It is based on the pratice of technical consultancy of the CAAP (Centro de Assessoria a Autogestão Popular), a non-governmental organization, rebuilding its history and clarifying its political and technical approach and the methodology developed there. After studying the historical and theoretical basis of self-management and analysing, within its own context, the experience of the Uruguayan Cooperativas Habitacionais por Ajuda Mutua, which inspired the practices which are the target of investigation in this study, the research traces step by step the evolution of the idea of self-management in the solution of the housing problem for the low-income population and how this self-management practice contributes for the self-perception of the participants of this movement as history agents. Starting with the relationship between the CAAP and the Associações de Construção Comunitária and the União de Movimentos de Moradia-SP, the study develops the methodology used in all phases of the self-managed entreprenencial process, with an emphasis on social work. The political, technical and social factors that formed the self-management approach are analysed, starting from the pilot projects in the ABC area and in the south of São Paulo that led to the development of a public policy at both city and state level. This study is based on documents kept at the CAAP, on written and oral memories of the , subjects involved and on the consultancy practice of the author with the popular movements. Finally, the study arrives at the conclusion that the collective work in the self-managed task-force contributes to the consolidation of citizenship, providing a new view of the relationship between the public and the private that the popular housing movements acquire as political subjects / Esta dissertação trata da origem e consolidação da proposta autogestionária nos mutirões habitacionais de São Paulo, analisando a evolução das relações entre o Estado e a sociedade civil na luta dos movimentos populares de moradia para conquistar uma política habitacional e urbana de caráter social na região metropolitana de São Paulo nas décadas de 1980 e 1990. Toma como base a prática de assessoria técnica do Centro de Assessoria à Autogestão Popular (CAAP), uma organização não-governamental, reconstruindo sua história, e explicitando sua proposta política e técnica e a metodologia desenvolvida. Após estudar as bases históricas e teóricas da autogestão e analisar, dentro de seu próprio contexto, a experiência das Cooperativas Habitacionais por Ajuda Mútua uruguaias, que inspirou as práticas que são objeto de investigação neste estudo, a pesquisa acompanha passo a passo a evolução da idéia da autogestão na solução do problema habitacional para a população de baixa renda e como essa prática autogestionária contribui para que os protagonistas dessa história se vejam como sujeitos históricos. A partir da relação do CAAP com as Associações de Construção Comunitária e com a União de Movimentos de Moradia-SP, o estudo aprofunda a metodologia aplicada em todas as fases do processo do empreendimento autogestionário, com ênfase no trabalho social. São analisados os fatores políticos, técnicos e sociais que impulsionaram a proposta autogestionária, alicerçada nos projetos-piloto do ABC paulista e região sul de São Paulo, a se transformar em política pública na esfera municipal e estadual. Para isso, baseou-se fundamentalmente na produção documental registrada pelo CAAP, na , memória escrita e oral dos sujeitos envolvidos e na prática de assessoria da pesquisadora junto aos movimentos populares. Finalmente, o estudo conclui que o trabalho coletivo no mutirão por autogestão contribui para a consolidação da cidadania, a partir de uma nova visão das relações entre o público e o privado que os movimentos populares da habitação adquirem como sujeitos políticos
