Previous issue date: 2015-05-05 / No Brasil, com o intuito de qualificar a Aten??o B?sica, o Minist?rio da
Sa?de implementou o Programa Telessa?de Brasil Redes para fornecer
atividades assistenciais (teleassist?ncia) e de suporte ? educa??o permanente
em sa?de (tele-educa??o). Nesse aspecto, um dos principais servi?os
oferecidos ? o de teleconsultorias. Como parte da expans?o nacional do
programa, foi criado, no Rio Grande do Norte, um n?cleo local de telessa?de,
denominado Telessa?de/RN. Esta pesquisa teve como objetivo implementar o
servi?o de teleconsultoria na especialidade de cardiologia no Telessa?de/RN,
analisando as caracter?sticas das teleconsultorias em cardiologia solicitadas.
Ademais, analisar as Segundas Opini?es Formativas em cardiologia
dispon?veis no Portal Teless?ude Brasil. Trata-se de estudo quantitativo, com
desenho observacional e car?ter descritivo. Foram identificadas 56 Segundas
Opini?es Formativas relacionadas ? cardiologia no portal Telessa?de Brasil,
sendo a maioria referentes ? hipertens?o arterial sist?mica (29%), solicitadas
por m?dicos (59%) e com abordagem sobre aspectos relativos a apoio ao
tratamento (30%). No n?cleo de Telessa?de do Rio Grande Norte, foram
realizadas 47 teleconsultorias em cardiologia, sendo a maior parte delas
tamb?m relativa ? hipertens?o arterial (50%), requeridas em sua maioria por
agentes comunit?rios de sa?de (45%) e com enfoque direcionado a apoio ao
tratamento (52%). A teleconsultoria em cardiologia foi implementada no n?cleo
Telessa?de/RN, sendo realizada sistematicamente desde abril de 2014 e
representa uma estrat?gia pr?tica e eficiente, capaz de garantir a oferta de
servi?os de sa?de, alcan?ando aqueles que vivem em ?reas distantes e
carentes. Conhecer a demanda das teleconsultorias ? de extrema relev?ncia,
pois fornece informa??es necess?rias para suprir as defici?ncias existentes,
quer sejam de natureza assistencial, gerencial e/ou educacional, como tamb?m
possibilita pensar em estrat?gias p?blicas que melhorem as demandas
identificadas nas solicita??es de teleconsultoria. / In order to qualify Primary Health Care in Brazil, the Ministry of Health
implemented the Brazilian Telehealth Program to provide health support
(telecare) and permanent health education (tele-education). In this respect, one
of the primary services offered is teleconsultation. As part of the national
expansion of the program, a local Telehealth Center, called Telehealth/RN, was
created in Rio Grande do Norte state. The aim of this study was to describe the
implementation of cardiological teleconsultations at Telehealth/RN, and analyze
the characteristics of the teleconsultations in cardiology requested. Formative
Second Opinions in cardiology, available at the web site of the Brazilian
Telehealth Program, were also examined. This is a quantitative study with a
descriptive, observational design. A total of 56 Formative Second Opinions in
cardiology were identified, a majority related to hypertension (29%), focused on
treatment support (30%), and requested by doctors (59%). At Telehealth/RN, 47
teleconsultations in cardiology were carried out, a majority also related to
hypertension (50%), requested by community health workers (45%) and
focused directly on treatment (52%). Cardiological teleconsultation,
implemented at the Telehealth/RN in April 2014, is a practical and efficient
strategy capable of ensuring health services and reaching those who live in
remote areas. Knowing the demand for teleconsultations is extremely important,
given that they provide the information needed to correct existing inadequacies
related to care, management and/or education, as well as providing the basis
for public policies that meet the demands of teleconsultation.

Al?m disso, cerca de 358 mil mulheres morreram devido a complica??es com a gravidez em 2015. Parte dessas mortes poderiam ter sido evitadas com a melhoria na assist?ncia pr?-natal e agilidade no reconhecimento de problemas na gesta??o. Assim, esfor?os t?m sido realizados para disponibilizar os servi?os de sa?de com tecnologias que possam contribuir para o melhor acesso ? informa??o e aux?lio ? tomada de decis?o. ? neste contexto que a presente tese apresenta uma arquitetura para automatizar o processo classifica??o e encaminhamento de gestantes entre as unidades b?sica de sa?de e o hospital de refer?ncia atrav?s da plataforma de Telessa?de. A arquitetura de Telessa?de foi desenvolvida atrav?s de tr?s componentes: componente de aquisi??o de dados, respons?vel pela coleta e inser??o de dados; componente de processamento, ? o n?cleo da arquitetura, implementada atrav?s de sistemas especialistas para a classificar o risco gestacional; e o componente de p?s-processamento, respons?vel pela entrega e an?lise dos casos. Foram realizados os testes de aceita??o, teste de precis?o do sistema baseado em regras e teste de desempenho. Para a realiza??o dos testes foram utilizados 1380 formul?rios de encaminhamentos de situa??es reais. Diante dos resultados obtidos com a an?lise de dados reais, a arquitetura desenvolvida, chamada Eileithyia, atende aos requisitos de auxiliar especialistas m?dicos na classifica??o do risco gestacional, diminuindo os custos de transporte e o inconveniente do deslocamento das mulheres gr?vidas pelo Estado. / According to the World Health Organization, about 9.2% of the 28 million newborns worldwide are stillborn. Besides, about 358,000 women died due to complications related to pregnancy in 2015. Part of these deaths could have been avoided with improving prenatal care agility to recognize problems during pregnancy. Based on that, many efforts have been made to provide technologies that can contribute to offer better access to information and assist in decision-making. In this context, this work presents an architecture to automate the classification and referral process of pregnant women between the basic health units and the referral hospital through a Telehealth platform. The Telehealth architecture was developed in three components: The data acquisition component, responsible for collecting and inserting data; the data processing component, which is the core of the architecture implemented using expert systems to classify gestational risk; and the post-processing component, in charge of the delivery and analysis of cases. Acceptance test, system accuracy test based on rules and performance test were realized. For the tests, 1,380 referral forms of real situations were used. On the results obtained with real data analysis, the developed architecture, called Eileithyia, meets the requirements to assist medical specialists on gestational risk classification which decreases the inconvenience of pregnant women displacement and the resulting costs.

2007. Its main objective is to support professionals in Primary Health Care (PHC) by
offering educational qualification, resulting in more favorable conditions to fixate the
professional in remote areas. The formulation and management of telehealth
services are performed by scientific and technical centers that are operated by public
institutions of higher education and responsible for providing tools and services in the
context of the regions where they are. However, one of the problems generated by
this decentralization is the development of various tools with different types of
language, architecture and without any regulation and integration of information with
the Ministry of Health. Aiming to solve the above problem, we propose the
specification, implementation and validation of an architectural model in the
development and distribution of the Unified Health System software tools. This
proposed architecture enables tools developed in telehealth center to be shared
among the other centers, thereby preventing the unnecessary use of resources.

Previous issue date: 2011-11-14 / It s notorious the advance of computer networks in recent decades, whether in relation to
transmission rates, the number of interconnected devices or the existing applications. In
parallel, it s also visible this progress in various sectors of the automation, such as: industrial,
commercial and residential. In one of its branches, we find the hospital networks, which can
make the use of a range of services, ranging from the simple registration of patients to a
surgery by a robot under the supervision of a physician. In the context of both worlds, appear
the applications in Telemedicine and Telehealth, which work with the transfer in real time of
high resolution images, sound, video and patient data. Then comes a problem, since the
computer networks, originally developed for the transfer of less complex data, is now being
used by a service that involves high transfer rates and needs requirements for quality of
service (QoS) offered by the network . Thus, this work aims to do the analysis and
comparison of performance of a network when subjected to this type of application, for two
different situations: the first without the use of QoS policies, and the second with the
application of such policies, using as scenario for testing, the Metropolitan Health Network of
the Federal University of Rio Grande do Norte (UFRN) / ? not?rio o avan?o das redes de computadores nas ?ltimas d?cadas, seja em rela??o ?s taxas
de transmiss?o, ao n?mero de dispositivos interconectados ou mesmo ?s aplica??es existentes.
Em paralelo, percebemos tamb?m este avan?o nos diversos segmentos da ?rea de automa??o,
tais como: industrial, comercial e residencial. Em uma de suas ramifica??es, encontram-se as
redes hospitalares, que podem fazer uso de uma gama de servi?os, que v?o desde o simples
cadastro de pacientes at? uma cirurgia feita por um rob? sob a supervis?o de um m?dico
especialista. No contexto dos dois universos, aparecem as aplica??es em Telemedicina e
Telessa?de, que trabalham com a transfer?ncia, em tempo real, de imagens de alta resolu??o,
som, v?deo e dados de pacientes. Surge ent?o um problema, visto que as redes de
computadores, inicialmente criadas para a transfer?ncia de dados menos complexos, est?
sendo agora usada por um servi?o que envolve altas taxas de transfer?ncia e apresenta
requisitos em rela??o ? qualidade do servi?o (QoS) oferecido pela rede. Desta forma, este
trabalho realiza uma an?lise e compara??o de desempenho de uma rede quando submetida a
esse tipo de aplica??o, para duas situa??es distintas: a primeira sem o uso de pol?ticas de QoS,
e a segunda com a aplica??o de tais pol?ticas, usando como cen?rio para os testes, a Rede
