O objetivo é identificar as reações ocorridas na comunidade universitária, decorrente da proposta de transformações à Universidade Pública estabelecidas no Plano Diretor de Reforma do Aparelho do Estado, do Governo do Presidente Fernando Henrique Cardoso. Aborda o movimento de redefinição da esfera pública (ressalta a Universidade) tendo por meta a reorganização desse espaço social, sob a égide da teoria gerencial que destaca a valorização da administração privada, a descentralização, a autonomia mas, com controle centralizado por resultados. Aborda também, as reações transformadas em ações nas Universidades Públicas. O corpus da pesquisa é documental, analítico-dedutiva. Depreende através desse estudo, que a comunidade universitária considera a proposta de Reforma Administrativa envolve a mercadorização da Universidade Pública. Isto é, um passo significativo que leva ao processo de privatização. A reação foi contrária ao projeto porém, buscou refletir e propor alterações com a finalidade de se adequar às novas exigências do contexto global. Em razão da natureza da Universidade Pública, as transformações são lentas e ocorrem à medida que a cultura universitária absorve a necessidade de auto-reformar-se / Abstract: Reactions hailing from the Government public universities in the wake of the State's Administration reform are provided. Research identifies reactions within the University community when changes in universities run by the government were proposed within the context of State Reform Guidelines made during the government of Fernando Henrique Cardoso. Research analyzes the redefinition of the public sphere, with special emphasis on the University, and aims at reorganizing this social space under the aegis of administration theory which highlights the valorization of private management, decentralization and autonomy, albeit with a centralized control of results. It also comprises the reactions transformed into activities in government public Universities. Current research is characterized by its documentary, analytic and deductive stance. Results shows that the university community thinks that the suggested Administrative Reform involves the merchandizing of the public university, or rather, it is a mere step towards the privatization process. Although reactions were adverse to the project, changes have been suggested to meet the new requirements in the globalization context. Orientador: Angelo Del Vecchio / Banca: João Luiz Passador / Banca: Karina Lilia Pasquariello Mariano / Resumo: O objetivo desta pesquisa é investigar a implementação do Sistema de Informações Gerenciais (SIG) pela Prefeitura Municipal de Araraquara, durante a gestão 2005-2008, e identificar os fatores intervenientes, facilitadores e inibidores do alinhamento entre as estratégias da tecnologia da informação (TI) e as de governo. Desde a década de 1960, a implementação de soluções de TI na administração pública é vista como uma oportunidade à promoção de melhorias na gestão, uma vez que o uso adequado de tal tecnologia possibilita o acesso a uma informação bem construída, integrada, útil e nos momentos necessários para a elaboração de políticas públicas. Entretanto, é preciso promover o alinhamento de propósitos entre as estratégias da TI e as de governo, sem o qual a efetiva elaboração, implementação e avaliação de políticas governamentais podem ficar comprometidas. Posto isso, o presente trabalho busca evidenciar se há realmente o alinhamento de propósitos entre as estratégias de TI e de governo em Araraquara. Para tanto, é utilizado o método qualitativo com um propósito explanatório quanto ao objeto, adotando-se, como estratégias, a análise de documentos e o estudo de caso único. Desse modo, constata-se a presença parcial dos seguintes elementos de alinhamento estratégico: contexto organizacional; modelo base de Planejamento Estratégico Municipal (PEM) e de Planejamento Estratégico de Tecnologia da Informação (PETI); e formulação do processo de planejamento estratégico. A baixa presença de elementos de alinhamento é encontrada na implementação do planejamento. Portanto, conclui-se que a administração municipal de Araraquara não aproveitou grande parte do potencial da TI, fazendo com que os investimentos realizados nessa área adicionassem um baixo valor à estratégia de governo. (Resumo completo, clicar acesso eletrônico abaixo) / Abstract: The objective of this research is to investigate the implementation of Management Information System (MIS) by the Araraquara City Council, during the 2005-2008 administration, and identify intervenient factors, enablers and inhibitors of alignment between the government and information technology (IT) strategies. Since the 1960s, the implementation of IT solutions in public administration has been seeing as an opportunity to promote improvements in management, because the appropriate use of this technology allows access to information well built, integrated, useful and at moments necessary for formulation of public policies. However, it is necessary promote alignment of purpose between the government and IT strategies, without which the effective elaboration, implementation e assessment of governmental policies may be compromised. That said, this study is intended to show whether there is really alignment of purpose between the government and IT strategies in Araraquara. In this manner, it is utilized qualitative method with an explanatory purpose on the object, adopting, as strategies, analysis of documents and single case study. Thus, it is observed partial presence of following elements of strategic alignment: organizational context; base model of Municipal Strategic Planning (MSP) and Strategic Planning of Information Technology (SPIT); and formulation of strategic planning process. The low presence of elements of alignment is found in implementation of planning. Therefore, it is concluded that Araraquara's municipal administration did not use to advantage of great part of IT's potential, making investments in this area a low added value to the government strategy.
