to the early eighties, most South American states were under military rule, thus providing an ideal opportunity for possible allies for South Africa. At that stage, South Africa’s motive for cementing ties with South American states, especially those that eventually formed Mercosur, was not based on a genuine need for mutual protection and complementarity of defence capabilities, but a quest for some semblance of acceptability by the international community. Despite the decreasing importance of military matters in international relations, South Africa still maintains a significant exchange programme with the Mercosur military establishments. While most of the exchanges are for diplomatic purposes, military establishments on both sides of the South Atlantic Ocean conduct regular military exercises on both shores, in co-operation with extra-regional powers such as the US and the UK. These exercises serve the purpose of ensuring interoperability of military equipment (such as operational communication systems) and harmonising national policies and procedures, especially for search-and-rescue operations, but also for ensuring the smooth operation of maritime traffic on the South Atlantic Ocean. Furthermore, there is always a perennial fear that, despite the demise of the Cold War, the South Atlantic region may become a theatre of war in future. This is particularly based on the analysis of possible resource-endowment in Antarctica, which will fuel competition and intensify territorial claims. Russian-Chinese relations have been differed by the complex and full relations, which have been highly emerged since the end of the Cold War. Transition of the power in the world system had overcome the intention of Russia and China for the closer cooperation in order to decline the American sole hegemony. Concluding the Friendship treaty, it had become the first step towards cooperation which today can be considered as stable one. Master thesis will be focused on the realist approach, which at the same time will help to evaluate Rusian-Chinese relation through the pragmatic realist prism. Analyzing the relations in a global context within further movement to regional one, I will try to experience Sino-Russian relations through different approaches and relying on the balance of power theory. Description of the strategic partnership, supported by the multipolar world view and multilateral diplomacy as the tool for the national interests promotion, the research will move towards bilateral modes estimating security, political and economic relations. All in all, the conclusion will be made in order to predict the future of the Russian-Chinese relations and results which both countries have achieved by now.

The aim of the master thesis is to characterize and evaluate the current security system in East Asia, to show the security strategies of the system actors and the existing friction points, and to assess the future development of the security system in place. For this purpose the author first defines the East Asia's security system using the conceptual tools of three international relations theories, namely neo-realism, neo-liberalism, and constructivism. In the following section, the security strategies and security issues are discussed. In the final section, the international relations theories are used again to assess the stability of the current security system and lastly the prospects for a change of the system are evaluated.

The subject of this diploma thesis is the topic of Poland-United States bilateral relations, the form of which results, among other things, from the geographical location and historical experience of Poland. This bilateral cooperation has a major impact on events in the region, making it a very relevant topic to explore in the light of current developments on the international scene. The work is conducted in the form of a case study and its purpose is to analyse the dynamics of Poland-United States cooperation, while the basic premise of the research is the asymmetric form of Polish-U.S. bilateral relations. The aim is to point out that relations between Warsaw and Washington are, by their development and current form, based on consensus rather than coercion from the position of a stronger partner. Glenn H. Snyder's alliance security dilemma is used in this work to analyse the dynamics, too. Due to the conceptualization of strategic culture as a context of strategic behaviour, the work also provides a relatively detailed insight into Polish strategic culture, which serves as a tool for better understanding of Polish foreign policy, security priorities and thus motivation to maintain significant relations with the United States. This thesis analyses Persian Gulf states foreign policies development and a position of the region in international relations using a collective case study. At the theoretical level the thesis works on the elements of (neo) realism, (neo) liberalism and social constructivism. The analysis is focused on security context and examines both challenges to internal security (regime and government, Shia expansion, the so called Arab spring, media) and external security (the Israeli-Palestinian conflict, Syrian conflict, terrorism, globalization and oil market developments). In the regional security complex of the Gulf are involved interests of the three main world powers, U.S.A., Russia and China. Regional cooperation in the GCC organization and mutual relations of the Gulf States are important, too. Based on the findings it is possible to assert that the development of the region is dynamic and depends on the oil rents.
