The significance of the safety-net role of NTFPs in rural livelihoods, South Africa / Significance of the safety-net role of non-timber forest products in rural livelihoods, South Africa

This study was conducted in two rural villages in South Africa with the purpose of investigating the safety-net role of non-timber forest products (NTFPs). The use of NTFPs as a safety-net is reported as a common feature of rural livelihoods however empirical data supporting this function is limited. Therefore, policy makers and land-use planners underappreciate the probable role and consequent value of the safety-net function. The findings show that poor, rural households are vulnerable to a range of risks. Over a two year period 100% of households reported experiencing crises including unexpected idiosyncratic risks (e.g. illness, retrenchment, crop failure and death) as well as expected expenses and periods of vulnerability (e.g. the payment of school fees and seasonal crop shortfalls). Households are prone to these risks irrespective of wealth or gender of the de jure household head. To secure their livelihoods households in both villages rely on a variety of livelihood strategies including waged labour (53%), self-employment (30%), government grants (60%), arable agriculture (56%), animal husbandry (64%) and the use (100%) and sale (22%) of NTFPs. In terms of the proportion of households involved, the findings suggest land-based strategies make an important contribution. Formal employment and old-age pensions distinguish wealthy households from poor and allow for investments in assets and saving schemes (62%). In response to the risks experienced households employed a variety of coping strategies. Generally the most commonly used strategies were kinship (85%), reduced household spending (72%), changes to food consumption and saving (72%) and relying on NTFPs (70%). Kinship and NTFPs show no differences for wealth or gender of the de jure household head. The remaining strategies are influenced by wealth. The use of NTFPs as a safety-net manifested predominantly through the increased use of products, then the substitution of commercial goods by NTFPs and lastly through the sale. Of those using NTFPs as a rural safety-net 41.4% used of wild foods, 40% used medicinal plants, 25.7% substituted paraffin with fuelwood, 10% sold fuelwood and 8.6% sold other products.

Barriers to and determinants of funding sustainable development projects in developing countries : a case study of the eThekwini Municipality

Submitted in fulfillment of the requirements for the Degree of Doctor of Philosophy, Durban University of Technology, Durban, South Africa, 2017. / The purpose of this study was to evaluate the barriers to and the determinants of funding sustainable development through the implementation of the Clean Development Mechanism at the Bisasar Road and Mariannhill landfill sites. The Clean Development Mechanism is an economic construct, arising out of the Kyoto Protocol (UNFCCC 2004:10), and formulated to promote social and economic welfare by transferring technology in such a manner, that it promotes sustainable development and ecological renewal. The stated goal of CDM (UNFCCC: 10) is to reduce harmful emissions and thereafter, to produce sustainable development and ecological renewal. This research utilised the case study methodology as advocated by Eisenhardt (1989:538). The study employed multiple data collection methodologies which included face-face interviews, within case analysis, triangulation, field notes and photographs. An important component of the data collection methodology was to access financial records of revenue flows for the CDM implementation process from January 2009 to December 2015. The research found that there is no conclusive evidence to suggest that the Clean Development Mechanism, as implemented at Bisasar Road and Mariannhill, reduced carbon emissions. Further, the study found that the production of clean energy produced financial losses rather than revenues for funding sustainable development. The relevance and value of this research lies in the presentation and formatting of the Systematic Sequential Analysis Model. The purpose of the Systematic Sequential Analysis Model is to introduce a series of financial, macro-economic, micro-economic, and technical sustainability filters for the implementation of the Clean Development Mechanism in developing countries. / D

An investigation of the response of entities in the South African JSE ICT sector in 2005 to environmental sustainability reporting

Pressure is on organisations the world over to report to their stakeholders, not only on their economic performance, but also on their environmental and social performance. In South Africa the King II code of corporate governance provides the guidance and impetus for this integrated “triple bottom line” sustainability reporting. The ICT sector in South Africa has been cited as lagging behind other sectors with regards to sustainability reporting, particularly in environmental sustainability reporting. Many ICT organisations would appear to be using their office and service based existence as reasons for having little or no impact on the environment. The study of the impacts of ICT on environmental sustainability in this research suggests that this is not necessarily the case. An assessment tool based on the internationally recognised Global Reporting Initiative Guidelines was developed in this research to investigate the level of environmental sustainability reporting in the South African ICT sector. The investigation showed the level of environmental sustainability reporting in the sector’s 2005 annual reports to be low. To get an indication of the level of reporting in more developed countries, a small sample of international ICT and service organisations was assessed using the tool, which showed significantly higher levels of environmental sustainability reporting. A set of ICT specific environmental sustainability performance indicators are proposed to enhance and encourage more significant levels of environmental sustainability reporting in South Africa.

A regulationist approach to South Africa and a critique of inflation targeting

Since the 1970s, the international economic system has become prone to the volatility and undue effects associated with booms and busts. This forty year period spanning the present has exhibited restrained growth and repressive economic development. Critical changes to the system are presented by the transition from "Fordism" to the post 1970s neoliberal regime and the globalization of world markets. Underpinning this transformation is an ideological shift towards free market capitalism and the adoption of "reduced form" market models. These "reduced form" models appear to hinder economic sustainability as their grounding in economics fails to account for real economic activity. This thesis aims to provide a more holistic perception of sustainability, one that provides a sound basis on which to develop sustainable economic policy. The Regulationist Approach presents the requisite understanding of economic sustainability required within this research. The inclusion of economic, historical and socio-political fields of research proposes a wider understanding of the political economy and sustainability. The application of the Regulation Approach to the South African economy illustrates many problem areas that require attention. The examination found that firstly, aggregate demand in the South African economy was unsustainable due to the debt driven nature of demand under the asset price bubble of the mid to late 2000s. Secondly, aggregate supply also proved unsustainable as government is failing to provide any substantive growth within important sectors of the economy such as education and the provision of general services. Furthermore, the adoption of inflation targeting in South Africa poses a barrier to sustained economic growth as it focuses singularly on price inflation. The "reduced form" model of inflation targeting fails to account for market failures and a number of vital indicators of sustainability most notably, debt levels and asset prices. The inclusion of these indicators, and financial stability more generally, are found to provide a more holistic and sustainable approach to macroeconomic policymaking.

The impact of the Mdantsane urban renewal programme on socio-economic development

Urban Renewal which originates in the concept of Local Economic Development (LED) has in recent years gained much global acceptance as a strategy to improve certain areas that are poorly developed in order to improve the quality of lives of the local residents. South Africa have adopted the Urban Renewal approach and ever since, a number of national centres have been targeted for urban renewal activities. The Buffalo City Municipality (BCMM) implemented the Mdanstane Urban Renewal Programme (MURP) which is essentially the case study of this research. Despite the government instituting the Integrated Development Planning (IDP), Buffalo City still remains one of South Africa’s poorest metropolitan areas, with a relatively high unemployment and crime rate compared to other metropolitan cities in the country (Buffalo City Metropolitan Municipality,2012). The study, therefore, sought to empirically analyse the effectiveness of the URP as an initiative of Integrated Development Planning (IDP) particularly on how it has addressed socio-economic pathologies such as poverty and inequality rampant in the area of study. The Mdantsane Urban Renewal Programme was used to monitor and evaluate the impact it had on the communities and the municipality. The study used a mixed methods or triangulation approach as both qualitative and quantitative techniques were used in determining the effect of the MURP on local development as well as in exploring the different perceptions and challenges facing the programme. The data that was gathered was analysed both quantitatively using frequency tables and graphs, and qualitatively based on the key themes that emerged. The research established that whilst the MURP has scored some gains in refurbishing the area of study, there are still various challenges inherent in the MURP such as its non-inclusiveness, lack of transparency, accountability and the lack of real benefits accruing in the local communities. Thus, this research recognised a need for a more inclusive and pro-poor urban development framework that promotes local citizen participation, accountability, sustainability and equity in resource distribution and allocation, in order to improve the livehoods of the local people in Mdantsane.

A sustainable water quality framework for South Africa towards 2050

There are a wide range of issues that stem from inadequate access to, and the unsustainable management of water resources, which can lead to ecological and human crises (Gleik, 1998: 571). With the increasing demand for clean water for drinking and sanitation, coupled with population growth, aging infrastructure, and climate change, many countries face a complex set of threats when dealing with their water resources and the management thereof (Environmental Protection Agency, 2012: 4). South Africa‟s challenges are no different, if current trends in water management continue and government does not intervene with what has been an unequal society even in terms of the division of water, it will continue to lose ground in its development and sustaining of water resources (Ukwandu, 2009: 24 - 30). “The objective of managing the quantity, quality and reliability of the nation‟s water resources is to achieve optimum, long-term, environmentally sustainable social and economic benefit for society from their use.” (Principle 7 of the National Water Policy, Department of Water Affairs and Forestry, 1997: 20). The primary objective of this research is to develop a framework for water management and sustainable development by utilising a Causal Layered Analysis (CLA) to develop strategies for innovation in South Africa towards 2050. New rules and regulations have been adopted by local municipal divisions in South Africa to promote sustainable, environmentally friendly buildings and methods. It is therefore the aim of the research to establish ways in which water can be harvested and saved in a simple and innovative yet sustainable manner. The complexity of erecting structures has also increased with some sustainable measures in water management taking place, however the water issues in South Africa continue to grow and cause concern. Government therefore plays a pivotal role in ensuring that water is managed sustainably at not only harvesting and infrastructure level but also re-cycling level, where simple innovative strategies can be adopted. This paper further seeks to highlight the positive and negative impacts of implementing water management methods and strategies that can be adopted.

Sustainable construction (development) in the city of Cape Town

Considering the challenges faced by the City of Cape Town such as loss of biodiversity, limited supply of energy and unsustainable land use, it is argued that it is imperative for the construction industry to promote sustainable development. The objective of the research was to understand the contributions of the construction industry to over exploitation of resources such as biodiversity, energy and land. Secondly, the study considers initiatives to be undertaken by the construction industry to enhance the environment so as to promote sustainable development. The research mixed methods was used as the form of collecting required data. The collection of data comprised of the design and administration of open-ended and closed-ended questionnaires among a non-random selected population of building contractor, public works officials and practising Architectural firms within the City of Cape Town. The data obtained from open-ended questionnaire on building contractors and public works officials was analysed qualitatively and data from the closed-ended questionnaires through practising Architectural firms was analysed quantitatively. Research results showed that biodiversity in the City of Cape Town is under threat. Passive design has a significant role in protecting the biodiversity and should be encouraged by the construction industry and the City of Cape Town. The City of Cape Town should strongly enforce polices that support the conservation of biodiversity. This will have a positive impact through encouraging the construction industry to adhere to these polices. The City of Cape Town is faced with energy shortage. The construction industry needs to reduce its energy usage as a dominant energy user. This will be achieved through energy efficient designs and retrofitting the existing buildings. The City of Cape Town has a responsibility to promote sustainable land use. Land prices are highly priced in the City of Cape Town as a result the poor cannot enter the market without external assistance. The construction industry has a role to encourage sustainable land use in the city.

Perceptions of organisations on how the ward committee impacts on their participation on environmental sustainability in Ward 5 Knysna Municipality

This guided research report presents the findings of a study on how conservancies perceive the impact of the ward committee on their participation. The research was conducted with the objective of gaining insight into participation in sustainable development in Ward 5 in Knysna Municipality. The study was qualitative and involved a mix of methods including interviews, a survey and documentary review. The analysis shows that the impact of the ward committee on participation is indirect, in that there is a rigid approach to participation by the municipality which focusses only on participation through the ward committees. A change in paradigm that will extend the participation space and accommodate changing media in communication is recommended. The research results will be shared with all the stakeholders in this particular participation relationship, with the view to enhancing participation in sustainable development issues in the ward.

The sustainability of Reconstruction and Development Programme Houses : 2004 to 2006 : a case study of Litchis Bay, East London

The South African government has endeavored to provide settlement to citizens and policies have been formulated since 1994 to guide these efforts. The South African Constitution (1996, section 26) stated that everyone has the right to have access to adequate housing. Furthermore the African National Congress’s Freedom Charter (1955) made it clear that: “there shall be houses, security and comfort for all, everybody shall have the right to live where they choose, to be decently housed, and to bring up their families in comfort and security. Slums shall be demolished and new suburbs built, where all shall have transport, roads, lights, playing fields, crèches and social centers”. However, after 19 years of democracy the state of housing is still a critical issue that addresses whether development has served to further the cause of sustainable development with respect to the pillars of human settlement such as shelter, infrastructure and economic opportunities. The study was conducted in the Litchis Bay settlement in East London, Eastern Cape Province. Mixed approaches of quantitative and qualitative methods were used to solicit data. Random Sampling techniques were conducted to select the sample population. Data was captured on Excel sheets to generate graphs. Findings of the study and conclusions were drawn. Therefore when measuring the term ‘sustainable human settlement’ against the findings on RDP houses in Litchis Bay, one can conclude that sustainable human settlement is not fully absorbed in defining the sustainability of RDP houses in Litchis Bay. Moreover the majority of houses have defects, and social amenities are not easily accessible.

Enhancing sustainability of small black businesses in the Buffalo City Municipality

Governments all over the world cannot downplay the economic role of small businesses. It is accepted world-wide that this sector of the economy alleviates unemployment, creates wealth, encourages innovation and the entrepreneurial spirit. Various factors, both internal and external, make it difficult for small businesses to reach their true potential or realise their objectives. Internal factors would refer to areas such as lack of financial acumen, operational management expertise and marketing skills. External factors such as the business environment, competition, legislation, commercial institutions, amongst others, also contribute to the downfall of small businesses. The support that small businesses require is vital at the start-up phase of the business as it lays a solid base from which to proceed. The research emanates from a high failure of Small Black Businesses in the country, with the focus being on the Buffalo City Municipality (BCM). This section of the business community has a vital role to play in the well-being of this region. According to the South African Cities Network, BCM has a high rate of unemployment. The success of Small Black businesses in the area could offer many opportunities for productive people who would otherwise be condemned to unemployment. The literature review revealed a plethora of factors that hinder the success and development of small businesses. It has therefore become important to research these factors and come up with recommendations that are going to assist small businesses and society at large. There is an outcry against insufficient government support in assisting small businesses. Due to the research being qualitative in nature, date collection was by means of a structured questionnaire. The questionnaire was designed in such a manner as to provide responses that would assist in addressing the challenges faced by small businesses. Data analysis entailed its transcription in order to allow the researcher to make notes. The next step was to do a preliminary data analysis in order to highlight emerging issues, identify relevant data and to give direction for seeking more data. A summary all the issues was subsequently prepared for interpretation. The study revealed that the problems experienced by small businesses are both internally and externally influenced. Small businesses have it within themselves to manage and control the internally influenced problems, contrary to the externally influenced factors. The study recommends additional governmental support in terms of providing skills development, financial support, removal of red tape, eradication of corruption and so on. Commercial financial institutions also have a vital role to play by removing some of the requirements that make it difficult for small businesses to access funding.
