No. of bitstreams: 0 Previous issue date: 2001-03-28T00:00:00Z / The main purpose of this monograph is to provi de a broad view of the transition of the Brazilian telecommunications market from the monopoly to a competitive market regarding the period from 1997 to 2000. The work introduces ANATEL, the Brazilian regulatory agency and explains its rules and practices. It accomplishes that the Agency has a strong faith in the market, on the period of our study, and did not have the same effort to provide the universalization of the services. On the period covered by this work, ANATEL also recognizes that the telecom market is not working under the desired competition levels yet, still showing prices remaining at a high leveI. / Analisa a reestruturação do setor de telecomunicações brasileiro, no período entre 1997 e 2000. Apresenta a ANATEL e mostra que no período em estudo esta esteve mais voltada às questões relacionadas ao mercado e não deu a mesma atenção ao que se refere à universalização dos serviços. Mostra também que o mercado de telecomunicações ainda não apresenta no período em estudo os níveis de competição desejado.
