This research paper explores the impact of Government Procurement Law on the activities of Research and Development in Taiwan. The Empirical Study focus on the Technological Research Projects. After collecting relevant literature regarding R&D in foreign countries, this study conducted an in-depth interview to derive a questionnaire. Later, based on a questionnaire mailed to 46 officials in Taiwan area, of which 37 replies were received (a 80.44 percent response rate). The study proposed a comprehensive and innovative program on establishing the R&D management in Taiwan.

Étude de la construction du sujet enseignant lors de la situation tutorale dans le cadre de sa formation initiale : une étude de cas à partir d’un modèle d’enseignement de type coteaching / Study of a teaching subject construction during the mentoring sequence in his initial training : a case study from a coteaching teaching model

À partir du constat, issu de l’analyse de la littérature internationale, d’une efficacité relative des dispositifs traditionnels de formation initiale des enseignants novices (EN) fondés sur le postulat de l’alternance intégrative, cette étude a pour objet de questionner les modalités d’une activité conjointe, collaborative et située de formation. Plus précisément, cette thèse développe des études de cas menées dans le cadre d’un dispositif de formation de terrain ancré sur le « coteaching » en Éducation Physique et Sportive (EPS). Elle étudie les conditions du développement de l’activité professionnelle des EN et, au-delà, de la construction du sujet enseignant. S’inscrivant dans un programme de recherche technologique en formation d’adultes dont les fondements théoriques sont issus d’une anthropologie culturaliste (Bertone, 2011 ; Chaliès, 2012), et inspirée de la philosophie analytique de Wittgenstein (2004), cette étude a été menée dans le cadre de quatre dispositifs. Pour chacun d’entre eux, le tuteur (TU) et EN ont réalisé une activité conjointe dans le cadre de (i) la préparation de leçon, (ii) de la leçon, et (iii) du bilan suivant cette leçon. Ces phases ont été complétées par des dialogues de formation intégrant délibérément la présence du chercheur et un guide d’entretien permettant aux acteurs d’instruire en détail leur activité. Des données d’autoconfrontation ont également été recueillies, celles-ci ont permis de formaliser les raisonnements pratiques des acteurs en formation et d’identifier la téléologie des actions de formation et d’enseignement réalisées. Les résultats montrent que le dispositif technologique proposé a permis l’enseignement d’expériences normatives situées (ENS) par TU à partir d’un dressage ostensif et ostensible. Associé à des explications délibérément entreprises par TU, cet enseignement a contribué au développement du sujet enseignant. Un double processus de subjectivisation (Chaliès, 2012) a été documenté, tant sur le plan dialogique et réflexif en formation post leçon, qu’au niveau de la réalisation d’actions réglées en classe. Les résultats ont permis (i) de discuter le postulat traditionnel de l’alternance dans la formation initiale des enseignants, et (ii) d’ouvrir des perspectives de conception de dispositifs de formation initiale des enseignants. / Based on the analysis of international reviews and articles of a relative efficiency of the traditional system of initial training for preservice teachers (PST), which is based on the postulate of integrative alternance, this study aims to question the modalities of joint, collaborative and situated training working. More precisely, this study develops case studies in the context of the training system anchored in coteaching in Physical Education. It studies the conditions of the professional activity of PST, and beyond the teaching subject construction. As part of a technological research program in adult education whose theoretical foundations are the culturalist anthropology (Bertone, 2011 ; Chaliès, 2012), and inspired by the analytical philosophy of Wittgenstein (2004), this study was carried out by four systems. For each of them, the mentor and the PST carried out a joint activity during (i) the planning of the lesson, (i) the lesson, and (iii) the reflection after this lesson. These phases were supplemented by training dialogue which deliberately integrated the researchers’ presence, and an interview guide allowing actors to learn in detail their work. Self-confrontation data were also collected, which helped to formalize the practical reasoning of the actors during the training and to identify the teleology of the training and teaching actions carried out. The results show that the technological system allowed the teaching from the mentor of normative experiments located (NEL) by giving orders and/or showing by example. These teaching methods were associated with explanations deliberately given by the mentor which contributed to the development of the teaching subject. A double process of subject construction (Chaliès, 2012) has been documented, both on a dialogical and reflexive level in post-lesson training, as well as the implementation of actions set in the class. The results allowed (i) to discuss the traditional postulate of integrative alternance in the initial training of teachers, and (ii) to open perspectives to develop initial teacher training systems.

This is the Information Age, where the success depends on what one knows, not on what one has. A new economy appears with the capacity to generate, to store, to process and to apply effectively the knowledge, based on information, determining the companies productivity and competitiveness.The objective of this work is to understand the information management model of a technological research institute - CTG?S (Gas Technology Center). The research has been done focused on the 5 main processes and the 15 support processes of the organization value chain , aiming to understand the information management in the organization based on Davenport?s Information Management model (1998). Therefore, it was necessary to identify how the necessary information for the organizational processes accomplishment are determined, obtained, distributed and used by the organization. The research can be classified as descriptive, regarding to its aims, and as a case study, related to the research ways. Interviews with the managers of the organization value chain processes have been carried through, with the objective to identify how they perceive the Information Management process that circulates in the organizational processes. Complementarily, a documentary research has been carried through, associated to the direct observation and procedures and actions follow up, involving the Information Management. The data treatment and analysis have been done from the authors theoretical support and from the managers interviews analysis, documents and processes observed by the researcher in the organization. It was noticed that the organization has raised its level of information needs that are not difficult to be determined and are satisfactorily obtained and distributed, although the majority of them are not structuralized, automatized or even classified regarding to its confidence. These peaces of information have good quality and are important, however they reflect a medium dependence on external and informal information, besides being used only in its great majority for people to know what and how to do something / A cada dois anos a quantidade de informa??o dispon?vel no mundo dobra. A investiga??o se deu com foco nos 5 processos fim e nos 15 processos meio da cadeia de valor da organiza??o, buscando compreender a gest?o da informa??o na organiza??o com base no modelo de Gest?o da Informa??o de Davenport(1998). Desta forma, foi necess?rio identificar como as informa??es necess?rias para realiza??o dos processos organizacionais s?o determinadas, obtidas, distribu?das e usadas pela organiza??o. A pesquisa pode ser classificada como descritiva, quanto aos seus fins, e como estudo de caso, quanto aos meios de investiga??o. Foram realizadas entrevistas com os gestores dos processos da cadeia de valor da organiza??o, com o objetivo de identificar como eles percebem o processo de Gest?o da Informa??o que circula nos processos organizacionais. Complementarmente foi realizada uma pesquisa documental, associada ? observa??o direta e ao acompanhamento de a??es e procedimentos envolvendo a Gest?o da informa??o. O tratamento e an?lise dos dados foram feito a partir do suporte te?rico dos autores e da an?lise das entrevistas com gestores, documentos e processos observados pelo pesquisador na organiza??o. Constatou-se que a organiza??o tem elevado n?vel de necessidades de informa??o que n?o s?o dif?ceis de serem determinadas e que s?o satisfatoriamente obtidas e distribu?das, apesar de a maioria delas n?o serem estruturadas, automatizadas ou mesmo classificadas quanto ? confidencialidade. Cette thèse réalisée dans le domaine du génie industriel traite de l’élaboration d’une méthode d’évaluation des impacts potentiels comme moyen d’aide à la décision dans les phases amont de la conception d’un projet de changement technico-organisationnel. Ce travail a été réalisé dans le cadre d’un projet de recherche technologique et de développement (RT&D) européen intitulé SMMART (System for Mobile Maintenance Accessible on Real Time) et intègre les constructeurs d’équipement d’origine (OEM) de l’industrie du transport aérospatial, routier et maritime. L’étude des transformations des pratiques de maintenance et l’accompagnement du changement constituait notre terrain de recherche. Notre cas d’étude a été réalisé au sein du motoriste Turbomeca appartenant au groupe Safran dont le besoin concernait les possibilités d’anticipation des transformations potentielles issues du projet de recherche européen. Pour répondre à cette demande industrielle nous avons élaboré une méthode collaborative d’anticipation des transformations potentielles structurée en trois phases : exploratoire, spécification des impacts opérationnels et l’analyse de convergence. Nos résultats démontrent que notre méthode en trois paliers évolutifs permet l’analyse de la vision partagée des impacts potentiels des communautés d’acteurs de maintenance et l’anticipation des changements potentiels / This thesis developed in the field of industrial engineering deals with the elaboration of a potential impact evaluation method as a mean of decision making support in the early phases of technical & organisational change project design. This work was undertaken within a European technological research and development project entitled SMMART (System for Mobile Maintenance Accessible on Real Time). It integrates original engine manufactures (OEM) from road, marine and aeronautic industry. The study of the maintenance practice transformations and the related change management represents our research investigation field. Our case study was based on an engine manufacturer needs belonging to the Safran group, named Turbomeca. Its needs were related to the anticipation capabilities of the potential change generated by the European project. To answer to that industrial demand we have elaborated a collaborative potential change anticipation method structured in three phases: exploratory, impacts specification and convergence analysis. Our results demonstrate that the applied three evolutive phases method allows the analysis of the community of maintenance actors shared vision of potential impacts and the anticipation of potential change

La veille technologique comme outil d'anticipation pour les politiques pour la science et l'innovation : rôle des indicateurs technologiques dans la construction des collaborations universités-entreprises au Maroc

Notre recherche a pour objectif de fournir les indicateurs caractérisant l'activité technologique du Maroc. La production technologique a été mesurée à partir des données émanant de deux bases de données sur les brevets : la base de brevets de l'OMPIC qui publie les brevets déposés au Maroc et la base de l'OMPI pour les brevets mondiaux. Notre étude couvre les brevets de priorité marocaine pour une période de 6 ans et son champ d'application concerne l'industrie en tant que marché de l'innovation. Les indicateurs technologiques élaborés s'inscrivent dans le cadre des politiques pour favoriser le transfert des connaissances vers les entreprises. Nous avons puisé dans l'approche systémique et socio-constructiviste les éléments pour étudier le système de la recherche à travers ses aspects historiques, ses inputs, ses relations et son devenir et élaborer des indicateurs technologiques utiles aux décideurs. Nous avons utilisé la bibliométrie des brevets pour rendre compte de la structure des liens entres les producteurs technologiques dans une perspective à la fois sociale et scientifique. Nous avons démontré le peu de structuration en communautés des universités et des entreprises. Les personnes physiques sont à l'origine de 74% des dépôts dont seulement 10% ont une valeur ajoutée. Sur le plan régional, une concentration technologique est observée dans 3 régions. Nous avons soulevé la dépendance technologique du Maroc et proposer une stratégie pour améliorer l'attractivité des territoires à travers des opportunités de collaborations université-entreprise. / The purpose of this work was to provide the indicators characterizing the technological activity in Morocco. The technological production was measured by analyzing patents data extracted from a local and a global database: The OMPIC and WIPO patent database. Our study icludes patents with a moroccan priority for a period of 6 years years (2006-2010) with an application to industry as a potential user of scientific research. Building scientific and technological indicators is placed in the context of public policies to meet the socio-economic needs of the country. This research is based on a systemic and a socio-constructivist approaches to define the structural, functional and historical aspects to provide a comprehensive view of the Moroccan system of scientific and technological research. So, our study has analyzed the technological activity in three segments: companies, universities and individuals. We also studied the structure of collaboration between them and we noted mainly a lack of structuring communities in universities and companies as knowledge producers. The main technological activity emanates from individuals who are responsible for 74% of patenting activity, but only 10% of them are value-added technology. At a regional level, a technological concentration is observed in 3 regions only. we highlight the technological dependence of Morocco and put up a strategy to identify innovative clusters and university-entreprises collaboration.

This study starts investigating the life and work of the FEI founder, Father Roberto Sabóia de Medeiros, S. J., covering his background education, ideals and objectives and highlighting his social actions, in order to establish the institute s mission. Originally founded to be an Industrial Chemical Engineering school (1946), soon after FEI was invited to compose, along with other colleges, the Universidade Católica de São Paulo, created in that same year. The transference of the FEI campus to the city of São Bernardo do Campo, where it is currently located, occurred in the 1960 s, when the City Mayor, Lauro Gomes, intended to foment and attract the settlement of large industries in that city and, at the same time, guarantee the supply of qualified professionals. With that goal, he donated a large area of his property for the setup of the FEI campus. The city of São Bernardo do Campo became an important Brazilian automotive industry pole, and the technological research conducted at FEI was very productive in that area, probably stimulated by the local vocation. Many prototypes were manufactured, as the FEI-X1, an amphibious car, the FEI-X3, a vehicle that differed due to its conception and potency and the vehicles that moved on air mattresses, such as the Máquina de Efeito de Chão MEC (Floor Effect Machine) and the Trem Aerodinâmico Leve de Alta Velocidade TALAV (High-Speed Light Airdynamic Train), powered by airplane engines. Other important technologies for the society were also developed at FEI, such as project to obtain mandioca-derived alcohol, during the oil s world crisis, starting in 1973. That crisis ended up leading to Proalcool, the Brazilian alcohol fuel program, which was practically abandoned and very restricted later. This work analyses some reasons to explain why, after decades of projects and prototype production and the registration of technological innovation patents, none of them was seized in any subsequent industrial production / Este trabalho é um estudo de caso, que abrange a fundação e o desenvolvimento da Faculdade de Engenharia Industrial FEI, em São Bernardo do Campo, no Estado de São Paulo, Brasil, no período de 1946 a 1985, e analisa algumas pesquisas tecnológicas empreendidas nessa instituição. Inicialmente efetua-se um estudo sobre a vida e as obras do fundador da FEI, Padre Roberto Sabóia de Medeiros, S. J., abordando a sua formação, os seus ideais e objetivos e evidenciando a sua ação social, para estabelecer a missão da instituição. Fundada originalmente para ser uma escola de Engenharia Química Industrial (1946), logo a seguir a FEI foi convidada para compor, juntamente com outras faculdades, a Universidade Católica de São Paulo, criada nesse mesmo ano. A transferência do campus da FEI para a cidade de São Bernardo do Campo, onde atualmente funciona, deu-se na década de 1960, quando Lauro Gomes, que era o prefeito daquela cidade, pretendeu incentivar e atrair a instalação de grandes indústrias naquele município e, ao mesmo tempo, garantir-lhes o fornecimento de mão-de-obra qualificada.
