What's the problem with teenage parents? And what's the problem with policy?

No / Public discourse in Britain sees teenage motherhood as a pernicious social problem where mothers, their children and society generally will all suffer. Fathers are seen as feckless. This is reflected in New Labour's teenage pregnancy strategy, which understands teenage parents as victims of ignorance, mis-information, and low expectations. But a review of the research evidence finds that the age at which pregnancy occurs has little effect on social outcomes. Many teenage mothers describe how motherhood makes them feel stronger, and marks a change for the better. Many fathers seek to remain connected with their children. For both, parenting seems to provide an impetus to take up education, training and employment. Teenage parenting may be more of an opportunity than a catastrophe, and often makes sense in the life worlds inhabited by young mothers. The paper ends by asking how we can explain this yawning gulf between the experience of teenage parenting and policy, and concludes that this largely rests on assumptions of rational choice, in turn creating a `rationality mistake'.

Teenagers' Attitudes Toward Early Parenting

The problem of this study was to determine the attitudes of teenagers toward early parenting. A fifty-two item questionnaire was given to 253 students enrolled in Homemaking I, Homemaking II, or Home and Family Living classes. Data are reported in five sections: teenagers' (1) attitudes about early parenting, (2) perceptions of child abuse and neglect, (3) beliefs about disciplining and punishment, (4) preparation for parenting skills, and (5) attitudes toward parenting education classes. Different results were obtained on measures of race, sex, and grade levels. Very few differences in attitudes were identified between ethnic groups and grade levels. Males and females differed in attitudes toward birth control and parenting tasks.

"Today has been about success": Young mothers' understandings of the ways a school for teenage parents supports success

Teen pregnancy in New Zealand has been constructed as a multifaceted problem, which has prompted scrutiny into the lives of pregnant and parenting teens and their children. Research largely presents teen mothers as ‘at risk’ parents and high school drop outs, with high rates of welfare dependence. Teen parents are considered unlikely to achieve the educational and economic success of their non-parenting peers. This research considers the impact of the experience at a Teen Parent Unit (TPU) on the ways pregnant and parenting teens understand and achieve success. Using a qualitative case study of a Teen Parent Unit in an urban setting in New Zealand, this thesis documents the experiences and perspectives of four young women. Its aim is to detail, explain and interpret the ways these pregnant and parenting teens understand their developing identities as successful students and parents. Drawing on social constructionist perspectives, the views of the young women participants, and of the researcher have been analysed through a conceptual lens of culturally responsive pedagogical theory. Comparisons are made between the culture of success that has been developed in the Teen Parent Unit setting and that of schools which have engaged in Māori culturally responsive pedagogical practice. This thesis offers a strengths-based analysis of an environment which, by reframing expectations of success, presents a challenge to negative academic and societal expectations of pregnant and parenting teens. Its goal is to provide educators, social support agencies, education and social policy makers with an analysis of approaches that have made important differences in the lives of the young women and their children.
