Public healthcare is facing several practical and difficult-to-solve problems where people's lives and health are at stake. Healthcare professionals need to make ethical considerations every day in their workplace. This study aims to examine if and how public employees approach public administrative ethics during ethical dilemmas in the workplace - based on testimonies of health care professionals from Stockholm's healthcare outreach. More specifically, in recent years conflicts between marketization sprung from NPM and healthcare ethics has become very clear in debates that have taken place, but we still know comparatively little about how administrative ethical considerations govern and affect the working methods of public employees in healthcare. In order to find that out a qualitative approach was applied. The chosen method of research was a qualitative content analysis, based on forty-one testimonies from healthcare professionals, based upon an outreach displaying dismay of the public healthcare system in Stockholm. The results show that healthcare professionals take public administration ethics in consideration, as ethics is both a central part of administrative ethics and in healthcare. However, economic values are perceived to determine the governance of hospitals which in turn causes a conflict between economic restraint and the healthcare professionals’ ethical approaches. As a result, the healthcare professionals active in Stockholm’s healthcare outreach attempts to illustrate these value conflicts.
