Birds of a Feather? How Politics and Culture Affected the Designs of the U.S. Space Shuttle and the Soviet Buran

What can we learn from comparing similar technologies that were designed and built in different countries or cultures? Technical products depend upon both technical and non-technical goals as socio-cultural factors determine which projects get funded and how they are conceived, designed, and built. These qualitative socio-cultural factors mean that there is almost always more than one possible design solution for a particular problem. By comparing how two major space projects were conceptualized and designed in the United States and Soviet Union, this case study aims to illuminate more broadly how political and cultural factors can influence the selection of technical designs, as well as the general conduct of engineering and science, in the space sector. / Master of Science

Generic Telemetry Processing in the Control Center Environment at Johnson Space Center

International Telemetering Conference Proceedings / October 25-28, 1993 / Riviera Hotel and Convention Center, Las Vegas, Nevada / This paper will describe the effort to provide a common telemetry system for the Control Center Complex (CCC) which will process data from both the space shuttle and the space station vehicles. It is being developed for the manned spaceflight program at Johnson Space Center. Space shuttle uses a traditional Inter-Range Instrumentation Group (IRIG) telemetry format and Space Station Freedom utilizes the more recently developed Consultative Committee for Space Data Systems (CCSDS) standards for packet-based telemetry Although the two telemetry streams are very different in structure, a front end system is being developed which will isolate the differences and provide a common data format to the downstream elements of the control center. Because of this, a CCC workstation could receive and process data from either space station or space shuttle or both using a identical set of workstation program tools. The generic telemetry front end processor, which is called the Consolidated Communications Facility (CCF), will not only provide a cost effective method of processing space shuttle and space station data, but also will position the CCC to support anticipated requirements of' future programs. The development goals for the CCC are to reduce development and sustaining costs. In the CCF project, commercial-off-the-shelf (COTS) equipment is stressed to allow modular maintenance. In addition, the project has emphasized the development of a automated features in the telemetry stream selection and processing which reduce the amount of operator attention needed. The system has been designed to include robotics in the recording operation and artificial intelligence for detecting faults. This paper will review the concept development for processing telemetry and outline the architecture of the front end CCF project. It will discuss the goals and major influences on the design, and provide a status on the development. Ability of the current COTS marketplace to meet the goals will be discussed. In summation, this paper will describe generic telemetry processing in the context of the CCC being built at Johnson Space Center.

To meet the requirement of supporting future flights, NASA has undertaken a Shuttle Upgrades Program to improve various shuttle components. The avionics on the solid rocket booster (SRB) is one of the areas being upgraded. To develop avionics hardware, the environments that they are to encounter during flight must be defined to a higher degree of fidelity than is currently available. This paper describes the effort to determine these environments via the use of a commercial off the shelf data acquisition system.

Trends in Space Shuttle Telemetry Applications

International Telemetering Conference Proceedings / October 26-29, 1987 / Town and Country Hotel, San Diego, California / During early manned spacecraft operations, the primary role of ground telemetry systems was data display to flight controllers. As manned spaceflights have increased in complexity, greater demands have been placed on flight controllers to simultaneously monitor systems and replan systems operations. This has led to interest in automated telemetry monitoring systems to decrease the workload on flight controllers. The Mission Operations Directorate at the Lyndon B. Johnson Space Center has developed a five layer model to integrate various monitoring and analysis technologies such as digital filtering, fault detection algorithms, and expert systems. The paper describes the five layer model and explains how it has been used to guide prototyping efforts at Mission Control. Results from some initial expert systems are presented. The paper also describes the integrated prototype currently under development which implements a real time expert system to assist flight controllers in the Mission Control Center in monitoring Space Shuttle communications systems.

THE RELATIONSHIP BETWEEN PERCEIVED LEADERSHIP PRACTICES AND ORGANIZATIONAL CULTURE WITHIN THE AEROSPACE INDUSTRY

There is a common thread of leadership research that theorizes the dynamic between a leader's behavior and their followers is essential in encouraging employees to exceed expectations, thereby increasing organizational performance (Bass, 1985; Bennis & Thomas, 2002; Kouzes & Posner, 1987). Research indicates transformational leadership correlates well with organizational culture, but the number of empirical studies is few. Kouzes and Posner (2002) maintain that organizations create culture; therefore a leader's behavior can and does affect organizational performance. Schein (2004) maintains it is leadership's duty to step outside the organizational culture to initiate changes (by their behavior) when warranted. The purpose of this study was to investigate the relationship between employee perceived leadership practices and organizational culture within the aerospace industry. The U.S. space shuttle operations prime contractor, United Space Alliance, was selected as the population for this research. This research addresses the current dilemma in NASA's manned spaceflight program and their contractors with regard to their future: Organizational and cultural change must occur or routine access to space for the United States will become obsolete (Bergin, 2007; Guthrie & Shayo, 2005; Mason, 2004). United Space Alliance provides a unique population within which to sample, as it is a joint venture LLC with employees of varying heritage companies and job occupations. Use of Kouzes and Posner's Leadership Practices Inventory-Other (LPI-O) and the Denison Organizational Culture Survey (DOCS) have not been performed in such an environment. Web-based surveys collected data from the Manufacturing and Operations directorate (N = 1793). A total of 367 surveys were completed for an initial response rate of 20.47%. Both the LPI-O and DOCS raw mean scores were compared against published databases; only the Enabling Others to Act practice scored as a moderate impact. Customer focus scored the highest amongst cultural indices, with all three Mission indices ranking in the lowest percentiles. Regression analyses indicated neither leadership practices nor cultural traits explained any differences within respondents. Hierarchical regression revealed the five leadership practices accounted for 24% of the Total Culture variance. Pearson's Product-Moment correlation examined the strength of linear association between the variables. This study provided statistically significant (ñ < .05), weak to moderate positive correlation coefficients for all hypothesized relationships.

Analysis And Integration Of A Debris Model In The Virtual Range Projec

After the accident of the STS 107 Columbia Space Shuttle, great concern has been focused on the risk associated to the population on the ground. Before this accident happened, re-entry routes as well as risk calculation of were not of public concern. Two issues that have been raised from this lamentable accident relate to spacecraft security and to public safety. The integration of a debris model has been part of the original conceptual architecture of the Virtual Range Project. Its integration has been considered as a specific research due to the complexity of the models and the difficulties to obtain them since the commercial off-the-shelf available software seems to be less accessible. This research provides solid information concerning what debris fragmentation models are, their fundamentals, their weaknesses and strengths. The research provides information of the main debris models being currently used by NASA which have direct relationship with the space programs conducted. This study also addresses the integration of a debris model into the Virtual Range Project. We created a provisional model based on the distribution of the Columbia debris fragments over Texas and part of Louisiana in order to create an analytical methodology as well. This analysis shows a way of integrating this debris model with a Geographic Information System as well as the integration of several raster and vector data sets which will provide the source data to compute the calculations. This research uses population data sets that allow the determination of the number of people at risk on the ground. The graphical and numerical analysis made can lead to the determination of new and more secure re-entry trajectories as well as further population-related security issues concerning this type of flights.

A REAL-TIME TELEMETRY SIMULATOR OF THE IUS SPACECRAFT

The simulator has proven to be a successful higher fidelity implementation of its predecessor, while affirming the rapid development methodology used in its design. Although composed of COTS hardware and software, the system simulates the full breadth of the mission: Launch, Pre-Deployment-Checkout, Burn Sequence, and AXAF/IUS separation. Realism is increased through patching the system into the operations facility to simulate IUS telemetry, Shuttle telemetry, and the Tracking Station link (commands and status message).

PREPARING A COTS GROUND TELEMETRY RECEIVER FOR USE IN THE INTERNATIONAL SPACE STATION

Equipment for the typical telemetry application is widely available. But when requirements create the need for a space-based telemetry receiver to uplink data from the ground, what are the choices for equipment? In such situations, adapting COTS equipment may present the only solution to meet delivery and budgetary constraints. The first part of this paper provides technical and contractual points a COTS supplier needs to consider when bidding on a COTS contract. The second part of this paper covers a project concerned with modification of a general-purpose ground telemetry receiver for use on the International Space Station. The information within the paper is useful to other engineers and companies considering contracts to modify COTS equipment for use on Shuttle or other space-based projects.

The Steep Climb to Low Earth Orbit: A History of the Space Elevator Community's Battle Against the Rocket Paradigm

This thesis examines the growth of the space elevator community in America from 1975 to 2010. It argues that the continued practical failures of the space elevator, a proposed technology for efficiently transporting payloads and people into space without conventional propulsion sources, resulted from a technological paradigm built around the rocket and supported by a traditional engineering culture. After its triumph in landing men on the Moon from 1969 to 1972, the United States' National Aeronautics and Space Administration (NASA) sought to advance novel concepts for further space exploration, but it fumbled in pursuing nontraditional notions of escaping the atmosphere such as the space elevator. Employing interviews with space elevator advocates Bradley Edwards and Michael Laine and other primary and secondary sources, this thesis also draws on concepts such as technological paradigms, engineering cultures, and the technological sublime.
