Lietuvoje per palyginti trumpą laiką informacinės visuomenės plėtros, e. valdžios diegimo ir informacinių technologijų taikymo srityje įvyko ženklių pokyčių, tačiau pagal šiuos rodiklius Lietuva vis dar atsilieka nuo ES šalių vidurkio. Darbe teigiama, kad e. valdžios diegimo procesai šiandien gali vykti operatyviau ir efektyviau, todėl būtina ieškoti e. valdžios paslaugų plėtros didinimo būdų. Šio tikslo siekiama atliekant teorinę e. valdžios paslaugų piliečiams plėtros problemų analizę bei vertinant įvykdyto „E. valdžios paslaugų piliečiams plėtros Lietuvos regionuose“ tyrimo rezultatus. Nustatyta, kad e. valdžios paslaugų plėtra yra ribojama tam tikrų problemų. Analizės metu identifikuotos 26 problemos, kurios buvo nuosekliai patalpintos loginėje – grafinėje schemoje ir sudarytas realios dabarties e. valdžios paslaugų problemų medį. Darbe taikomi apribojimų teorijos principai. Remiantis apribojimų teorija, nustatytas efektyviausias e. valdžios paslaugų piliečiams plėtros didinimo būdas, kuris nurodo, kad pirmiausia, visas pastangas reikia sutelkti sprendžiant e. valdžios paslaugų problemų medžio nustatytas šaknines problemas. Analizės metu nustatytos šios šakninės problemos: neišnaudotos socialinio marketingo galimybės ir augantis viešojo administravimo sistemos modernizavimo poreikis. / The impementation of e-Government services system for citizens in Lithuania during past years has achieved solid positive changes, although they are not sufficient for a competitive, knowledge and information based society oriented modern state. Today e-Government implementation processes may proceed more effectively, therefore it is necessary to search for methods to increase the development of e-Government services. This final work is a research study based on the Theory of Constraints, and it analyses the increase of development in Lithuania of e-Government services for citizens. During the proceeding of analysis there were determined the following features: the purpose of the system of e-Government services, its achievement measurement indicators, as well as main problems of system’s throughput constraints, cause and result relationships. The Current Reality Problem Tree of e-Government services development was formed. With its help these core problems were identified: insufficient modernization of public segment and unexploited possibilities of social marketing. Referring to the Theory of Constraints, in order to increase the system throughput of e-Government services we need to focus all efforts on solving the core problems stated in the problem tree of e-Government services’ system.
