Purchasing software components at the dawn of market

Abstract This study explores the role and nature of purchasing and supplier relationship management in the specific, complex industry setting. The purpose is to develop concepts to describe, conceptualise and analyse the emerging software component market from the point of view of the industrial buyer. The theoretical discussion on the market is concluded with a framework consisting of two parts; one describing the main elements of the market from the buyer's perspective and another describing the dynamism of the market. The theoretical framework suggests that the elements of the market from the buyer company's perspective are (1) the own needs, (2) the industry demand, (3) the object of exchange, (4) the exchange mechanism, (5) the exchange counterpart and (6) the industry supply. In the dynamic part of the framework, the development of the software component market, i.e. the progression of the market process is understood through change of heterogeneity of supply and demand. The empirical part of the study includes an embedded single-case study where a buyer perceived COTS software component market is analysed. First, the elements of the case market are studied and variables describing these elements are identified. Following this, the dynamic part of the framework is used as basis for identifying alternative types of markets for the development of the COTS software component market. This is resulted in a typology of four market types from the purchasing perspective; (1) Co-operation projects, (2) Ideal market, (3) Competitive supply management and (4) Horizontal competition. It is argued that all these represent a different type of situation from the industrial purchasing perspective. Finally, it is suggested how the different elements of the market process represent themselves and how they can be used in managing purchasing and influencing the markets in each of these possible market types.

Turkish Land Forces Command uses information technology opportunities to satisfy its needs arising from the obligation for being a strong army. One of the main difficulties in using information technologies is the acquisition of these systems. This thesis reviews the fundamentals of software intensive systems acquisition process and then proposes a new model for Turkish Land Forces Command. Software acquisition process models are discussed and compared with each other. The current Turkish Land Forces Command acquisition process is studied to state the management, legal, resource, and industrial problems within the comtemporary models&amp / #8217 / perspective. The focus of this thesis study is proposing an acquisition model based on four international models, successes of which have been proven.

This thesis reviews the software acquisition models and management tools used for managing, tracking and planning the acquisition projects all around the world. Then the requirements of Turkish Land Forces Command (TLFC) for a project management tool are considered. Features of a project management tool that is suitable for TLFC are determined through the ideas of TLFC personnel of IS department. After evaluation of selected tools through the requirements of TLFC the best one is presented. Then an interface module is developed through the requirements of the current acquisition process of TLFC for effective usage of the tool. Finally the study is evaluated.

Anskaffning av programvara kan ses som en möjlighet att utveckla ett företag och dess affärsverksamhet. Det finns idag ett stort utbud av standardiserade programvaror att välja emellan. Sådana produkter brukar i dagligt tal kallas för standardsystem. Dessa kan köpas på den öppna marknaden eller vara system som återanvänds mellan företag. Det görs en del felinvesteringar när företag anskaffar standardsystem. Många standardsystem ger inte önskade resultat för verksamheten eller förblir i vissa fall oanvända på företagen. Detta ledde mig in på frågan om en systematisk metod för upphandling av standardsystem kan förbättra situationen. Syftet med denna avhandling har därför varit att konstruera metodik för anskaffning av standardsystem som ett led i att utveckla verksamheter hos företag och organisationer. Mer precist förelåg tre huvudmål för studien: Att utveckla en metod för anskaffning av standardsystem som ger stöd åt företags affärsverksamheter. Att pröva metodens användbarhet, genomförbarhet och logiska uppbyggnad med hjälp av empiri och teori inom området. Att vidareutveckla metoden utifrån gjorda erfarenheter och framförda förändringsbehov från metodprövningen. Metoden som utvecklats och prövats benämns genomgående "SIV-metoden" (Standardsystem I Verksamheter). Magistro tezių tikslas yra sukurti skirtingų programinės įrangos tipų (gatavos arba reikalingos sukurti) įsigijimo valdymo gaires. Tokioms gairėms sukurti pirmiausia reikia apibrėžti programinės įrangos tipus. Kiekvienam apibrėžtam programinės įrangos tipui nustatyti jų įsigijimo keliai ir sudaryti kriterijai, kurie padėtų parinkti tinkamą įsigijimo kelią. Literatūros šaltinių apžvalgoje išanalizavus programinės įrangos įsigijimo modelius bei standartus nustatyti šie programinės įrangos tipai: COTS, MOTS ir naujai kuriama programinė įranga (NKPĮ). Remiantis įsigijamos programinės įrangos tipais ir projekto charakteristikomis nustatyti įsigijimo keliai. Programinės įrangos įsigijimo keliui parinkti sudaryti kriterijai, kurie apibūdina įsigyjamą programinę įrangą, įsigijimo projekto resursus ir aplinkos faktorius. Veiklos, kurios turi būti vykdomos kiekviename programinės įrangos įsigijimo kelyje, nustatytos panaudojant CMMI-ACQ procesų modelį. Procesų veiklos vykdytinos kiekviename programinės įrangos įsigijimo kelyje: nurodoma, kokiu keliu turi būti įsigyjama programinė įranga, kokias veiklas reikia vykdyti, pateikiamos rekomenduojamos pastangos, reikalingos kiekvienam PĮ įsigijimo keliui. / The primary objective of master thesis is to provide guidelines for managing a different types of software acquisition projects. Firstly, to provide guidelines is necessary to define types of software. Secondly, to create the ways of acquisition for each defined type of software and to create criteria that allows to select the right way of acquisition. During the analysis of existing software acquisition process models software types was defined: COTS (Commercial-off-the-shelf software), MOTS (Modified-off-the-shelf software), fully developed software. To have an effective acquisition processes, it is useful to employ an adequate level of formality for those processes according to the characteristics of the acquisition project. The ways of software acquisition was defined in accordance with defined software types and characteristics of acquisition projects. That can be used as a guideline on what level of formality is appropriate for the actual software acquisition project. To select the way to acquire software, there were created criteria that describes the characteristics of acquiring software, acquisition project resources and environment factors. CMMI-ACQ process model was used to define activities of each software acquisition way. Each acquisition way contains suggestions on what activities to perform for the different acquisition project customization.

A integração fornecida pelo ERP não é por si só suficiente visto que falhou em atender a todas as áreas funcionais, deixando uma lacuna preenchida por softwares especialistas ou sistemas legados, principalmente em verticais de mercado não atendidas pelo ERP. É através da integração dos vários tipos de aplicações empresariais – EAI – que se atinge a integração ou inter-relacionamento dos processos de negócios e/ou estruturas de negócios. Portanto, ela é tanto estratégica quanto operacional, pois afeta os resultados das organizações, conferindo-lhes competitividade e sustentabilidade nos negócios. Entretanto, as dificuldades do EAI começam na escolha / seleção das tecnologias existentes ainda no processo de aquisição, tornando a tomada de decisão na aquisição de tecnologias ou soluções de EAI uma tarefa complexa e difícil devido aos critérios não apenas quantitativos, mas também qualitativos. O objetivo desta pesquisa é definir critérios para seleção de tecnologias de EAI. O método de pesquisa consiste na revisão da literatura para mapear os critérios usados na seleção de softwares, principalmente EAI e ERP, e na análise do conteúdo da norma ISO/IEC 25010:2011 sobre os critérios de qualidade de software e do Guia de Aquisições do Modelo de Referência para Melhoria de Processo do Software Brasileiro (MPS-BR) baseado na Norma Internacional ISO/IEC 12207:2008 que descreve o processo de aquisição de software e serviços correlatos. Este estudo apresentou como contribuição, além da quantidade expressiva de critérios identificados na literatura possíveis de serem usados no processo de aquisição de softwares, um conjunto de critérios provenientes da literatura científica e técnica, categorizados em três níveis, que possibilita aos profissionais de EAI poderem atuar de modo proativo desde a escolha da solução de EAI. / There are two approaches for the information systems integration: ERP (Enterprise Resource Planning) which is well-known, and EAI (Enterprise Application Integration). The ERP integration is not totally satisfactory as it has failed in supplying all functional areas, providing space to be filled by specialized softwares or legacy systems, mainly in market verticals where ERP could not meet. By the integration with the several types of business applications – EAI – it is possible to reach an integration or interrelationship of the business processes and/or structures; therefore, it is as strategic as operational since it affects the organizational results, providing the organizations business competitiveness and sustainability. However, the EAI’s difficulties lie in choosing/selecting the existing technologies in the acquisition process, turning the decision-making of technologies or EAI solutions acquisition a hard and complex task due to the criteria not only quantitative but also qualitative. The purpose of this research is to define criteria for EAI technologies selection. The method of research consists of literature revision to map the criteria used in softwares selection, mainly the EAI and ERP, and analysis of ISO/IEC 25010:2011 standard content on the software quality criteria and Guia de Aquisições do Modelo de Referência para Melhoria de Processo do Software Brasileiro (MPS-BR) based on ISO/IEC 12207:2008 International Standard, which describes the acquisition process of software and associated services. This study has presented as contribution, aside from the significant amount of the identified criteria in the literature and their possibility of being used in software acquisition process, a set of criteria derived from scientific and technical literature, categorized in three levels, enabling EAI’s professionals to act proactively from the choice of EAI solution.
