The education system of Botswana after independence / Albert Ikhutseng Kekesi

The study is concerned with the education system of Botswana after independence. This period starts from the 30th September 1966, when Botswana became independent up to the present moment. Since then the education system has undergone many changes. Consequently the focus is on the nature and impact of these changes. The study identifies changes which took place with regard to the Education System of Botswana since independence as far as meeting the minimum requirements of education of developing countries are concerned. The minimum requirements that the education systems of developing countries, must meet are discussed according to the four central components of the education systems, viz. the education system policy, education system administration, structure for teaching and support services. After introducing the problem statement and background in the introductory chapter, the minimum requirements of education systems in developing countries are discussed in Chapter 2. Chapter 3 then deals with a historical perspective on the education system of Botswana before independence, concentrating on the different historical periods associated with educational development up to independence day. The study then discusses the determinants of the education system of Botswana after independence in Chapter 4, focussing on the particular factors influencing the Botswana education system. Finally, Chapter 5 evaluates the level to which the education system policy and education system administration of the education system of Botswana meet the minimum requirements of the education systems of developing countries, while Chapter 6 evaluates the level to which the structure for teaching and support services meet the minimum requirements of the education systems of developing countries. Government, governance and the development of the innovation systems : the example of the Taiwanese biotechnology and related sectoral policies

This thesis focuses on the research of RTDI policies (research, technology, development and innovation), and the main theme of this thesis is to link the three variables together: RTDI policy-making process, the contents of RTDI policies, the appropriateness of RTDI policies on configuration of the national, the sectoral and the technological innovation systems. We assume the policy-making process of RTDI policies would shape the contents of the RTDI policies. Once the contents of RTDI policies are implemented, the RTDI policies would influence, whether appropriate or inappropriate, on configuration of the three innovation systems. We define the configuration of the three innovation systems as national, sectoral and technological innovation system (NSTIS). We use the Taiwanese biotechnology and related sectoral policies as the empirical examples. Biotechnology in Taiwan configures with three sectors, i.e. pharmaceuticals, agriculture and medical device. Between 2000 and 2008, the Taiwanese government intensively promoted many policies in order to support the development of biotechnology and related sectors. Among the various policies, we choose the National Science and Technology Programs and the regulation policies (in terms of Law of Pharmaceutical Affairs and the Agro-pesticides Management Act) as our two empirical cases and set up the in-depth discussion for the policy-making process of the two policies.On the basis of the empirical cases of Taiwan, we explore the influence of the RTDI policy-making process on the contents of RTDI policies which further shapes the development of the NSTIS.

Android Hypovisors: Securing Mobile Devices through High-Performance, Light-Weight, Subsystem Isolation with Integrity Checking and Auditing Capabilities

The cellphone turned 40 years old in 2013, and its evolution has been phenomenal in these 40 years. Its name has evolved from "cellphone" to "mobile phone" and "smartphone" to "mobile device."] Its transformation has been multi-dimensional in size, functionality, application, and the like. This transformation has allowed the mobile device to be utilized for casual use, personal use, and enterprise use. Usage is further driven by the availability of an enormous number of useful applications for easy download from application (App) markets. Casual download of a seemingly useful application from an untrusted source can cause immense security risks to personal data and any official data resident in the mobile device. Intruding malicious code can also enter the enterprise networks and create serious security challenges. Thus, a mobile device architecture that supports secure multi-persona operation is strongly needed. The architecture should be able to prevent system intrusions and should be able to perform regular integrity checking and auditing. Since Android has the largest user base among mobile device operating systems (OS), the architecture presented here is implemented for Android. This thesis describes how an architecture named the "Android Hypovisor" has been developed and implemented successfully as part of this project work. The key contributions of the project work are: 1. Enhancement of kernel security 2. Incorporation of an embedded Linux distribution layer that supports Glibc/shared libraries so that open-source tools can be added easily 3. Integration of integrity checking and auditing tools (Intrusion Detection and Prevention System; IDPS) 4. Integration of container infrastructure to support multiple OS instances. 5. Analysis shows that the hypovisor increases memory usages by 40-50 MB. As the proposed OS is stripped down to support the embedded hypovisor, power consumption is only minimally increased. This thesis describes how the implemented architecture secures mobile devices through high-performance, light-weight, subsystem isolation with integrity checking and auditing capabilities. / Master of Science

Innovation policy transfer in developing countries : a comparative analysis of organisational schemes in the national innovation systems of Egypt and Morocco

The practice of forcing onto developing countries policies developed in other contexts assumes standardised paths to social and economic growth. These policies should enable rapid economic development by “correcting” local market inefficiencies, without considering the role these may have in preserving stability and preventing violence. Moreover, this approach does not address the compatibility of such policies with the culture, values and norms of the receiving country. The thesis aims at extending our understanding of success factors for policy transfer, focusing on organisational schemes for innovation support. It follows the pragmatic Research paradigm and adopts a deductive approach using mixed methods to study the link between administrative efficiency and innovation performance in developing countries, an under-researched area. This thesis argues that policies successfully implemented in culturally proximal contexts are more likely to lead to similar results in the receiving context. The results of the quantitative analysis indicate a strong relationship between administrative efficiency and innovation performance in low-middle income countries in the Middle East and North Africa. The performance of organisational schemes supporting innovation in the national innovation systems of Egypt and Morocco is qualitatively assessed on the basis of 72 face-to-face interviews with entrepreneurs, policy makers and academics. The research finds that similar organisational schemes have produced similar results in the two case studies, confirming the working hypothesis and supporting an approach to policy transfer based on “relevant” good practice.

Domestic Violence & No-Drop Policies: Doing More Harm Than Good?

Over the past few years, much debate has been centered on domestic violence, also known as intimate partner violence (IPV), and how it should be handled in our society and criminal justice system. In previous years, domestic violence has been seen not only as a private family matter, but a situation in which no outsiders should intrude. In 2014, the Centers for Disease Control stated that intimate partner violence is a public health problem with 27% of women and nearly 12% of men who have had some sort of experience with sexual or physical violence at the hands of an intimate partner, being stalked, or had violence impacting their lives in some way. Over the past 20 years, many policies have been enacted that attempt to not only hold offenders responsible for their actions, but also to help victims obtain the resources they so desperately need. While it may seem simple to say that police should arrest more and judges should give harsher sentences in an attempt to control domestic violence, they do need effective tools to help them achieve these results. In this paper, I analyze the satisfaction victims of intimate partner violence have with no-drop policies. These policies do not allow victims to drop charges against a perpetrator. Using data from the Interuniversity Consortium for Political and Social Research (ICPSR), findings indicate that male victims are more likely to be satisfied with the no-drop policy than are female victims. Because victims did not want the criminal justice system response to their victimization to go beyond arrest, future research needs to focus on why victims do not support jailing or therapy for offenders.

Přístup české zdravotní politiky ke strategii Zdraví 2020 / Approach of the Czech Health Politics to Strategy Health 2020

The aim of the thesis is the assessment of developments in the approach towards the "European" strategy Health 2020 by Czech political players while using methods of critical discourse analysis and the assessment of the development of the Health 2020 agenda during the period 2010-2012 in the context of previous activities of the World Health Organization. The approach of the Czech health care political players to the strategy had been assessed on the basis of governmental programmatic statements since 1998, the National Reform Program of Czech Republic 2011 and interviews with participants in the Czech health policy and Czech health care. The approach of Czech health policy towards the Health 2020 strategy had been evaluated as extremely problematic. The course of creation and discussion of Health 2020 in 2012 had become a critical barrier for the Czech Ministry of Health. As a result, no wider awareness of this strategy exists in Czech health policy, neither does exist a Czech translation of this strategy. Lastly, the goals of Czech health policy do not reflect in a single point of the goals of the Health 2020 strategy.
