Small Island Developing States and Statehood Abstract: The spate of warnings that have been issued concerning Climate Change and its damaging impact upon the livelihood of populations has garnered increasing acknowledgement and critical concern. In a century where the potential for states to be submerged, concerns are being raised about how states, especially Small Island Developing States, are susceptible to losing Statehood. Small Island Developing States are already being ravaged by higher sea levels and dramatic loss of livelihood through inundation and potential submergence of their territory by the end of the century. Already these concerns are catalyzing Small Island Developing States to seek out alternative arrangements for their populations and importantly to preserve their legal personality. These arrangements tie in decisive concerns that connect how States are understood within in the international community as possessing a permanent territory, effective governance, permanent population and the capacity to be recognized by others. What is the Relationship between Civil Society and the State in Small Island States? An Examination of Social Origins Theory and The Bahamas

The Bahamas has many of the challenges that come with being a small island state. The archipelagic nature of the country brings with it the necessity to duplicate service efforts to accommodate all citizens in the development process; this factor puts a strain on the government's resources, and the need for civil society to fill the gaps that exist and partner with government is more pronounced. This study is pursued to examine the relationship between civil society and government in small island states such as The Bahamas. To accomplish this, the study reviews six civil society organizations, from three different sectors — health, education and environment. An organization from each sector was chosen, formed either during the colonial period or post-colonial, to examine the nature of the organization's relationship with government at two different points in time, in an effort to see whether the relationship differs based on the particular non-profit sector (health, education or environment) or time of origin (colonial or post-colonial). This relationship is reviewed through the lens of three variables: the nature of the financial relationship the policy relationship, and structure relationship. The relationship will be viewed through the lens of social origins theory as developed by Lester Salamon (2002) et. al. The research will be based on data collected using the same instrument applied by Salamon et al in the initial study, but the variables will be applied at the level of an organization, rather than a sector. Data is also drawn from interviews with persons associated with each organization. A review of the type of relationship government has with these civil society groups (and the implications of those relationships on performance) may provide insight in the way government should seek to foster and manage relationships with such organizations in the future for the growth and development of the country. / Ph. Facing climate change in the Marshall Islands : a study in the cultural cognition of risk

The Marshall Islands may be rendered uninhabitable by sea level rise and other consequences of global climate change within 50 years, a threat with which locals are increasingly familiar via educational events, firsthand environmental observation, and Biblical exegesis. This thesis explores Marshallese attitudes towards this spectre, in particular explaining why ‘ordinary’ Marshall Islanders (if not their government) have strongly favoured a response strategy based on self-blame and local mitigation, rather than other-blame and protest of industrial nations. I argue that this strategy does not stem from ignorance or disempowered pragmatism, but from a moral reading of climate change consonant with Marshallese values. Bringing together literature on traditionalism, entropy, and the cultural cognition of risk, I demonstrate that Marshallese reactions to climate change are intelligible in light of a vigorous pre-existing narrative of self-inflicted cultural decline. Climate change becomes framed as both a cause and a consequence of weakening custom, the over-reliance on foreign things, transforming global warming into a locally resonant, and indeed ideologically appealing, risk. Based upon this case study, I sketch a ‘trajectorial theory of risk perception’ and accompanying research agenda.

Belonging-in-difference : negotiating identity in Anglophone Caribbean literature

Through the critical discourse analysis of Anglophone Caribbean literature as a polyrhythmic performance, this research sets out to examine the claim that, in a world in a state of constant flux, emerging Caribbean voices are offering a challenging perspective on how to negotiate identity away from the binary constructs of centre and margin. It argues that the Caribbean writer, as a self-conscious producer of alternative discourses, offers an innovative and transcultural vision of the self. This research consists of three stages which integrate critical discourse and literary analysis with colonial/postcolonial and socio-cultural theories. Firstly, it investigates the power of language as an operation of discourse through which to apprehend reality within a binary system of representation. It then examines how the concept of discourse, as a site of contestation and meaning, enables the elaboration of a Caribbean counter-discourse. Finally, it explores the role, within the Caribbean text, of literary techniques such as narrative fragmentation, irony, dialogism, intertextuality, ambivalence and the carnivalesque to challenge, disrupt the established order and offer new perspectives of being. My study of Anglophone Caribbean texts highlights the power of language and the authority of the ‘book’ as subtle, insidious tools of domination and colonisation. It also demonstrates how, by allowing hitherto marginalised voices to write themselves into being, Caribbean writers enable linear narratives and monolithic visions of reality to be contested and other perspectives of understanding and of meaning to be uncovered. It exposes the plurality and the interweaving of discourses in the Caribbean text as a liberating, dynamic force which enables new subject positions and realities to emerge along the lines of similarity and difference. At a time when the issue of identity is one of the central problems in the world today, the research argues that this celebration of the plural, the fluid and the ambivalent offers new ways of being away from the stultifying perspective of essentialist forms.

The role of technical efficiency & productivity evolution in port development : an application to Caribbean Small Island Developing States (SIDS) ports

Economic growth has continually remained an objective of every nation, particularly for lesser-developed countries such as the Small Island Developing States (SIDS). According to an UNCTAD (2014) report on “Small island developing States: Challenges in transport and trade logistics,” one way of attaining economic growth is by focusing attention on tackling the challenges faced by transport and trade logistics (UNCTAD, 2014). Given the unique characteristics of SIDS nations, notably high import content, insularity, geographic remoteness and small economies, populations and areas, all of these factors emphasize the importance of having “well-functioning, reliable, sustainable and resilient transportation systems, in particularly the maritime sector for SIDS development and international trade survival” (UNCTAD, 2014). Such policies would be consistent with what is generally referred to as ‘supply led' economic development, where improvements in transport related infrastructure result in economic growth (Cowie, 2010). Such an approach assumes there is a latent demand for a country/region's produce, but this is being prevented from being exploited, because of inefficiencies in, or a lack of adequate port infrastructures and human resources. These challenges constitute a key policy concern for the sustainable development of SIDS' ports and become not only a port concern but a national concern, as directing adequate funding to improving port efficiency, has become a top priority (UNCTAD 2014). For instance, according to the United Nations (UN), “benchmarks need to be established to monitor and improve port performance ... ”(UNCTAD, 2014), while SIDS such as the Caribbean Community (CARICOM) aim to improve their maritime sector, claims that “...enhancing the maritime sector has the potential to fuel CARICOMs trade, increase port productivity and generate significant cost savings...” (CARICOM, 2013). This research aims to measure, analyse and compare port efficiency and productivity over a ten-year period (2001-2011), on 69 seaports, using non- parametric DEA based tests. The primary focus is on the Caribbean SIDS (referred as the Caribbean for abbreviation purposes), benchmarked against top ports. This is investigated from the realm of how port policy and development strategies have affected efficiency and productivity over time. This research attempts to present greater insight into SIDS ports, with reference mainly to the Caribbean, whilst the approach can become a springboard, implemented on other port types and regions of the world. Additionally, its practical contribution may become a better guide for international (UNCTAD), regional (CARICOM) and country level decision makers. Evolutionary technical efficiency and productivity for the Caribbean's Small Island Developing States (SIDS) ports, during the period 2001-2011 are evaluated. Moreover, the region's port development initiatives are assessed over the same period. Top ports received an average efficiency of 72%, outperforming the overall 66% average for Caribbean ports as was expected. Interestingly enough, efficiencies for top ports decreased on average by 0.5% per annum over the decade, whilst increases of up to 0.7% were found for Caribbean ports. Moreover, the region's productivity grew by 3.2%, compared to their larger top counterparts, of up to 2% per annum. This research concludes that trade volumes play an integral part in affecting efficiency and productivity. Additionally, given port development initiatives, the Caribbean's progresses in efficiency/productivity has been mainly the effects of scale and technical progress respectively. Since these ports are usually smaller scale and yield lesser throughput (compared to their larger counterparts), when they begin to grow, the focus is on enlarging their production scales, however, this is at the expense of adjusting internal practises. Compared to TOP ports, increases in productivity is solely the consequence of technical progress. Since these are usually larger scale ports and so likely yield more throughput, will likely be operating at the size of decreasing returns to scale. This suggests, that they are not properly focusing on internal practices and sizing their production scales to accommodate the rise in technical progress. The research findings can potentially influence decisions made by local and regional authorities in the Caribbean, when it comes to port development initiatives, as it provides an overview of efficiency/productivity, but more so that which impedes these progresses.

Torres Strait Islanders and Autonomy: a Borderline Case

During 1996 and 1997 an Australian parliamentary committee conducted an inquiry into greater autonomy for Torres Strait Islanders, but by 2000 the future of the issue seemed unclear. This thesis explores what the notion of autonomy has meant for Torres Strait and for Torres Strait Islanders in the past, and what it might mean in the future. The thesis uses material from the period before European contact to just after the end of the parliamentary inquiry. ¶ Several analytical tools were utilised to explore the concept of autonomy. Major among these to propose and then analyse the relationship between autonomy’s economic and political components. The thesis also introduces the paired concepts of negative and positive autonomy to provide a counterpoint to ideas of welfare colonialism. Cross cutting these economic and political elements is a consideration of both regional and corporate forms of autonomy. The thesis argues that it is necessary to consider the factors which people can use to legitimise a case for autonomy and these are identified and discussed. ¶ Although previous research and historical material are utilised, unique parts of the thesis include an analysis of: the formal submissions and hearings associated with the parliamentary inquiry; the Torres Strait’s location between Australia and Papua New Guinea; and the Strait’s small-island make-up. In this latter regard, comparisons are made with models and examples of autonomy found in small island states and territories in the Pacific. ¶ The findings include that we must consider two groups of Torres Strait Islanders, those in Torres Strait and those on mainland Australia. Whereas those in the Strait have been able to legitimise a case for a form of autonomy those on the mainland have not. Islanders in the Strait have achieved a degree of regional autonomy; those on the mainland are unable to make a case to be part of this regional autonomy, or to achieve a form of corporate autonomy. The status of Islanders in the Strait is influenced by several factors including the Strait’s location on the border with Papua New Guinea, the associated Treaty with that country, and the nature and the accessibility of the in-shore fishery. A major finding however is that although Islanders have achieved a degree of regional political autonomy, which may be progressed yet further, they have been unable to embrace non-Indigenous people within this. Their present aspiration for regional political autonomy therefore is limited to one that would apply only to Indigenous-specific affairs. This stands in some conflict with their aspiration for regional economic autonomy which would include their control over the entire regional fishery which they presently share with non-Islanders. ¶ Though Islanders have achieved some degree of political autonomy, they depend on substantial government financial transfers to the region. Despite this they have also achieved some economic autonomy, particularly through being involved in the region’s fishery. Juxtaposing negative and positive autonomy with political and economic autonomy shows that a dependence on government economic transfers does not preclude gains in political autonomy. This can be contrasted with the notion of welfare colonialism.

Big Goals - Small Island: Will Fiji achieve sustainable food security? : Comparing the plans and policies built by the Fijian government under the Millennium Development Goals and Sustainable Development Goals

This thesis examines how global development goals affect Fijian plans and policy strategies to achieve food security. The concept of food security is vast and complex, as several development issues contribute to the difficulty in achieving such security. It is therefore relevant to look at some of the dominating and underlying causes that challenge the possibility for Fiji to achieve food security. Built on previous theoretical and empirical evidence, this thesis identifies poverty and vulnerability as two dominant causes that hinder food security on Fiji. However, other causes, both internal and external, are recognised. Global development goals such as the Millennium Development Goals and the Sustainable Development Goals have highly influenced the strategies built within Fijian plans and policies. Millennium Development Goal 1 and 7, and Sustainable Development Goal 1 and 2, are of particular interest to this study, as the different goals target the issues of poverty, vulnerability and hunger. Although the different goals all target the underlying causes of food insecurity, this thesis finds that they differ in influencing a focus on achieving sustainable food security. Therefore, as the aspects of poverty, vulnerability and food security are highly intertwined, this thesis examines how strategies tackling poverty and vulnerability reduction have influenced strategies on food security on Fiji. By comparing the plans and policies built in consistency with the Millennium Development Goals and the Sustainable Development Goals, it has been possible to analyse whether such global goals have had an influence on addressing the underlying causes of food security on Fiji. Using the method of structured focused comparison in combination with an in-depth text analysis, structured questions have been built in order to analyse the chosen materials. The analysis has been conducted using information from different national plans found to be of relevance to the purpose of this study. The results show that goals with greater focus on social and environmental vulnerability, as well as long-term targets to eradicate poverty, provide a greater success in influencing a focus on food security in Fijian plans and policies. However, additional factors such as political instability, climate change and globalization need to be integrated into further studies on the chosen subject, in order to provide a greater understanding of how to achieve food security in a Pacific Small Island Developing State such as Fiji.

Beyond Climate Change Theory:
 What Contributes to the Adaptive Capacity of Caribbean Small Island Communities?

The focus of this research is on identifying the determinants of local-level climate change adaptive capacity in Caribbean small island communities. A single case study approach was employed to assess retrospectively both internal and external factors that contributed to the adaptive capacity of Paget Farm, Saint Vincent and the Grenadines. The Caribbean region’s first solar-powered desalination plant was implemented in the community specifically as a climate change adaptation strategy and thus provides an ideal case for retrospective analysis. A series of semi-structured interviews with local residents and key stakeholders revealed a number of interacting social and institutional factors that contribute to community-based adaptive capacity. Further analysis of institutional factors was undertaken using Social Network Analysis, which enabled visualization and quantification of vertical and horizontal institutional integration of the networks formed during different phases of project implementation. The research extends scholarly understanding of the determinants that influence local-level climate change adaptive capacity and provides practical evidence that can assist small island communities to respond to a changing climate.
