Beyond culture wars: the role of Christian religiosity in the public support for social safety net policies in contemporary America

This study examines the impact of Christian religiosity on attitudes toward social safety-net policies over the past three decades in the US. The study used data from the General Social Survey on social safety-net policy preferences and levels of Christian religiosity. Simple cross tabulations, correlations and multiple regression analysis were used to assess the data. Contrary to previous related research, the results of this study indicate that Christian religiosity has a very weak association with opposition to social safety-net policies. At the national level, the relationship between Christian religiosity and attitudes toward social protection policies was largely mediated by other factors such as race, gender, education, family income, and political ideology. These results indicate that Christian religiosity per se does not independently influence social spending preferences. Instead, these results suggest that social divisions in socioeconomic standing and in political ideology, which in turn are closely related to differences in support for social protection policies, permeate American Christianity. The study also examined the relationship between Christian religiosity and social protection policy preferences among Hispanic and Black Americans separately. Although Hispanics and Blacks are generally more supportive of social spending in comparison to White Americans, Christian religiosity was not found to have a strong independent effect on support for social safety-net policies among these two groups. The study did find, however, a markedly different level of support for social safety-net policies among identifiable Christian groups at the national level and in the Hispanic-American population. / Those who self-identified as "evangelical" or "fundamentalist" Christians were much less supportive of social safety-net policies in comparison to "mainline" or "liberal" Christians. Among Hispanics, Catholics were more supp in comparison to Evangelical Protestants. Moreover, the results of this study indicate that religious American Christians have had a tendency to give precedence to moral issues over concerns about social safety-net policies thus facilitating an issue-bundling effect in recent electoral competition. 非政府社會服務機構作為第三部門,於社會福利服務擔當重要角色。由於近年的全球化引致社會問題性質複雜化,以及本地政經環境的挑戰,令非政府社會服務機構面對不少前所未有的困難。如能有效掌握建制對機構的規範、與提供資源者互相依存的關係,將有助機構成功的生存和發展。 / 管理者與前線社會工作者是兩群主要面對上述困難的相關人員,他們如何理解現況、管理者會作出何種應對策略、前線社工又如何反應等都是值得深入研究的課題。 / 管理者及前線社會工作者是本研究的主要研究對象,本研究成功訪問了17位管理者及11 位前線社會工作者。研究發現管理者普遍關心機構的財政穩健情況。基於管理者的關注角度,機構所採納的策略傾向是配合建制規範、擴展服務及資源、提升資助者及服務使用者對機構的信任度。可是這等機構策略卻換來前線社會工作者的負面回應,尤其被認為是導致低工作滿足感及士氣低落的成因。前線社工關心的是專業形象及個人的身心健康。除了注重制度化的認受性及爭取資源外,本研究建議機構宜多促進前線社工對機構使命及目標的共同承擔。此外有鑑機構於公民社會的參與及倡導工作承擔的有限性,建議宜提升此方面的關注。 / It is generally agreed that Non-Governmental Social Service Organizations (NGSSOs) play specific roles as part of the third sector in the process of social welfare service provision. However, due to the globalized and structural nature of the emerging social problems, as well as the local challenges, NGSSOs are experiencing difficulties in reaching their goals and performing their missions. To manage well the institutional rules and the interdependent relation with the environment may lead to effective organizational survival and development. Management staff as well as frontline social workers are two major parties who may have significant responses upon these challenges and difficulties. How these two groups perceive the current situation, how management staff decide to adopt whichever kind of organizational strategies; whereas how frontline social workers respond to these organization policies are areas worth for study. / In this study, organization leaders and frontline social workers were selected as the study target. A total of 17 management staff and 11 frontline social workers were interviewed. It is revealed that NGSSO management staff concern most with the financial stability and viability of their organizations. Under such an orientation, organizational strategies adopted by these leaders relate largely to compromising to institutional rules, expanding services and resources, and increasing organizational credibility among funders and service users. These organization-wide behaviors have turned out to have negative effects on job satisfaction and work atmosphere among frontline social workers. Comparing to their supervisor counterpart, they concern more about their professional identity and subjective well being. / Apart from gaining institutional legitimacy and environment resources, it is recommended that NGSSOs may put extra effort in promoting shared mission and organizational goals among their frontline staff. It was also found that representing civil society and doing advocacy work do not take high priority among NGSSO informants. As a result of the Brazilian Psychiatric Reform Movement, CAPS is configured as a new occupational space for social assistants and other professionals who compose the mental health team, what demands studies and researches able to problematize the technical work that is there developed, the team-work challenges and the specificities of the social service contribution, in the perspective of its professional ethical-political project. We used as our methodology the qualitative research with the case study strategy to analyze the professional routine of a social assistant who works at a CAPS in the city of Campinas. It was observed that the social assistant preserves her professional identity in the transit between field and center , but is constantly tensioned by tendencies of professional knowledge homogenization for mental health application. It was concluded that the social service can contribute to the advance of a Psychiatric Reform, specially with interventions in the scope which ensures rights to users, composing, with other professionals, the fight for SUS defense and the common mental health policy / Esta dissertação de mestrado tem como objeto a intervenção do/a assistente social na área de saúde mental, mais especificamente no Centro de Atenção Psicossocial CAPS, com o objetivo de investigar o cotidiano profissional dos/as assistentes sociais neste equipamento, no contexto dos movimentos de luta pela saúde e de renovação crítica do serviço social brasileiro. Fruto do Movimento de Reforma Psiquiátrica Brasileira, o CAPS configura-se como um novo espaço ocupacional para assistentes sociais e demais profissionais que compõem a equipe de saúde mental, o que demanda estudos e pesquisas que possam problematizar o trabalho técnico que ali se desenvolve, os desafios do trabalho em equipe e as especificidades da contribuição do serviço social, na perspectiva de seu projeto ético-politico profissional. Utilizamos como metodologia a pesquisa qualitativa com a estratégia de estudo de caso para analisar o cotidiano profissional de uma assistente social que trabalha em um CAPS da cidade de Campinas. Observamos que a assistente social preserva sua identidade profissional no trânsito entre o campo e o núcleo , mas está constantemente tensionada pelas tendências de homogeneizações dos saberes profissionais para atuação na saúde mental. Concluímos que o serviço social pode contribuir para o avanço da Reforma Psiquiátrica, especialmente com intervenções no âmbito da garantia de direitos aos usuários, compondo, com os demais profissionais, a luta pela defesa do SUS e da politica de saúde mental comunitária

Claimed by segments of Social Service as a relevant field of study for the enhancement and acknowledgment of the service users and even the profile of the social worker subjects, it does not achieve as much notoriety as the other areas of social and human sciences. The goal of this thesis is to analyze the route and the expression of the “racial issues” theme in academic literature from a historical and contemporary perspective, within the 1936-2010 period. We have also prioritized the analysis of how the Social Service academic environment inhibits and/or promotes, motivates and/or hesitates initiatives in the production of research and studies about “racial issues”. We sought to examine how the “racial issues” are studied in the Social Service field, which topics are featured in this literature and the theoretical references most commonly used for the study. The analysis covered the first term papers from the first Social Service school founded in Brazil, articles in specialized journals, studies presented in scientific events, theses and dissertations of the area, using the multidimensional method as a reference and articulating the quantitative and the qualitative aspects. We conclude that, in spite of its historical insertion in the career literature, the theme is not adequately valued or recognized in the field of Social Service. This fact may be explained due to the bond between Social Service and the hegemonic analytic perspectives that restrict the fields of thought and professional development to studying the social impact of the labor-capital relations. This bond also erases the history prior to the Marxist determination as the only critical theory for Social Service. Therefore, the existence of the first documents that analyzed the “racial issues” theme is eliminated, resulting in an idea of total absence which also suppresses the contributions of the social workers who, since the 1960s, introduced the theme in the field. Paradoxically, the idea of absence also enables and encourages the authors of contemporary literature about “racial issues” to produce thought-provoking essays and studies in the field. Authors, in a subtle way, present inflections in the closed discourses of Social Service; such inflections are presented by means of a certain fusion between the researching subject and the researched subject, producing, sometimes, tensions within an academic environment restricted to categories that do not always explain the identity-related experience of the black subjects / Consideramos que a pouca ou frágil produção de estudos sobre as "questões raciais" no Serviço Social brasileiro merece algum questionamento. Reivindicado por segmentos do Serviço Social como importante campo de estudos para aprimoramento e reconhecimento sobre os usuários dos serviços e mesmo sobre o perfil dos sujeitos assistentes sociais, não ganha notoriedade como em outras áreas das ciências humanas e sociais. O objetivo desta tese consiste em analisar o percurso e a expressão do tema "questões raciais" na literatura acadêmica do ponto de vista histórico e contemporâneo no Serviço Social no período de 1936-2013. Priorizamos também analisar como o ambiente acadêmico do Serviço Social inibe e/ou promove, motiva e/ou hesita as iniciativas na produção de pesquisas e estudos sobre as "questões raciais". Procuramos examinar como as “questões raciais” são estudadas no Serviço Social, quais os assuntos que se destacam nessa literatura e os referenciais teóricos mais utilizados para o estudo do tema. Foram analisados os primeiros trabalhos de conclusão de curso da primeira escola de Serviço Social fundada no Brasil, artigos de revistas especializadas, trabalhos apresentados em eventos científicos, teses e dissertações da área, tendo como referência o método muldimensional, articulando o quantitativo ao qualitativo. Concluímos que, apesar de sua inserção histórica na literatura da profissão, o tema é pouco valorizado e reconhecido no Serviço Social. Esse fato pode ser explicado pelo vínculo do Serviço Social com perspectivas analíticas hegemônicas que restringem o campo de pensamento e de atuação profissional ao estudo do impacto social das relações capital-trabalho. Esse vínculo também apaga a história anterior à determinação marxista como única teoria crítica para o Serviço Social. Desta forma, elimina-se a existência dos primeiros documentos que analisaram a temática "questões raciais" gerando uma ideia de ausência total que, também, suprime o aporte das e dos assistentes sociais que, desde os anos sessenta, introduziram o tema na área. Paradoxalmente, a ideia de ausência também habilita e estimula as autoras e autores da literatura contemporânea sobre as "questões raciais" a produzirem reflexões e pesquisas na área. Autores e autoras, de maneira sutil, apresentam inflexões nos discursos fechados do Serviço Social; essas inflexões se apresentam por certa fusão entre o sujeito pesquisador e o sujeito pesquisado, produzindo, por vezes, tensões num ambiente acadêmico restrito a categorias que nem sempre explicam a experiência identitária dos sujeitos negros

Based on the research findings, the researcher suggested ideas for the betterment of social work profession, social work education and also direction for future research. The researcher hoped that the suggestions would facilitate further development of social work knowledge and social work profession. / The findings of this study revealed that all participants affirmed the importance of social workers' use of self However, most of them felt quite perplexed in the positive use of self in their helping process. Even though they did not consciously utilize self, all of them showed that they were deeply involved in this helping profession. The ways they used their self were very diversified which included self-awareness, self acceptance, self-disclosure and self-presentation. Their use of self ranged from the cognitive level to the affective level. They were pragmatic in using the self Some clang to use self as an instrument, taking it as a technique in direct social work practice. Others opened up themselves and fully involved in the helping process. / The narratives of the participants showed that their lived experiences, especially at their early years, had important influences on their use of self At the same time, their professional learning and direct practice experiences were also crucial factors in affecting their re-construction of self and the use of self. Besides the above, Chinese culture and the strong emphasis of management and accountability in the profession were also important environmental factors. For some participants, they struggled in their self assurance and felt confused in their self-evaluation in an atmosphere of managerialism in their work setting, and they found it difficult in exercising their self On the one hand, they assured themselves of their proper attitude in their helping profession; while on the other, they experienced a sense of failure and self-doubt in their helping career and have difficulties in integrating themselves. / This research was a narrative analysis of Taiwan clinical social workers' use of self in their helping process. The purposes of this research were to understand clinical social workers' subjective experiences and their interpretation of self and their use of self in the helping process, to explore how the self was shaped in their personal and professional life, and to find out how Chinese culture influenced the development of self and the use of self in their professional practice. Fifteen clinical social workers in Taiwan participated in this study. Students, faculty and field instructors, and agency directors were asked to express their subjective opinions in an effort to explore attitudes regarding the role of research in social work and to evaluate their estimate as to the value and position of the research component in the curriculum at Portland State University. The research program is intended to assist the student in becoming an effective professional person.
