The impact of the Financing Policy for Developmental Social Welfare Services (1999) on service providers in Tembisa, Gauteng Province

Transformation of social service delivery began after 1994 with the establishment of the Reconstruction Development Programme. It was followed by the commitments made in the World Summit on Social Development (Copenhagen, 1995) with the emphasis on sustainable development. The Financing Policy for Developmental Social Welfare Services (1999) was introduced as a transformation tool to implement the White Paper for Social Welfare (1997). The researcher is working as a social worker in Tembisa and discovered in practice that there is little evidence of the transformation of social welfare services as stipulated in the Financing Policy for Developmental Social Welfare Services (1999). This study was part of a team effort among four researchers to investigate the impact of the Financing Policy for Developmental Social Welfare Services (1999) on service delivery in different communities in Gauteng. The aim of the study was to determine the impact of the Financing Policy for Developmental Social Welfare Services (1999) on service delivery in Tembisa from the perspective of service providers. A quantitative research approach was utilized and data was gathered through a questionnaire. From the research findings, it was concluded that, although service providers have made progress with regard to transformation of social services to a developmental approach, many challenges remain with regard to fast tracking this transformation process. Recommendations based on the research findings and conclusions of the study indicated that transformation of social service delivery to a developmental approach depends on clearly defined guidelines to give direction to service providers on how to transform social services to a developmental approach. Successful implementation of Looking After Children in Ontario: Three studies of key stakeholder groups

For over two decades there has been growing concern over poor outcomes achieved by many foster care alumni (Courtney, Pilivan, Grogan-Kaylor, & Nesmith, 2001; Heath, Colton, & Aldgate, 1994). This series of studies investigates the implementation of the Looking After Children (LAC) (Parker, Ward, Jackson, Aldgate, & Wedge, 1991; Ward, 1995) approach with foster children in Ontario (the OnLAC study). Studies 1 and 2 investigated perceived usefulness of the AAR by child welfare workers and foster carers. The third study fell into two parts. The first investigated the factor structure of a measure of team implementation (TS-Y3). The second part investigated whether greater success in implementing LAC (as judged by the team) was associated with higher quality relationships with significant people in the foster child's life and higher levels of placement satisfaction. Methodology. For the first two studies we invited child welfare workers (n = 126) and foster parents (n = 93) who participated in Year 2 of the OnLAC study to respond to a questionnaire. For the third study we used data collected through the annual administration of the AAR in Ontario (n = 403). Results. In Studies 1 and 2 we found better quality training was a significant predictor of perceived usefulness of the AAR. In Study 3 we investigated the factor structure and validity of the TS-Y3, identifying two principle factors, LAC-PHIL measuring the degree to which the team felt that that they had achieved the priorities and goals of LAC and LAC-POC which measured administrative functions. We also found that higher levels of success were associated with better quality relationships with the female caregiver and child welfare worker but not with the foster father. Higher levels of success in implementing LAC also predicted higher levels of foster youth placement satisfaction. Discussion. The results of the first two studies suggest that child welfare workers and foster parents do find the AAR useful, particularly when they have received high quality training. The third study provides some support for the hypothesis that the LAC approach may facilitate resilient outcomes in youth. Implications of these findings are discussed.

Implementation of a developmental approach to social welfare service delivery at Nkandla in Kwazulu–Natal

A thesis submitted to the Faculty of Arts in partial fulfilment of the requirements for the Degree of Masters in Community Work) in the Department of Social Work at the University of Zululand, South Africa, 2014 / The study focused on the implementation of a developmental approach to social welfare service delivery at Nkandla. It intended to establish whether or not existing service providers implement a developmental approach to community development initiatives with aim of developing and empowering individuals. It further looked at the extent to which local communities participate or do not participate in public affairs. The findings revealed that, the majority of people view the government departments’ system of governance as unresponsive to the societal needs. Lack of effective communication mechanisms between the officials and the communities appears to be the main factor. Communities are hardly consulted for planned initiatives as a result projects are just implemented not really looking at the felt needs. People at the grassroots level do not have knowledge on how government structures function. This makes it difficult for them to have meaningful and effective means of participation. All the undesirable effects outlined above, provide a sound and compelling basis for the strictly implementation of the developmental approach or the available policies for the benefit of the community at large. Lastly on the basis of this study, the critical recommendation was a need to change the mindset of government departments’ officials in order to involve communities more seriously.
