The case for transition to a sustainable transport system in Stellenbosch

Thesis (MPhil)--Stellenbosch University, 2012. / ENGLISH ABSTRACT: Human existence in its current form is unsustainable. Urban transport systems are one of the chief contributors to this problem due to the dominant role of the car. Car dominated transport systems have a number of serious impacts on social, economic and ecological systems which collectively suggest they are not sustainable. The complex, global “system of automobility”, a powerful socio-technical regime, ensures that car dominated transport systems endure, despite the serious problems they generate. In the face of the power and resilience of this system, there are examples around the world of urban areas which have implemented transport initiatives which depart from the dominant paradigm of automobility. They have successfully provided viable alternatives to the car, facilitated urban forms which are supportive of green modes and “reconquered” scarce urban space from the automobile. However, there are a multitude of barriers to any transition to sustainable urban transport systems. These can only be overcome through the related processes of contestation and innovation. The case of Stellenbosch is a local expression of the global “system of automobility”. Through a combination of infrastructure, urban form, institutions, beliefs and ways of life, this system is perpetuated at a local level. In a highly inequitable developing country context, this is particularly problematic. A town primarily designed to service car mobility is best suited to the reproduction of the middle class. The poor, and others without access to a car, are at a disadvantage and movement by green modes is, everywhere, discouraged. And yet, there are a number of innovative initiatives occurring within the town which depart from the dominant paradigm, contesting its continued dominance. The path towards transition is at all times uncertain. However, it is possible to enhance the potential for transition by strengthening existing niches, contesting existing regimes and preparing for the imminent increase in landscape pressure generated by climate change and resource scarcity. / AFRIKAANSE OPSOMMING: Menslike bestaan in sy huidige vorm is onvolhoubaar. Stedelike vervoerstelsels is een van die belangrikste bydraers tot hierdie probleem weens die oorheersende rol van die motor. Vervoerstelsels waar die motor die botoon voer het ‘n aantal ernstige gevolge op maatskaplike, ekonomiese en ekologiese stelsels wat gesamentlik daarop dui dat sodanige stelsels nie volhoubaar is nie. Die komplekse, globale “stelsel van motorvervoer”, ‘n kragtige sosio-tegniese regime, verseker dat vervoerstelsels waar die motor die botoon voer in stand gehou word, ondanks die ernstige probleme wat hulle skep. Met inagneming van die krag en veerkragtigheid van hierdie stelsel bestaan daar oral in die wêreld voorbeelde van stedelike gebiede wat vervoerinisiatiewe geïmplementeer het wat afwyk van die oorheersende paradigma van motorvervoer. Teen die agtergrond van ’n uiters onregverdig ontwikkelende land is dit in die besonder problematies. ‘n Dorp wat in die eerste plek uitgelê is om vervoer wat op motors berus, te bedien, is veral geskik vir die reproduksie van die middelklas. Project proposal for Anglo Platinum to make a meaningful switch to G3 sustainable development reporting : a logical framework analysis

Thesis (MPhil (Public Management and Planning))--University of Stellenbosch, 2009. / This project proposal has as its topic a communications and change management project within Anglo Platinum, called the G3 Project. It is being submitted as an integrated assignment for the MPhil programme on sustainable development in the Department of Public Management and Planning at Stellenbosch University and is also intended for consideration by the executive management of Anglo Platinum. The G3 Project proposal document has been drafted based on the logical framework analysis (LFA) approach and format envisaged by Örtengren (2004). LFA is a widely accepted methodology for setting out project proposals. It provides a basis for identifying a problem in society, and for analysing its causes and effects. This then provides a basis upon which to identify actions that will address the causes of the problem. This project proposal covers each of the nine stages of the LFA guidelines, as follows: context analysis; stakeholder analysis; problem analysis; objectives analysis; plan of activities; resource planning; indicators; risk analysis; and assumptions. The focal problem of the analysis is that corporate sustainable development reporting has become mostly a bureaucratic, “tick-box process” under Global Reporting Initiative (GRI) 2002 guidelines. As Confino (2008) has alerted us, “There is a risk that sustainability reporting will not inspire deep change, but could become a dry bureaucratic diversion.” Therefore, the overall objective of the project is to ensure that corporations use their sustainable development reports to make ambitious commitments to sustainability, as a means of addressing global sustainability challenges. Its purpose is to ensure that Anglo Platinum’s sustainability reporting, compiled using the GRI G3 guidelines, is used as a vehicle for the company to make ambitious commitments to addressing the material societal sustainability issues over which it has control; and results in fundamental changes in the company’s business processes. The outputs of the G3 Project, which are designed to meet the project’s purpose, include compiling the 2008 Anglo Platinum sustainable development report in line with the requirements to meet the GRI’s G3 B+ self-declaration level;1 setting ambitious, sustainability-related targets and developing management plans to address Anglo Platinum’s material sustainability issues; and ensuring that the 2009 Anglo Platinum sustainable development report is structured and in line with GRI’s A+ requirements. For these outputs to be achieved, a budget of R8 million will need to be made available for the G3 Project over the next three years. Questions may be raised about what the business case is for doing such a project. However, according to a recent Globescan/SustainAbility survey of corporations, academics, NGOs and sustainable development experts, the reason why it is important for companies in general to address those social sustainability challenges over which they have control is that they are believed to be key players, more so than governments and non-governmental organisations (NGOs), in providing leadership on sustainable development over the next ten years. This was reiterated by Hart (2005), who states that corporations are the only entities in the world today with the technology, capacity and global reach required to lead us towards a sustainable world. This project proposal is directed at the executive management of Anglo Platinum, for its consideration in deciding the future path of sustainable development reporting -- and of sustainability itself -- within the company.

The sustainability and employment creation potential of bivalve mariculture: A case study of mussel and oyster farms in Saldanha Bay / Thesis

Thesis (MA)--Stellenbosch University, 2011. / ENGLISH ABSTRACT: This study addresses the sustainable development and employment creation potential of bivalve mariculture with reference to the case of Saldanha. The first section of the study looks at various theoretical perspectives relating to sustainable development. The development of modernist theory is presented, as are its shortcomings. The People-Centred Development theory is presented as an alternative theoretical perspective. This theory is relevant to the present study because it prioritises the participation of local individuals in the development process, rather than prioritising the increase of capital gain. One of the development approaches within people-centred development is the Learning Process Approach. The learning process approach provides a development model through which people-centred development can take place. The study then focuses on empirical cases. The development of four mariculture case studies from different countries and farming different organisms is then considered. The development process of these case studies is used to draw lessons on what factors affect the sustainable development of a mariculture sector. It is shown that five key factors play a role in the sustainable development of each of the four cases. The five factors are the state, the market, funding, the environment and the local community. These five factors provide a typology with which to measure the potential for the sustainable development of the bivalve mariculture sector in Saldanha. Literature on Saldanha is then reviewed, giving a background to rising unemployment in Saldanha and the need to consider the expansion of alternative sectors. This is followed by presenting the methods and results of empirical research involving the collection of primary data in Saldanha. The research methods used in conducting empirical research in Saldanha are presented. This research elicited data on bivalve mariculture employees and bivalve mariculture directors in Saldanha as well as state representatives. The key findings of this study are that the restrictive state policies on mariculture and a lack of funding are the primary limitations to the sector‟s expansion. The sector has the potential to expand by a factor of four, providing employment for over 200 households in Saldanha. / AFRIKAANSE OPSOMMING: Hierdie ondersoek fokus op die volhoubare ontwikkeling en werkskeppingspotensiaal van tweekleppige marikultuur met verwysing na die geval van Saldanha. Die eerste gedeelte van die ondersoek handel oor verskillende teoretiese perspektiewe met betrekking tot volhoubare ontwikkeling. Die ontwikkeling van modernistiese teorie word aangebied, tesame met sy tekortkominge. Die Mens-Gesentreerde Ontwikkelingsraamwerk word as 'n alternatiewe teoretiese perspektief aangebied. Die mens-gesentreerde ontwikkelingsraamwerk is relevant tot die huidige ondersoek omdat dit die deelname van plaaslike individue in die ontwikkelingproses, eerder as die verhoging van kapitaalwins, vooropstel. Of nature and people : community-based natural resource management and land restitution at Makuleke

Thesis presented in fulfilment of the requirements for the degree of Master of Social Anthropology at the University of Stellenbosch / Thesis (MA (Sociology and Social Anthropology))--University of Stellenbosch, 2010. / ENGLISH ABSTRACT: This thesis is an exploration of how a new development culture has been cultivated at the end of the 20th century in reaction to the ‘crisis of development’ and the need to bring relief to impoverished communities in an environmentally sustainable manner. I uncover the key constraints on and opportunities for sustainable development and Community-Based Natural Resource Management that have emerged in land restitution claims in conservation areas in South Africa. I look at how inherited socio-political pasts poise actors and influence the relationships and interactions between them, how the current nature-tourism industry works to the detriment of some and the benefit of other actors in terms of gaining economic success and ultimately how these two factors influence conservation-based CBNRM projects. I examine three cases, namely: the Aboriginal community in Kakadu National Park, the Khomani San in the Kalahari Gemsbok National Park and the Makuleke in Kruger National Park. Through this examination I draw specific conclusions: the repercussions of racial segregation policies puts community actors at a disadvantage when engaging with their partners; specific dynamics of the tourism industry threatens the success of CBNRM projects because the expected substantial benefits are not always guaranteed; and the lack of sound local governance impedes sustainable development at community-level. / AFRIKAANSE OPSOMMING: Hierdie tesis is ‘n verkenning van hoe ‘n nuwe ontwikkelingskultuur gekweek is aan die einde van die 20ste eeu deur die ‘krisis van ontwikkeling’ en die noodsaaklikheid om verligting te bring aan verarmde gemeenskappe op ‘n omgewings-volhoubare wyse. Ek lig die beperkings en kerngeleenthede tot volhoubare ontwikkeling en Gemeenskaps-Gebaseerde Natuurlike Hulpbronbestuur uit wat in grondhervormingseise in bewaringsgebiede in Suid-Afrika na vore gekom het. Ek kyk na hoe die historiese sosio-politiese erflating rolspelers posisioneer en verhoudings en interaksies tussen hulle beïnvloed, hoe die huidige natuur-toerisme industrie tot die nadeel van sommige en voordeel van sekere ander rolspelers werk in terme van die verkryging van ekonomiese sukses en uiteindelik hoe hierdie twee faktore bewarings-gebaseerde GBNHB beïnvloed. Sustainable regional development : developing a sustainability assessment framework for district and metropolitan integrated development plans

Thesis (MPhil)--Stellenbosch University, 2014. / ENGLISH ABSTRACT: Achieving the goal of sustainable development (SD) and sustainability has proven to be a difficult task, inter alia, because some definitions of the terms are fuzzy and ambiguous and are interpreted differently depending on the context. The spatial scale, at which sustainability should be addressed, varies from site specific to the global level. The niche area, which has had little attention specifically in the South African context, is the regional scale. Integrated Development Plans (IDPs) are just one means by which sustainability can be mainstreamed into regional development planning within the South African context. IDPs are seen as holistic, multi-sectoral, strategic plans for district, metropolitan and local government, required in terms of national legislation. Legislation and guidelines on IDPs suggest that their purpose should be to contribute to sustainable development, but it is questioned whether this is the case. Sustainability Assessments (SAs) can be seen as instruments to direct decision-making towards sustainability, and the purpose of this literature study was to review current IDP Assessment Frameworks (AFs) used by the national and Western Cape provincial governments to assess IDPs, from a sustainability perspective. A literature review was conducted to establish the meaning of sustainability and sustainable development in the context of regional planning, the challenges facing regional planning, and the issues that need to be addressed in IDPs in order to promote sustainability. The first objective of the literature study was to analyse whether present metropolitan and district IDP assessment frameworks used in the Western Cape address sustainability adequately. The second objective was to develop a Sustainability Assessment Framework (SAF) that addresses relevant sustainability issues, based on new and innovative ways of addressing SD and sustainability at a regional scale. Lessons were also learnt through examining and assessing policies and plans both locally and abroad. The literature review highlighted lessons that can be learnt from systems and complexity thinking, transdisciplinary approach, transition management, resilience and regional innovation. The use of Impact Assessments (IAs) and Sustainability Assessments (SAs) from other countries, as well as South Africa, also proved valuable. A review of existing IDP AFs was performed, to determine where the gaps are and whether the principles of regional sustainability are incorporated into current AFs. It was established that current IDP AFs do not adequately assess sustainability issues in district, metropolitan and cross-border regional plans. Current AFs lack depth from a sustainability perspective, and therefore a new SAF was proposed for metropolitan and district IDPs. This SAF highlights five (5) domains of sustainability that should be used as inputs into IDPs. These are: (1) Environmental Sustainability, (2) Social Sustainability, (3) Economic Sustainability, (4) Built Environment and Technology Sustainability, and (5) Institutional Sustainability. Further inputs into the SAF were four (4) approach-based categories derived from the literature and existing frameworks. These comprise (1) Resilience and Resilient Governance, (2) Transdisciplinary approach, (3) Complexity and Systems Thinking, and (4) Regional Innovation Systems. Different indicators were then developed which were based on these approaches, but are specific to each domain of sustainability. The indicators can be used to rate, weigh and score IDPs based on the scorecard that was developed. The overall ‘sustainability rating’ of the IDP could then be calculated. / AFRIKAANSE OPSOMMING: Om volhoubaarheid en volhoubare ontwikkeling (VO) te bewerkstellig, is 'n moeilike taak, onder andere omdat sommige definisies vir die verskillende terme vaag en dubbelsinnig is en verskillend geïnterpreteer word, afhangende van die konteks. Die ruimtelike skaal waar volhoubaarheid aangespreek behoort te word, wissel vanaf terrein spesifiek tot by die globale skaal. Die nis-area wat nog min aandag geniet het, veral in die Suid-Afrikaanse konteks, is die streek-skaal. Geïntegreerde Ontwikkelingsplanne (GOPe) is net een metode waarmee volhoubaarheid in die hoofstroom opgeneem kan word in streekbeplanning binne die Suid-Afrikaanse konteks. Die eerste doel van die literatuur studie was om te analiseer of die huidige plaaslike GOP assessering raamwerke, wat gebruik word in die Wes-Kaap, volhoubaarheid adequaat aanspreek Die tweede doel van die studie was dus om ‘n Volhoubaarheidseveluaringsraamwerk (VER) op te stel, gebaseer op nuwe en innoverende maniere uit die literatuur om VO en volhoubaarheid op streekskaal aan te spreek, sowel as om bestaande beleid en planne, beide plaaslik en in die buiteland, te ondersoek vir lesse wat daaruit geleer kan word. Die literatuur oorsig het ook beklemtoon watter lesse geleer kan word uit stelsels- en kompleksiteitdenke, transdissiplinariteit, oorgangsbestuur, herstellingsvermoë en streeks-innovering. Die gebruik van Impakstudies en Volhoubaarheid-evaluerings vanuit ander lande, sowel as Suid-Afrika, was ook waardevol. Die hersiening van bestaande GOP Evalueringsraamwerke (ERe) vanuit 'n volhoubare perspektief is ook uitgevoer om te bepaal waar daar leemtes bestaan en of die beginsels van streeksvolhoubaarheid ingesluit is in huidige ERe. Daar is vasgestel dat volhoubaarheid nie voldoende aangespreek is in huidige GOP ERe van distriks-, metropolitaanse en streeksplanne nie en 'n nuwe Volhoubaarheidsevalueringsraamwerk (VER) is dus ontwikkel vir metropolitaanse en distrik GOPe. Hierdie VER beklemtoon vyf (5) domeine van volhoubaarheid wat as insette tot GOPe gebruik kan word. Dit sluit in: (1) Omgewingsvolhoubaarheid, (2) Sosiale volhoubaarheid, (3) Ekonomiese volhoubaarheid, (4) Beboude omgewing en Tegnologie volhoubaarheid, en (5) Institusionele volhoubaarheid. Verdere insette tot die VER was vier (4) benaderings-gebaseerde kategorieë, afgelei uit die literatuur en bestaande raamwerke. Dit behels (1) Herstellingsvermoë en herstelbestuur, (2) Transdissiplinêre benadering, (3) Kompleksiteit en Sisteem denke, en (4) Streeks-innoveringstelsels. Verskillende indikatore is daarna ontwikkel wat gebaseer is op elkeen van hierdie benaderings, maar wat spesifiek was tot elke domein van volhoubaarheid. Fish-farming in South Africa : a study of the market environment and the suitable species

Thesis (MPhil)--Stellenbosch University, 2015. / ENGLISH ABSTRACT: Emerging global trends towards sustainable development have placed emphasis on the need to create sustainable food value chains. Many food value chains are becoming weakened through their reliance on eco-systems that are deteriorating. Furthermore, while food systems are under threat, global food consumption is on the rise. The conundrum seems inescapable. Humanity’s food supply methods have moved on from hunter-gatherer characteristics apart from the exception of the fishing industry. The current generation may be the last to witness the wide-spread practice of fishing. Aquaculture, and in particular fish-farming, has begun to show much potential as a method of producing sustainable sources of protein. Whether this can be utilized in the South African context is a challenge that needs to be verified. This research, presented as two articles, explores the potential for the development of the fish-farming sector in South Africa, and recommends suitable species. Although there is some literature on how fish-farming may have a place in South Africa’s sustainability quest, it is scarce. This research aims to enhance the literature base on fish-farming in South Africa, as well as provide further evidence on what the true potential is for fish-farming in South Africa. This was done through a series of primary and secondary data collection methods that allow for a thorough analysis of fish-farming in South Africa and the species involved. The analysis revealed that the fish-farming sector and the cultivatable species in South Africa are met with an array of opportunities and challenges. Overcoming these challenges will open the doors to exploit the opportunities available. / AFRIKAANS OPSOMMING: Opkomende globale tendense weerspieël dat dit noodsaaklik is dat klem gelê moet word op volhoubare ontwikkeling en dat dit van uitterste belang is om volhoubare voedsel waardekettings te skep. Verskeie voedsel waardekettings raak verswak deur hul afhanklikheid van eko-stelsels wat vernietig word. Verder, terwyl voedsel stelsels bedreig word, is globale verbruik van voedsel besig om te verhoog. Dié raaisel lyk onvermydelik. Hierdie navorsing, wat aangebied word as twee tydskrifartikels, ondersoek die potensiaal vir die ontwikkeling van vis-boerdery in Suid-Afrika, en beveel ook gepaste spesies aan. Alhoewel daar sommige artikels is oor hoe vis-boerdery kan in pas in Suid-Afrika se soeke na volhoubaarheid, is dit skaars te vinde. Die navorsing beoog om die literatuur basis van vis-boerdery in Suid-Afrika op te skerp, en ter selfde tyd verdere bewys te gee oor die ware potensiaal van vis-boerdery in Suid-Afrika. Dit was gedoen deur 'n reeks van primêre en sekondêre data-insameling metodes wat voorsiening maak vir 'n deeglike ontleding van visboerdery in Suid -Afrika en die spesies betrokke. Die ontleding het getoon dat die vis-boerdery bedryf en die aankweek spesies in Suid-Afrika verskeie geleenthede en uitdagings in die gesig staar. Oorwinning van hierdie uitdagings sal dit moontlik maak om die beskikbare geleenthede te ontgin.

The financial sustainability of South Africa's National Development Finance Institutions

Thesis (MDF (Development Finance))--Stellenbosch University, 2008. / ENGLISH ABSTRACT: Development Finance Institutions (DFIs) in South Africa can enhance their role as prime vehicles for the Government to achieve the social objectives of meeting the millennium goals. This can be achieved by ensuring that higher ratios of resources available to the DFIs are applied to development lending and that such DFls stay financially sustainable. DFls have served as conduits for channelling credit to priority sectors, often at concession terms, and have directed their strategies towards achieving social and economic goals that are believed to be neglected by market forces. The absence of structured monitoring and evaluation mechanisms for both impact assessment and the application of resources make it impossible to ensure that these DFIs exist to achieve the mandates for which they were created. The perception of market failure, however, justifies the allocations of scarce public resources to DFIs. DFIs are expected to be catalysts in financial intermediation, extending long-term credit and contributing to economic development through the removal of bottlenecks associated with credit shortage within communities of the Historically Disadvantaged Individuals (HDI). The application of scarce resources, however, calls for a financially sustainable DFI sector so that there may be a sustained provision of credit to the targeted sectors, in order to achieve optimum use and allocation of state resources. The government, through the ASGISA initiative, recognises the role the DFIs can play in halving poverty and unemployment by 2014, due to the labour intensive nature of the targeted priority sectors, such as agriculture. The performance of most of these DFIs, in terms of mandate achievement and financial sustainability, has not been well balanced, as evidenced by the past and present prevalence of the use of govemment guarantees including recapitalisation and future anticipated requests for such facilities. This study was initiated in response to the anticipated growth in the number of DFIs likely to seek either government guarantees or recapitalisation or both. At present, no mechanism is in place for the National Treasury (NT) to detect financial distress of any DFI long before it occurs, so that intervention measures can be put in place. / AFRIKAANSE OPSOMMING: Ontwikkelingsfinansiering Instellings (OFIs) in Suid Afrika kan hulle rolle versterk as primere voertuie om die sosiale doelwitte van die millennium te bereik. Hierdie doelwitte kan bereik word deur te verseker dat die hoer beskikbare verhouding en middele by die OFIs aangewend word vir ontwikkelingslenings en dat hierdie OFIs finansieel volhoubaar bly. "OFIs het as wee gedien vir die kanalisering van krediet aan prioriteit sektore, dikwels teen konsessionere terme, en het hulle strategies gerig om sosiale en ekonomiese doelwitte te bereik wat geglo is deur markkragte negelaar is. Die nie bestaan van gestruktureede monitering- en evaluasiemeganismes vir beide impak evaluasie en aanwending van hulpbronne maak dit onmoontlik om te verseker dat hierdie OFIs bestaan om die mandate waarvoor hulle geskep is te bereik. Capacity building through sustainable operations and maintenance : the Zeerust wastewater treatment

Thesis (MBA)--Stellenbosch University, 2015. / ENGLISH ABSTRACT: Providing basic access to water and sanitation is critical for poverty alleviation and stimulating economic growth, but at the same time it is putting a huge strain on South Africa’s existing economic infrastructure. Local governments allow their existing wastewater infrastructure to deteriorate to the extent that it no longer functions according to its design, and then apply for capital funding for refurbishment. Capital investment alone will not provide a sustainable solution to meet the increased demand on the ageing wastewater infrastructure, since local governments do not have the financial means and technical capacity to adequately maintain and operate their infrastructure. A paradigm shift is required to develop alternative and innovative business models to ensure a sustainable solution providing continued and consistent capacity as a basis for further expansion. Public-private partnerships (PPP) could provide a feasible solution towards building a sustainable technical capacity at local governments. Engaging the private sector must however not be aimed towards access to private sector finance, but rather the improvement in operational efficiency and increased level in service. Obtaining private sector finances will be the wrong focus for engaging in PPP undertakings in South Africa. Private operation must be combined with public financing. The design-build-operate (DBO) model with public financing would be highly viable. Such an arrangement will hold no financial risk to the private sector entity with revenue collection strictly remaining a local government function. The DBO method of delivery (with public funding) will be an effective way to realize cost savings, achieve efficiencies in construction and operation, utilize expertise, and most importantly, for skills transfers and capacity building at local government level. Ultimate sustainability will only be achieved once local government is able to raise the majority of its own funds for operation and maintenance through tariffs and other instruments, including some towards capital redemption. Grant funding must make provision for maintenance and operation of all capital funded projects. All shareholders must join forces in lobbying this concept at the highest political echelons because in terms of Section 154 of the Bill of Rights, national and provincial governments have a duty towards local governments to support and strengthen their capacity, to effectively perform their functions.

The socio-economic analysis of agritourism in two rural communities in the Limpopo province

The main aim of the study was to analyze the socio-economic variables effecting agritourism business using data from two rural communities of the Limpopo province, Nwa’metwa and Lenyenye. The results showed that there are significant socio-economic differences among agritourism and non-agritourism farmers. The socio-economic variables used are literacy, gender, age, land size and family size. Two multinomial models were used to model agritourism behavior. The two models, namely fully and partially registered agritourism farmers were estimated. Non-registered agritourism farmers were used as the reference group. These models denoted the relative probability of both fully and partially registered agritourism farmers to the probability of the non-registered agritourism farmers. The logarithm results implied that older farmers were less likely to prefer to operate business as a fully or partially registered agritourism farmer compared to the non-registered agritourism group. Exploring the barriers to the sustainability of Spaza shops in Atteridgeville, Tshwane

This study was undertaken to explore the barriers to the sustainability of the spaza shops in Atteridgeville (wards, 51, 62, 63, 68, 71 and 72) and to identify the support strategies necessary to assist these shops to grow into sustainable businesses. The study was motivated by the role and contributions of these stores in creating jobs for the majority of the previously disadvantaged people, particularly in the black township areas of South Africa. The study was exploratory, descriptive and qualitative in nature. Semi-structured interviews were conducted to obtain data from 18 spaza shop owners. The findings from the research indicated the following barriers to be responsible for the failure of the spaza shops: lack of financial support, lack of business management skills, expensive transportation, limited trading space, crime, negative competition among spaza shop owners, and lack of cooperatives among spaza shop owners. The study recommends that spaza shop owners should ensure that they have enough savings before embarking on business and that they should also attend training in business management to equip themselves. Spaza shop owners also need to establish collaborative ventures among themselves to enable them to voice their concerns as a collective, rather than as individuals. Government, in partnership with private sector, should improve the effectiveness of its support strategies, for example by assisting spaza shops in forming cooperatives and facilitating training in business skills. It is also recommended that the government, through the Department of Trade and Industry, should continue to find out better ways to aid these stores financially. It is the researcher’s opinion that if these recommendations are followed, they could lead to the success of these stores. / Development Studies / M. A. (Development Studies)
