Pretende estudar como a função pedagógica inerente ao trabalho do assistente social tem se efetivado nos Centros de Referência de Assistência Social (CRAS), considerando essa dimensão imersa no conceito de instrumentalidade do Serviço Social. Para tanto foi realizado um debate teórico sobre as seguintes categorias inerentes aos objetivos desse trabalho: dimensão educativa do Serviço Social; instrumentalidade do Serviço Social; trabalho profissional; e política de assistência social. E uma investigação em pesquisa de campo, buscando compreender a visão dos assistentes sociais acerca da dimensão educativa materializada em seus trabalhos no CRAS, em quais perspectivas se realiza essa dimensão, e a visão do profissional sobre como a Politica Nacional de Assistência Social (PNAS) tem orientado a função pedagógica do Serviço Social no CRAS. / This dissertation intents to investigate the expression of educational dimension of Social Work in the social assistence policy. Intents to study how the pedagogy function, inherent at the functions of social worker, has been applied in the “CRAS- Centro de Referência de Assistência Social” (Social Assistance Reference Centers), considering this dimension as immersed in the concept of instrumentality of Social Work. For this purpose has been made a theoretical debate about the following categories inherent to the objectives of this thesis: educational dimension of Social Work, instrumentality of Social Work; professional work; and social assistence policy. Also, a research in the field in order to understand the comprehension of social workers about the educational dimension materialized in their functions at the CRAS, in which perspectives this dimension is realized and the comprehension of social worker about how national social assistence policy has been guiding the pedagogy function of Social Work in the CRAS. / CAPES: 1434321

Orientador: Ethel Volfzon Kosminsky / Banca: Selma Frossard Costa / Banca: Luís Antonio Francisco de Souza / Resumo: Este trabalho tem como tema central a Política de Redistribuição de Renda por meio da transferência de benefícios monetários como estratégia de enfrentamento à pobreza e seus impactos na vida das famílias pobres, beneficiárias dos programas sociais dela decorrentes. Mais, especificamente, será analisado o Programa Renda Cidadã de Ourinhos- um programa de transferência de renda do governo do estado de São Paulo - que se encontra em execução nos 645 municípios paulistas, através de uma parceria estabelecida entre a Secretaria Estadual de Assistência e Desenvolvimento Social e as prefeituras municipais. Os sujeitos centrais desta pesquisa são noventa famílias que participaram do programa no período de 2002 - 2003, residentes no Jardim Itamaraty, bairro periférico pertencente ao município de Ourinhos, que foi focalizado pela Secretaria Municipal de Assistência e Desenvolvimento Social no ano de 2001 para o desenvolvimento do programa. De acordo com este órgão, o bairro é um dos que apresenta os piores indicadores sociais do município. O estudo aborda questões referentes ao avanço da pobreza e da desigualdade social na contemporaneidade, e seu recrudescimento após o desmonte do Welfare State, o que tem desencadeado uma intensa discussão sobre os programas de transferência de renda como uma das alternativas para enfrentamento a questão social. Desta forma, o trabalho apresenta várias modalidades de programas dessa natureza, bem como as principais propostas que permearam os debates no Brasil e que, em sua maioria, privilegiaram a família como beneficiária, apontando, assim, a tendência presente atualmente nas políticas sociais de remeter à família a proteção social de seus membros. Face à esta questão, procura-se aprofundar a discussão sobre o tema família e as implicações decorrentes da adoção do modelo idealizado de família nas políticas sociais...
