The Small Business Development Center Program: From a Small Business Growth Stage and Adult Learning Perspective

The study of the Clackamas Small Business Development Center's Small Business Management Programs (SBM) had three research objectives: to ascertain what information should be transferred to small business owners and how best to transfer that information; to ascertain what information is presently being transferred to clients and what methods are used in transferring the information; and to survey clients in order to develop a current demographic profile, measure their level of satisfaction with the assistance received, and ascertain what they perceived were the benefits of the program to their companies. Prior to the study, there had been little systematic research of what information should be transferred to SBDC clients and the most effective methods for transferring that information. The small business growth stage literature was used to develop the recommended body of information. The adult learning literature was used to develop the recommended methods for transferring that information to clients. The majority of respondents were women, well educated, middle-aged, and from companies in service related industries that employed few workers. The findings suggest that clients desire an increase in both the appropriateness of the program's informational content and the level of their involvement in tailoring the SBM program to the needs of their organizations. As suggested by the Small Business Growth Stage Models, a statistically significant decline in client satisfaction of the program's informational content was found to exist between stage two and stage three business owners. The study found that instructors did not utilize specific business factors (such as sales levels, numbers of employees, etc.) in developing the informational content of the SBM programs. Instructors also did not utilize client preferred learning styles, or formal client involvement in developing the instructional design of the SBM program. The study found that clients and center personnel appear to differ in their perceptions regarding the role of the instructor and the purpose of the SBM program. Clients appear to envision the role of the instructor as more of a consultant, while instructors view their role as preparing clients to solve their own problems.

A prestudy by the author of the assistance available to small business owners in South Africa revealed that although much assistance is available, many small businesses still fail. The question that arose was whether small business owners are receiving the proper assistance in respect of the right functional areas of the business, for the appropriate duration, at the right stage of the business life cycle and by the right people. Taking all these issues into account, the main purpose of this study was to determine what types of business interventions have the greatest impact on the success of entrepreneurs and small and medium enterprise owners. The literature study includes the history of small business development in South Africa and the interventions that have taken place in this and other countries. It also provides a definition of a successful small business and the generic business needs of small business owners. The sample used in this study was drawn from the members of the Confederation of Employers of South Africa (Cofesa). The research findings of this study are reliable for the SME owners who are members of Cofesa. The Cofesa group is not representative with regards to demographics, location, economic sectors or qualifications of South African SMEs. The following are some of the findings of the study of successful small business owners: * They generally make use of assistance in the areas of finance, marketing and human resources. * Most of them make use of assistance on a continuous basis during all the stages of the business life cycle, suggesting the way forward for aspirant business owners who should start making use of assistance even before starting their businesses. * Consultants or business specialists are mainly used for assistance. * More than two-thirds of the business owners thought that their businesses were more successful after they had received assistance. * The assistance was neither the cause of failure nor was it the main cause of their success. Assistance is a contributing factor to success but not the main reason for it. The success of a SME will depend mainly on other factors such as type of product, product quality and marketing. As the world economy continues to move towards increased integration, some of the greatest opportunities for Small-to-Medium Sized Enterprises (SMEs) will derive from their ability to participate in the global marketplace. It is generally accepted that SMEs are becoming increasingly important in terms of employment, wealth creation, and the development of innovation. However, there are considerable doubts about the quality of management in this sector with policy-makers suggesting that there are particular weaknesses in innovation, a lack of financial acumen, marketing, entrepreneurial flair, practical knowledge, and human resource management. As a result, many firms do not reach their full potential and fail to grow. According to organisational life cycle models, the introductory phase is particularly important since it is generally known and accepted that there is a high mortality rate of SMEs within the first two years. Given this high failure rate, it becomes vital to research the factors/characteristics/management abilities that are required to enable the SME to survive and indeed progress to the growth phase of the organizational life cycle. This research seeks to investigate the internal and external factors that are consistent in the success of SMEs who have reached the growth phase. A significant contribution to the enhancement of the growth potential of a firm will be made through the understanding of these factors.

Gaining a competitive advantage : employees' perceptions on the role of leadership and talent management factors in a small company in South Africa

Purpose – This research paper falls within the interpretive research philosophy and considers talent management within the field of competitive advantage. It aims to explore the organisation members’ perceptions of talent, talent management, the factors perceived to facilitate competitive advantage and the role of leadership in the facilitation of talent management. It attempts to achieve a greater understanding of talent management as practically applied by organisations. Design/Methodology – A qualitative research approach in collecting and analysing data was implemented for this particular research study to address the research problem. The research design consists of a qualitative case study of one organisation. The organisation was purposively selected due to its superior performance in its particular industry. The data was collected by using in-depth interviews and observation and analysed using qualitative content analysis. Organisational documents supplemented the data collection process. Rationale – Current talent management literature shows a lack of understanding of talent and the role leadership plays in talent management. A number of authors have called for research which focuses on the perspectives of all stakeholders, especially at the individual level. It was also suggested that greater focus is allocated to small to medium enterprises, as multi-national corporations dominated the current literature. This research paper has the potential to increase levels of understanding at both organisation and individual level. This study examined TM from a range of perspectives, focused on a smaller organisation and is one of the few qualitative studies in the world within a developing country—research that is lacking in the literature. Findings – Participants held different views on talent and talent management, supporting the lack of consensus on these topics and the lack of a standardised understanding. The findings highlight that talent management was mostly perceived to involve the correct positioning of people within the organisation and that talent involved skills, knowledge and abilities to perform their roles well. Organisational structure, processes, and the lack of leadership ability were perceived as the dominant factors affecting the effective implementation of talent management practices. Talent management was perceived as important by the middle and lower-level participants of the study and was perceived as not important by higher-level participants—a contrasting finding due to the fact that the higher-level candidates felt that it was important to retain staff, understood the consequences of staff loss and that it was difficult to replace talent. Theoretical and managerial implications – The findings correspond with previous studies that the understanding of talent management is still lacking and thus potentially jeopardizes shaping a competitive advantage. The leadership cadre at the case organisation failed to see the importance of talent management and failed to link talent management to competitive advantage and ultimately failed to strategise potential talent management practices and effective talent management implementation. The modern business environment is changing and the realisation that talent management is of crucial importance to sustained competitive advantage is becoming evident. Limitations – The main source of error was a potential bias of results and a lack of rigorous data analysis, which was overcome by attending to the reliability of the research. Future research – There is potential for further empirical research to be conducted in other industries while maintaining focus on smaller businesses. Cette thèse explore les stratégies financières et organisationnelles adoptées par les petites et moyennes entreprises (PME) qui leur permettent de concilier croissance et indépendance. Les quatre chapitres apportent des contributions théoriques et empiriques à cette question. Le premier chapitre teste le lien entre contrôle familial et croissance sur un large échantillon de PME françaises. Le lien négatif entre contrôle familial et croissance s’explique par le fait que les entreprises familiales adoptent un comportement de croissance particulier consistant à créer un réservoir de fonds propres. Le second chapitre développe un modèle théorique afin d’expliquer ce comportement. Le cadre théorique fournit une explication au comportement patient des PME familiales et démontre que la constitution de réserves de trésorerie est une politique rationnelle et optimale en présence d’opportunités de croissance illiquides. Le troisième chapitre interroge les avantages et les coûts de la constitution d’un groupe de PME en utilisant une base de données sur les liens entre entreprises françaises. La constitution d’un groupe de PME est une stratégie organisationnelle qui favorise la croissance des entreprises affiliées au groupe et la croissance globale du groupe, en raison de l’efficience du marché interne des groupes de PME. Le dernier chapitre traite de la question des motivations de l’entrepreneur à créer un groupe de PME. Les observations corroborent l’hypothèse d’immunisation. La structuration sous forme de groupe de PME a pour objectif de limiter l’exposition du patrimoine de l’entrepreneur au risque de son activité, et non d’exproprier les actionnaires minoritaires.<p><p>This thesis explores the financial and organizational strategies adopted by small businesses in order to conciliate growth and independence. The four chapters present theoretical and empirical contributions to this issue. The first chapter tests the relationship between family control and growth on a large sample of French small businesses. The negative relationship between family control and growth relates to the fact that family controlled small businesses have a higher propensity to adopt patient growth behavior. The second chapter presents a theoretical framework that explains why small businesses hold large amount of cash. The model demonstrates why small businesses, with illiquid growth opportunities, need constituting capital in advance to maintain their growth capacity. The third chapter investigates whether small business groups (SBG) are an organizational strategy that promotes growth. The results show that grouping small businesses promotes small business development, because SBGs improve capital allocation. The last chapter explores entrepreneur motivation to grow the business by building a SBG. Sibling partnerships in South African small and medium-sized family businesses

Given the predicted increase in the number of family businesses owned and/or managed by siblings (Sibling Partnerships), as well as the lack of understanding and research attention given to such sibling teams, the purpose of this study was to contribute to the more effective functioning of such family businesses in South Africa by identifying the factors that impact on their success. With this purpose in mind, the primary objective was to identify, investigate and empirically test the possible influences of, and relationships between, various factors and the Perceived success of Sibling Partnerships. This study sets out to integrate prior findings and theories on team effectiveness and family relationships, to find support for these theories in the family business literature, and to incorporate these findings into a comprehensive model. The literature study revealed 5 main categories (context, composition, structure, processes, and people) of constructs influencing the Perceived success of sibling teams. Within these 5 main constructs, 13 underlying independent variables were identified and hypothesised to influence measures of effectiveness of sibling teams, namely the dependent variable Perceived success, and the 2 intermediate variables Financial performance and Family harmony. Of the 13 underlying independent variables, 6 were categorised as task-based and 7 as relational-based factors. In addition, hypotheses were formulated for possible relationships between the various task-based constructs (context, composition and structure) and the processes and people constructs. Each construct was clearly defined and then operationalised. Operationalisation was done by using reliable and valid items sourced from tested measuring instruments used in previous studies, as well as several self-generated items based on secondary sources. A structured questionnaire was made available to respondents identified by means of the convenience snowball sampling technique, and the data collected from 371 usable questionnaires was subjected to various statistical analyses. An exploratory factor analysis was conducted, and Cronbach-alpha coefficients were calculated to confirm the validity and reliability of the measuring instrument. The 6 task-based latent variables were confirmed by the exploratory factor analysis. However, all the other latent variables, as originally intended in the theoretical model, could not be confirmed. Instead, 3 dependent variables were identified, namely Financial performance, Growth performance and Satisfaction with work and family relationships, and 6 relational-based constructs, with some changes, did emerge. Structural Equation Modelling (SEM) was the main statistical procedure used to test the significance of the relationships hypothesised between the various independent and dependent variables. Because of sample size restrictions the conceptual model could not be subjected to SEM as a whole; consequently 10 submodels were identified and subjected to further analysis. The following independent variables were identified as influencing the dependent variables in this study: • Internal context • Complementary skills • Leadership • Shared dream • Fairness • Sibling relationship • Non-family members • No other family members (spouses and non-active siblings) In addition, the factors Complementary skills, Leadership, Past parent involvement, No present parent involvement, and No other family members, were identified as significantly influencing the relationship between the siblings involved in the Sibling Partnership. Furthermore, an Analysis of Variance (ANOVA), Multiple Linear Regression analysis and t-tests were undertaken to determine the influence of demographic variables on the dependent variables. How ownership is shared in a family business involving siblings, the shareholding between the siblings themselves, and the nature of leadership between the siblings, has been found to influence the iv dependent variables in the present study. In addition, a Sibling Partnership is likely to perform most effectively when it is composed of a relatively young sibling team that has a small age gap between the members, and business performance will improve as the siblings gain work experience together, and as the number of employees increase. This study has added to the empirical body of family business research by investigating a particularly limited segment of the literature, namely Sibling Partnerships in family businesses. By identifying and developing various models that outline the most significant factors that influence the success of such family business partnerships, this study offers recommendations and suggestions for managing family businesses involving siblings, in such a way as to enrich their family relationships and to improve the financial performance of their businesses.

Entrepreneurial intent of final-year commerce students in the rural provinces of South Africa

Owing to the fact that entrepreneurship is widely considered to be a mechanism for reducing unemployment, the purpose of the study was to assess whether final-year Commerce students in the predominantly rural provinces, the Eastern Cape Province and the Limpopo Province, have the intention to start their own businesses.The study draws heavily from entrepreneurial intent models and focuses on the relationship between three key variables, namely, exposure to entrepreneurship education, awareness of entrepreneurial support and social capital to establish whether they are related to the intention of final-year Commerce studentsto start their own businesses. The literature review concentrated on entrepreneurial intent and entrepreneurial intent models; government entrepreneurial support initiatives in South Africa and in other countries and their role in the development of entrepreneurial intent, emergence of new ventures and the growth of small, medium and micro enterprises (SMMEs); entrepreneurship education and its role in enhancing entrepreneurial self-efficacy, entrepreneurial competencies and entrepreneurial intent;the influence of social capital on entrepreneurial intent and the different stages on the new venture life-cycle; and concludes with the link between entrepreneurship and the establishment of SMMEs. A survey was conducted among National Diploma (ND): Internal Auditing, Cost and Management Accounting and Financial information systems students (IAUD, CMA and FIS) (who had six months exposure to entrepreneurship education), ND: Entrepreneurship/Small Business Management (E/SBM) (who had three years exposure to entrepreneurship education) and ND: Management (without exposure to entrepreneurship education). The respondents for the study comprised 355 final year students of which 276 were from Walter Sisulu University in the Eastern Cape Province and 79 were from Tshwane University of Technology (Polokwane Campus) in the LimpopoProvince.Data was analysed using descriptive statistics and nonparametric statistics. The findings reveal that the majority of the respondents had the intention to start a business in the future.The entrepreneurial intent of the ND: E/SBM students was v stronger than the entrepreneurial intent of the ND: IAUD, CMA and FIS students and ND: Management students.
