Viešasis administravimas yra viena iš socialinio valdymo rūšių, kuri yra labai reikšminga organizuojant modernios visuomenės valdymą, vykdant valstybės valią. Viešasis administravimas yra siejamas su valstybės valdymu, su valstybės vykdoma veikla, todėl jis glaudžiai yra susijęs su viešąja teise. Šiame magistro darbe aptariama bendroji viešojo administravimo samprata, jo santykis su vykdomąja valdžia, viešąja politika, taip pat aptariami pagrindinių viešojo administravimo modeliai, jų privalumai bei trūkumai. 1990 m. kovo 11 d. atkūrusi Nepriklausomybę, Lietuva perėmė sovietų sąjungos valstybės valdymo aparatą, kuris buvo neefektyvus, nelankstus ir nebetiko naujoje realybėje, todėl buvo būtina jį adaptuoti prie pasikeitusių sąlygų. Taigi nuo pat Nepriklausomybės atkūrimo Lietuvoje vyko viešojo administravimo reforma, po truputį ryškėjo viešojo administravimo modelio bruožai. Intensyviausias viešojo administravimo teisinio reglamentavimo reformos etapas prasidėjo 1999 metais, kuomet buvo priimti svarbiausi įstatymai, reglamentuojantys viešąjį administravimą bei su juo susijusią veiklą. Viešojo administravimo teisinis reglamentavimas nuolat yra tobulinamas, keičiamos atskiros jo reguliavimo nuostatos. [toliau žr. visą tekstą] / The public administration is a type of social management, which is very important in organizing the management of modern society and implementing the will of the state. The public administration is related to the governance of the state and to the activities performed by the state, therefore it is closely related to the public law. This study describes the concept of the common public administration, its relation to the executive power, public policy, also the main models of the public administration and their advantages and disadvantages are discussed in the study. In March 11, 1990 after the restoration of its independence, Lithuania inherited the state management body from the Soviet Union. The soviet state management body was inefficient, inflexible, and not suitable for new reality; therefore it ought to have been adapted to the new circumstances. Thus, from the restoration of its independence, the reform of public administration took place in Lithuania and the main features of the public administration model were developed. The most intensive stage of the reform of the regulatory framework in the public administration started in 1999, when the main laws on the public administration were enacted. The regulatory framework of public administration is under constant improvement.
