The Effect of Postsecondary Education on Employment and Income for Individuals with Intellectual Disabilities

<p> The low employment rates of individuals with intellectual disabilities (ID) are a major concern. In 2011 only 34% of adults with ID were employed compared to 76% of adults without disabilities (Siperstein, Parker, &amp; Drascher, 2013). Higher educational attainment is associated with higher employment rates for students with ID (Smith, Grigal, &amp; Sulewski, 2013). postsecondary education has been shown to increase employment (Carnevale, Rose, &amp; Cheah, 2013). Increasingly postsecondary education is becoming an option for individuals with ID. </p><p> This study examines the effect of postsecondary education on employment and earnings for individuals with ID and the effect of state variation on those outcomes. Research hypotheses were developed from Human Capital and Social Capital Theories. </p><p> This dissertation employed secondary data analysis of the Rehabilitation Services Administration&rsquo;s RSA 911 from 2008 through 2013 to examine the effect of postsecondary education on employment for individuals served by state Vocational Rehabilitation Service Agencies. The RSA 911 includes variables on attendance of postsecondary education, employment outcomes, earnings, as well as individual and demographic information. Additional economic and state level demographic and policy variables were added to the dataset. Multi-level modeling techniques were used to understand state variation, such as various economic and programmatic features that influence outcomes. Those outcomes for those individuals with ID who had postsecondary education were compared to those who did not. </p><p> This study found postsecondary education improves odds of employment, increases weekly earnings, and decreases reliance on SSI benefits for individuals with ID. In addition, postsecondary education increases their odds of obtaining employment in positions not typically held by individuals with ID. Gender, race, cost of services, and the receipt of Medicaid moderate these results, but when all these factors are included the results are that postsecondary education increases the odds of employment more than twice that of an individual with ID without postsecondary education. </p><p> This research provides greater understanding of the effects of postsecondary education for individuals with ID and its effect on employment and earnings. This research informs policy makers by examining ways to increase employment and earnings for individuals with ID through postsecondary education.</p>

Factors That Can Make a Difference in Meeting the Needs of Homeless Students in Schools| Perceptions of District Homeless Liaisons in Ohio

<p> The needs of homeless students are significant and varied. The McKinney-Vento Homeless Assistance Act helps ensure homeless students can access a quality education. One of the key provisions is the requirement that all LEAs identify a liaison to be in charge of meeting the needs of homeless students. The purpose of this study was to understand the perceptions of district liaisons in regard to the needs of the homeless students they serve and the factors that facilitate and hinder their ability to meet these needs. The study was designed as a qualitative study relying primarily on interviews with 20 liaisons from a representative sample of districts in the state of Ohio. </p><p> The findings indicate that homeless students face a number of needs, including access to basic necessities like food, clothing, shelter, and transportation, and to social services including mental health services and drug treatment centers. Liaisons indicated that they played a less direct role in supporting students&rsquo; academic needs, instead relying on school-based staff members to support homeless students&rsquo; academic needs. </p><p> Liaisons identified a number of factors that facilitate and hinder their ability to meet the needs of their homeless students. The availability or lack of district resources like funding and personnel were especially important. In some districts, superintendents had prioritized hiring additional social or community workers. Liaisons indicated they relied a great deal on the support of these personnel. Further, the availability (or lack) of community-based service agencies greatly impacted liaisons&rsquo; work. </p><p> Finally, liaisons faced a number of competing demands that made their roles challenging. The vast majority of liaisons held another full-time role in the district, meaning they had limited time to devote to the role of liaison. Liaisons also indicated that navigating both community perceptions of homelessness (whether identified families were &ldquo;truly&rdquo; homeless or deserving of support) and the proper role of the school in the community were added challenges. </p><p> These findings suggest that additional personnel to help meet the needs of homeless students and greater coordination between schools and social service agencies would benefit both liaisons and the homeless students they serve. </p>

Tratou-se de uma pesquisa qualitativa realizando-se análise documental das fichas de Cadastro da Gestão Dinâmica da Administração Escolar - GDAE de 55 alunos público- alvo da educação especial - PAEE, advindos de uma pesquisa anterior, traçando-se um panorama da situação escolar dos mesmos nos anos de 2004 e 2014. Também lançou-se mão de entrevista semiestruturada por permitir uma conversa direta com a pesquisadora possibilitando-a intuir ideias sobre como esses alunos interpretam a sua trajetória de vida escolar. Fizeram parte deste estudo 8 alunos e os dados coletados nas entrevistas foram organizados nas seguintes categorias: serviços de apoio pedagógico especializado; professoras de educação especial; dificuldades escolares; relacionamentos com os colegas da escola; cotidiano fora da escola e perspectivas futuras. Os resultados mostraram que os alunos receberam serviços da educação especial na rede municipal durante todo o período que frequentaram o ensino fundamental nessa rede, o que não aconteceu no ensino médio. Avaliaram que os serviços de educação especial que receberam na rede municipal contribuíram em seus percursos escolares, rememorando das professoras de educação especial principalmente, no que diz respeito às suas aprendizagens de leitura e escrita e no acolhimento. Os resultados mostraram ainda que eles tiveram boas experiências de amizade com os colegas de escola e também se lembraram de episódios não agradáveis como zombaria de alguns colegas que percebiam as suas dificuldades. Falaram das reações e sentimentos que tiveram ao mudarem de escola devido à passagem do ensino fundamental para o médio e uns não gostaram por não ter mais os colegas de antes e tudo ser novo para eles e outros se sentiram surpresos ao encontrarem com colegas antigos que foram estudar nessa escola e se encontravam em série mais adiantada. Sobre seus cotidianos fora da escola, os resultados mostraram que possuem compromissos e responsabilidades de jovens que estão na adolescência e outros já entrando na vida adulta. Eles possuem sonhos e idealizam um futuro visando continuar os estudos e/ou terem um trabalho. Contaram suas perspectivas futuras com seriedade, alegria e entusiasmo. Esperamos que esta pesquisa contribua para aprofundar as reflexões acerca das políticas públicas de educação especial não somente no âmbito acadêmico científico, mas também na atuação dos profissionais que compõe as equipes de educação especial, bem como a importância de escutar os alunos e verificar o que eles têm a dizer sobre seus percursos escolares. / The goal of this research was to analyze the education path of students of primary and secondary school from the municipal and state networks identified as the target audience of Special Education in a medium size inland city from São Paulo State, as well as to verify the way special education public policies were conducted in both networks. It was a qualitative research based on document analysis of files from the Register of School Administration Dynamic Management (Cadastro da Gestão Dinâmica da Administração Escolar – GDAE). They referred to 55 students who belonged to the target audience of special education (PAEE) and had participated in a previous research, giving an overview of these students’ school situation in the years 2004 and 2014. We also used a semi-structured interview, allowing a direct conversation with the researcher and enabling her to intuit ideas about how these students interpret their school life trajectory. Eight students participated in the research. The data collected during the interviews was organized in the following categories: specialized pedagogical support services; special education teachers; school difficulties, relationships with classmates; daily life outside school and future perspectives. The results revealed that the students received special education services in the municipal network during the whole period they attended primary school in that network. The same did not happen in high school. According to their evaluation, the special education services they received in the municipal network contributed to their education path. Their memory of special education teachers regards mostly their reading and writing learning, as well as reception. Results also showed that they had good experiences of friendship with classmates. They also recalled unpleasant episodes of mockery from some colleagues who noticed their difficulties. They talked about reactions and feelings they experienced changing schools due to the transition from primary to secondary school. Some of them did not enjoy it, because they lost the usual colleagues and because everything was new to them. Others were surprised by meeting former colleagues who had gone to that school before them and were now in a more advanced class. Regarding their daily life outside school, results showed that they have appointments and responsibilities typical of teenagers and youngsters who are entering adulthood. They have dreams and idealize their future aiming at continuing their studies and/or having a job. They talked about their future perspective with seriousness, joy and enthusiasm. We hope this research may contribute to deepen the reflections on special education public policies, not only in the academic context but also regarding the performance of the professionals who integrate special education teams, as well as the importance to listen to the students and check what they have to say about their school path.

This research is also characterized by: a) the accomplishment of bibliographic research with the production survey regarding the theme of books, articles, essays, thesis, among others; b) 2015 Documental research, legislation study and documents produced by institutions: 2015 Management Reports and c) data evaluation through submission of electronic forms to the ones institutionally in charge of actions to assist the Special Education public. A conceptual reflection was carried out concerning the recurrent terms in the empirical data analyzed, such as: inclusion, exclusion, accessibility, equality and equity, difference and diversity praising. Political and historical aspects of the Brazilian inclusive special education and the education federal net were also addressed. By examining the aspects of the politics and legislation, it was identified an emphasis related to the architectonic accessibility aspects rather than the pedagogical issues and the specialized educational assistance, that when mentioned, do not show many details of the activities performed. The essay also highlights that the organization of the pedagogical assistance practices and the arrangements of accessibility centers depend on the local managements in each institute, that is, different movements are being configured within the federal net and the dialogue among such institutions is almost inexistent, considering the Special Education. This way, the reference related to the Tecnep Program/Action is lost while the main managing group at MEC and the Special Education start having their own trajectory inside each IF, without the need of a program, a project, actions, campaign or any other national initiative, only having the observation of the current legislation as guideline. The difficulty of the local managers group regarding hiring human resources and the offer of continuing formation is also recurrent in the data as one of the adversities mentioned for the assistance of students with NEEs. / Inserida na linha de pesquisa Fundamentos dos Processos Educativos, a pesquisa Educação Especial Inclusiva nos Institutos Federais de Educação, Ciência e Tecnologia Brasileiros, a pesquisa tem como objetivo conhecer as ações institucionais dos IFs para o atendimento ao público da Educação Especial. Caracterizam este estudo também: a) realização de pesquisa bibliográfica com o levantamento da produção acerca do tema em livros, artigos, dissertações, teses, entre outros; b) Pesquisa documental: estudo de legislação e documentos produzidos pelas instituições: Relatórios de Gestão do ano de 2015 e c) levantamento de dados por meio do envio de formulários eletrônicos para responsáveis institucionais pelas ações de atendimento ao público da Educação Especial. Foi realizada uma reflexão conceitual acerca de termos recorrentes nos dados empíricos analisados, dentre os quais: inclusão, exclusão, acessibilidade, igualdade e equidade, apologia à diferença e diversidade. Também foram abordados aspectos políticos e históricos da educação especial inclusiva brasileira e da rede federal de educação. Ao examinar os aspectos da política e da legislação identificou-se uma ênfase aos aspectos da acessibilidade arquitetônica em detrimento das questões pedagógicas e do atendimento educacional especializado, que quando mencionados, aparecem com pouco detalhamento das atividades realizadas. A tese evidencia também que a organização das práticas de atendimento pedagógico e a estruturação dos núcleos de acessibilidade estão a depender das gestões locais em cada instituto, ou seja, diferentes movimentos estão se configurando dentro da rede federal e a interlocução entre essas instituições é quase inexistente no que se refere à Educação Especial. Sendo assim, perde-se a referência ao Programa/Ação Tecnep enquanto grupo gestor central no MEC e a Educação Especial passa a ter uma trajetória própria dentro de cada IF, sem carecer de programa, projeto, ação, campanha ou qualquer outra iniciativa nacional, tendo apenas a observância à legislação em vigor como diretriz. A dificuldade dos grupos gestores locais com a contratação dos profissionais para o atendimento educacional especializado e com a oferta de formação continuada também é recorrente nos dados como uma das adversidades citadas para o atendimento aos estudantes com NEEs.
