This thesis takes its departure from the on-going debate about teachers´(collective) ‘continuing professional development’ (CPD). Teachers’ CPD through an imposed nine-step model of peer group mentoring (PGM) is focused on. The study draws on data from a two and a half yearlong interactive project that took place in a teacher team in a Swedish school. The general aim of the thesis is to study a practice of professional development in a teacher team involving peer group mentoring and to find out how and what kind of teachers’ expertise that is constructed. Furthermore, the aim is to examine how the PGM-practice was constrained and enabled and what kind of CPD was made possible. The theoretical and methodological framework is mainly based on practice theory. Practices and practitioners are seen as mutually interrelated. Practice architectures (Kemmis &amp; Grootenboer, 2008) are used to uncover the relations between the PGM-practice and its historical, material-economic, social-political and cultural-discursive conditions. Furthermore, Foucault’s notion of power was adopted as an analytical tool to examine how power came into play during the mentoring sessions and how the teachers’ discursively constructed a ‘good teacher’ and teachers’ expertise. The methodological approach is action research. A main finding of the thesis is that professional and personnel development may be imposed through peer group mentoring. Furthermore, democratic processes increased during the PGMmeetings and seemed to have an impact on classroom practice and the practice of parent-teacher meetings. The results show how the PGM–practice and its outcomes are deeply interconnected to global and local historical, material-economic, social-political and cultural-discursive arrangements which constrained and enabled it. When economic cut downs (i.e. materialeconomic arrangements) began to take effect in the local school, along with a neo-liberal discourse (i.e. cultural-discursive arrangements), democratic processes were challenged and threatened. The focus in the PGM discussions shifted from the teachers’ perceived need for pedagogical knowledge development to talk about students as costs. The constrained nine-step model disciplined some individuals more than others. The teachers disciplined each other through e.g. confessions, corrections and differentiations. Inconsistent discourses about good teaching and teachers’ know-how were constructed and the teachers positioned themselves and each other as ‘good’ or ‘bad’ teachers. The interactive research approach partly enabled the PGM-practice but at the same time effected the teachers’ positioning of each other. The interactive research approach disciplined both the teachers and the researcher. Anyhow, power relations became fluent and mutual among the participants. Os primeiros contatos de professores de línguas estrangeiras com a prática de Teletandem /

Orientador: João Antonio Telles / Banca: Ana Mariza Benedetti / Banca: Nelson Viana / Resumo: O contexto teletandem de ensino e aprendizagem de línguas, por meio de ferramentas de comunicação audiovisuais a distância, como o Skype, permite que aprendizes de línguas estabeleçam uma parceria virtual e colaborativa de aprendizagem de línguas, por meio da qual um ajuda o outro a aprender sua língua de proficiência. O presente trabalho teve como objetivo analisar como professores de espanhol vinculados a duas unidades dos Centros de Estudos de Línguas (CEL) em duas cidades do interior do estado de São Paulo, vivenciaram o primeiro contato com o contexto teletandem de aprendizagem de línguas, por meio de um curso de extensão semipresencial. A partir da análise do que os participantes dizem sobre o contexto teletandem, tendo em vista suas experiências como praticantes de teletandem e como possíveis implementadores dessa prática entre seus alunos, foi possível tecer reflexões sobre quais as possíveis implicações das experiências dos participantes para a inserção do contexto teletandem nos CELs e quais as possíveis contribuições desse contexto para a formação continuada de professores. Dentre as atividades requeridas aos participantes no decorrer do curso, foram considerados como procedimentos de coleta de material documentário para esta pesquisa a) os fóruns de discussão, b) os encontros presenciais, c) o perfil de cada participante disponibilizado na ferramenta Perfil, no TelEduc e d) reflexões da pesquisadora, a partir de duas oficinas pedagógicas, uma em cada cidade do curso, por meio das quais a análise dos dados foi apresentada e discutida com os participantes. Os trabalhos que fundamentam teoricamente esta pesquisa foram selecionados e organizados a partir dos quatro eixos temáticos, a seguir: a) teletandem, b) formação continuada de professor para o uso de tecnologia, c)... The focus of this dissertation in on the analysis of teachers' first contact and experiences with teletandem. Its theoretical framework focuses on (a) teletandem, (b) teachers' continuing education for the use of technology, (c) use of technology in the public school system, (d) computer mediated communciation (CMC), and new technologies of information and communication (TICs). Such framework allowed the selection of texts that considered issues of technology in our times, its impact on teachers' pedagogy and, more specifically, on teachers' participation within the context of teletandem. The participants were teachers of Spanish working in two public high school language centers in two cities in the interior of São Paulo State, in Brazil. The teachers began by experiencing their first contact with teletandem in a blended continuing education course in which they studied the tandem theory. Contemporaneously, they themselves practiced teletandem (Spanish x Portuguese) with their colleagues - teachers of Portuguese from Uruguay. A formação de professores para o exercício de sua profissão é um aspecto importante para a constituição de uma educação de qualidade. Dentre as modalidades de formação, inicial e contínua, a segunda tem recebido uma atenção especial do poder público na transição do milênio, particularmente no estado de São Paulo, onde se desenvolveram várias iniciativas políticas para essa modalidade. Um dos programas de formação continuada de professores implementados pela Secretaria de Educação do Estado de São Paulo, no período de 2003 a 2007, foi o Teia Universidades, que consistia na contratação descentralizada de instituições de ensino superior, públicas ou particulares, para capacitar os professores em exercício na rede de acordo com objetivos e uma grade de estudos pré-definida pela Secretaria. A pesquisa teve por objetivo avaliar o Programa Teia Universidades com base na percepção de gestores e de professores da rede estadual de ensino da cidade São Vicente. Tendo em vista que concepção e implementação de programas de formação continuada inscrevem-se no contexto mais amplo de proporcionar aos educandos uma escola pública de qualidade, discutimos os significados assumidos pelo termo qualidade de ensino em diversos momentos da história educacional brasileira e seus desdobramentos em forma de políticas públicas. Apresentamos um sumário das políticas de formação em serviço no Estado de São Paulo anteriores à gestão do governador Geraldo Alckmin e descrevemos o programa de formação continuada de professores Teia Universidades, desenvolvido e implantado em sua gestão. Trazemos, também, o resultado das investigações sobre o funcionamento do programa Teia Universidades na Diretoria de Ensino de São Vicente, em seus aspectos de abrangência e diversidade do público-alvo. Concluímos que as ações do programa não satisfizeram as expectativas dos participantes, por causa, principalmente, de seu modelo organizativo desconcentrado e da construção de sua demanda prescindindo da ampla participação do público alvo, no caso, os professores da rede estadual de ensino básico. / Teachers training for the Professional practice is an important issue for the constitution of the educational quality. Among the kinds of training, initial and continued, the second one had been received special attention from the governments, particularly in state of São Paulo, where several political initiatives were developed to that kind of training. One of the continuing education programs developed by the State Secretary of Education, 2003 to 2007 years, was the Teia Universidades which was consisted of a decentralized contraction of public or private superior educational institutions for training teachers in accordance with objectives and curricular structure pre-defined by the State Secretary of Education. Our research had the objective of evaluate the Teia Universidades program based on teachers and managers perception. The researched public was constituted by teachers and managers that work in State Secretary of Education in the city of São Vicente. The conception and implementation of continuing educations programs for teachers is a part of the responsibility of provide educational quality to the students of public school. Because of this, we research the meanings educational quality at specific moments of the Brazilian educational history and the policies developed to improve it. We present a summary of the teachers continuing educational policies achieved by State Secretary of Education of São Paulo before Geraldo Alckmin s government and describe the Teia Universidades program, developed and improved in his administration. We present the results of our investigation about the programs work at Teaching Directory of São Vicente. The conclusion of this research indicates that the Teia Universidades program do not satisfied participants expectations because of its deconcentrated model of organization and because of the little chance of participation of the teachers in the process of construction of continuing education program demand.

Development and Autonomy : Conceptualising teachers’ continuing professional development in different national contexts

This thesis investigates teachers’ perceptions of continuing professional development (CPD) in Germany and Sweden with a questionnaire study comprising a total of 711 mainly lower secondary teachers. Three conceptual terms are elaborated and explained. Teachers act in a CPD marketplace that is constituted by several sources of knowledge which offer opportunities for teachers’ development. How teachers act in the marketplace is a key part of their CPD culture. The study reveals similarities in the two cases regarding the importance of colleagues as well as informal development activities, but there are also significant differences. One the one hand, German teachers can be described as more active in their CPD than their Swedish colleagues in relation to particular aspects of their profession such as assessment, and more suspicious of knowledge from elsewhere, on the other. In order to understand the differences, I argue for an extended focus on the impact of the national context, in terms of socially and historically significant structures and traditions of the teaching profession. The thesis focuses on a crucial aspect with a particular explanatory value for differing CPD tendencies in various national contexts: Autonomy from a governance perspective. This phenomenon, which does indeed change across time and space, is investigated from a socio-historical perspective in both contexts, building on Margaret Archer’s analytic dualism of structure and agency, and a dual pronged model of teacher autonomy. The latter distinguishes institutional autonomy, regarding legal or status issues, from service autonomy related to the practical issues in schools and classrooms. Since these dimensions can be either extended or restricted, different categories evolve which enable us to understand the differences between the two cases. Finally, by using the findings on the German and Swedish teaching profession, a theoretical framework is presented that relates the certain forms of teacher autonomy in particular national contexts to likely CPD cultures that teachers share.
