SUMMARY Gytis ACHALAJA The Effect of Agricultural Policy on Grain Prices Final work of Master studies, 75 pages, 11 figures, 11 tables, 43 references, 5 appendixes, Lithuanian language. Research object – political means making influence on grain prices. Research aim – find out and evaluate influence of agrarian policy on grain prices. Objectives: • inspect principles of grain prices formation and instruments of implementation in Lithuania; • evaluate substantial agrarian policy variations after Lithuania joined EU; • inspect and compare means of grain market regulation: intervention, support system, regulation of grain import and export; Research hypothesis – grain price instability is the main cause of producers income range. Research methods – analysis and synthesis, classification of statistics, the grouping of statistics facts, monographic, logical and graphical modelling methods. In the way of studies of Lithuanian and abroad authors’ literature, statutes of The Republic of Lithuania and the other documents about grain and its market, FAOSTAT, EUROSTAT databases in this final project are established and described the development, regulation and perspectives of grain market in the world, EU and Lithuania.

The work reveals the essence of public regulation in designating the quotes for agricultural activity subjects, paying out the subsidies and direct payments, the system of public regulation institutions is discussed along with the emerging problems while implementing the legal acts. Farmers attitude towards the public regulation of direct payments and administrative legal regulation is analyzed. The author concludes that the public regulation of agricultural quotes is carried out on the basis of objective needs and sticking to the requirements of legal acts. The public regulation in agriculture is associated with certain expectations. In the field of agriculture one evaluates important objectives foreseen in the long-term development strategy and Governmental program: to create the market orientated competitive agriculture, seek for coherent country economical and social development, to rearrange the system of national support for the countryside. The regulation in one or the other aspect is determined by the amount of money the government designates to the agricultural activity subjects in the form of direct payments and subsidies. Disertacijoje nagrinėjamos verslo valstybinio reguliavimo rūšies – valstybinio subsidijavimo įtakos verslui problemos bei galimybės padidinti verslo reguliavimo efektyvumą. Pagrindinis tyrimo objektas yra valstybinis subsidijavimas įmonėms, kaip valstybės intervencijos į rinkos funkcionavimą forma. Autoriaus atlikta tyrimo objekto analizė leido nustatyti svarbiausius subsidijų parametrus, lemančius jų įtaką verslui, pasiūlyti naują verslo reguliavimo priemonių vertinimo modelį. Pagrindinis disertacijos tikslas – nustatyti valstybinio subsidijavimo įtaką verslui. Darbe sprendžiami šie pagrindiniai uždaviniai: nustatyti subsidijų poveikiui didžiausią įtaką turinčius parametrus, parengti rekomendacijas subsidijų dydžiui ir formai, kurie leistų siekti didesnio subsidijų efektyvumo, bei suformuluoti pasiūlymus tiek tolimesniems tyrimams, tiek ir verslo reguliavimo priemonių vertinimui. The main object of analysis is state subsidising to companies as a form or state intervention to market functioning. The author‘s conducted research object analysis allowed the identification of subsidy parameters influencing the effect on business and propose new model for evaluation of business regulation measures. The main aim of dissertation – determine the effect of state subsidising effect on business. The dissertation addresses following key challenges: determine subsidy parameters having biggest influence on subsidy effect, prepare recommendations for subsidy size and form, that will allow higher effect of subsidy, formulate recommendations and proposals for future research and valuations of business regulation measures. Tyrimo objektas – tiesioginių išmokų reikšmė ūkininkų ūkių pajamoms. Tyrimo tikslas – įvertinti tiesioginių išmokų reikšmę ūkininkų ūkių pajamoms. Uždaviniai: 1) išanalizuoti tiesioginių išmokų žemės ūkyje paskirtį bei apskaičiavimo principus; 2) atlikti ūkininkų ūkių pajamų pagal pasirinktus kriterijus analizę; 3) nustatyti tiesioginių išmokų reikšmę ūkininkų ūkių pajamoms. Tyrimo metodai: mokslinės literatūros, statistinių duomenų analizės ir sintezės, grafinio vaizdavimo bei apklausos metodai . Tyrimo laikotarpis. 2004 - 2009 metai. Tyrimo rezultatai: • pirmoje darbo dalyje išnagrinėtos ir aptartos mokslinėje literatūroje tyrinėtos žemės ūkio pajamos ir jas įtakojantys veiksniai. Taip pat aptarta tiesioginių išmokų paskirtis, jų apskaičiavimo principai bei tiesioginių išmokų turinio kaita; • antroje dalyje atlikta ūkininkų ūkių pajamų analizė, nustatyta kokią dalį pajamose sudaro tiesioginės išmokos bei parama investicijoms. Taip pat parodomi ūkininkų ūkių pajamų pokyčiai 2004 – 2009 metais. Aim of the research – to evaluate the impact of direct payments on incomes of farmers’ farms. Objectives: 1) to analyze purposes and calculation of direct payments for agriculture; 2) to analyze income of farmers’ farm’ according to specific criteria; 3) to determine the influence of direct payments on farmers’ farm income. Research methods: analysis of scientific literature, statistical data analysis and synthesis, graphical representation and interviewing techniques. Research period: 2004 - 2009 Research results: • The first part analyzes and discussed income from agricultural and influencing factors, discusses the purpose of direct payments, principles of their calculation and change of direct benefits content. • The second part analyzes income of farmers’ farm, determines the proportion of direct payments and investments support in the income, shows changes in farmers’ farm income in 2004 - 2009. Due to unfavorable weather conditions and fluctuations of agricultural production prices, the income of farmers’ farms varied, however, the overall increasing trend remained. • The third part investigates the importance of direct payments for the farmers’ farm income. Research object: export sponsorship of agricultural and food products. Research subject: export subsidies and their influence on Lithuanian agricultural foreign trade. Research aim: prediction of alternative developmental trends on agricultural economy in case of export subsidies revocation of agricultural and food products since 2013. Objectives: • to analyse theoretical rules of export sponsorship policy; • to analyse Lithuanian export sponsorship policy of agricultural and food products; • to test influence of export subsidies on Lithuanian foreign trade expansion of agricultural and food products; • to predict of alternative developmental trends on agricultural economy in case of export subsidies revocation of agricultural and food products since 2013.
