Siting and Maintenance of Weather Stations

5 pp. / Revised / A growing number of equipment manufacturers are providing weather stations and computer software that help the groundskeeper with irrigation management decisions. The level of sophistication of this equipment varies, but all systems use the weather station to estimate a parameter known as evapotranspiration (ET). ET is the scientific term for the more common terms water use or consumptive use. Effective utilization of ET information in irrigation management can assist in efforts to manage limited and/or expensive water supplies more effectively, provided the stations are 1) sited and installed correctly, and 2) properly maintained. The purpose of this bulletin is to provide turf facilities information and guidance on siting and maintenance of automated weather stations.

Flinders Street Station in Melbourne, Australia currently serves a dual purpose, providing both a transient space that links the city to its suburban roots and creating a physical barrier between the city and its watercourse. Ultimately, the existing station denies Melbourne the fulfillment of its need for centrality. Historically, the Yarra River was a source of life and sacred feature of the Australian Aboriginal landscape. A renewed interest in the riverfront as the new focus for Melbourne, an emerging global city, has turned the area into an urban destination following years of neglect. Flinders Station stands at the new centre of Melbourne on the North Banks of the Yarra River. The geographical isolation and entrenched suburban nature of Melbourne has led to the celebration of train travel as a cultural phenomenon. Twice daily Flinders Station filters Melbourne's commuters en route between the city and suburbia. The integration of a new public space as a commuter thoroughfare into the existing rail station introduces a transitory space between the disconnected urban/suburban landscapes of the commuter experience. The train station is seen as a fascinating place of cultural significance where the world of fast movement is intermittently juxtaposed with that of dwelling and leisure. This thesis redesigns Flinders Street Station, filtering travelers through a new public landscape to activate the connection between city, river, and suburbia while heightening the sense of urban arrival and departure.

Field and Modeling Framework for Evaluating Truck Weigh Station Operations

Weigh-in-Motion (WIM) systems improve the capacity of weigh station operations significantly by screening trucks while traveling at high speeds and only requiring trucks within a threshold of a maximum permissible gross of axle weight to be weighed on more accurate static scales. Consequently, the operation of a weigh station is highly dependent on the accuracy of the screening WIM system. This thesis develops a procedure for relating axle accuracy to gross vehicle accuracy and develops a field and modeling framework for evaluating weigh station operations. The WIM scale operation at the Stephens City weigh station in Virginia is examined to demonstrate how the field and modeling framework can be applied to evaluate the operation of a weigh station. Specifically, the field evaluation evaluated the accuracy of the WIM technology in addition to the operations of the weigh station in terms of service time, system time, and delay incurred at the static scales. During the field evaluation of the Stephens City WIM load cell system, the WIM technology was found to estimate truck weights to within 6 and 7 percent of the static weights 95 percent of the time. The modeling framework provides a methodology that can be used to determine the effects of the truck demand, the WIM accuracy, the system threshold, and the WIM calibration on system performance. The number of vehicles sent to the static scale and bypass lanes as well as the amount of delay experienced were analyzed for various system characteristics. The proposed framework can be utilized to estimate vehicle delay at a weigh station. / Master of Science

The development of Umlazi Mission Station and Reserve, 1856 - 1948, with special reference to the land problem

Submitted in fulfillment of the requirements for the degree of Master of Arts in the Faculty of Arts at the University of Zululand, South Africa, 1993. / The aim of this study was to give a general survey of the history of Umlazi Mission Station with particular emphasis on the land question between 1856 and 1948. The study highlights the fact that during these years, the Anglican Mission Station was characterised by many problems which aroused much controversy among various parties concerned. The numerous factors that led to the dispute among the parties can be broadly categorised as: (i) the inconsistent or erratic land policy of the Natal Colonial Government on mission stations which subsequently deprived the Blacks of Umlazi the right to own the land, (ii) ecclesiastical problems within the Anglican Church and the schism that emerged, (iii) interest shown by Whites and Indians in the mission station, (iv) the expansion of Durban as an industrial and commercial city, the dynamics of urbanisation and the proximity of Umlazi to Durban, (v) the pressure exerted by the Durban City Council to acquire Umlazi Mission for a black urban township and the resistance by black landowners at the mission station against incorporation, and (vi) Government intervention through the appointment of the Native Affairs Commission (1945) and the Broome Commission (1947 - 1948). The conclusion drawn is that Umlazi was a victim of many factors - geographic, religious, social, economic and political. The crucial period in the history of the mission station was 1942 -1948. The events during this period show how the geographic factor became the central issue in the dispute. The mission station had inevitably to be affected by the urbanisation process because of its proximity to the rapidly growing city. In addition to the above the industrial development in Durban was following a southward direction which brought the boundaries of the city close to Umlazi. Had the mission station been situated elsewhere in some remote part of the country, as with most mission stations in Natal, the development of the area would probably have taken a different course. This trend whereby rural areas situated close to fast growing urban areas are urbanised, is a world-wide phenomenon. However, one cannot overlook the fact that the Blacks were politically disadvantaged and without parliamentary power to veto the decision. This study shows, however, that much was done by the Smuts Government during the height of the controversy to treat the matter in an unbiased fashion by using commissions, consultations and open discussions from all parties concerned. All these events make the history of Umlazi Mission exceptional, fascinating and worthy of study.
