Dans nombre de bassins industriels à travers l'Europe, des villes industrielles et des villes-usine(s) ont été constituées autourd'un système de production qui gérait, développait et animait quasiment à lui seul le territoire. En raison de ce fonctionnemententièrement dédié à l'industrie, le déclin d'une grande majorité de ces territoires industrialo-urbains a été particulièrementbrutal lors de la crise des années 1970, provoquant de graves conséquences sur les plans économique, social, démographique,urbanistique, environnemental et paysager.Ce travail de thèse propose une réflexion détaillée sur les enjeux stratégiques d'une recomposition urbaine soutenable, en tantque somme d'actions cohérentes, corrélées. destinées à restructurer et à redynamiser un espace urbain dégradé. Appliquée aucas des anciens territoires industrialo-urbains, une recomposition urbaine soutenable implique une revitalisation du tissu économiqueet requiert une réarticulation cohérente de leur fonctionnement territorial ; elle s'appuie notamment sur le potentielidentitaire et urbanistique des nombreux héritages industriels et peut faire appel à différents leviers capables d'enclencher ou decatalyser le passage d'une logique industrielle obsolète à une logique urbaine soutenable.L'analyse du territoire urbain transfrontalier de la haute vallée de l'Alzette, dans le bassin ferrifère franco-luxembourgeois,s'avère particulièrement intéressante. Sa recomposition urbaine est largement déterminée par la dynamique métropolitaineluxembourgeoise, mettant ainsi en évidence les changements d'échelles à opérer. En outre, l'ambitieux redéveloppement urbainmixte de la friche luxembourgeoise de Belval-Ouest, ainsi que la volonté revendiquée des acteurs territoriaux, notamment ducôté lorrain, de s'engager dans un projet d'éco-agglomération, constituent des objets d'étude riches en enseignements. / Ln many industrial basins across Europe, the industrial towns and factory-towns have been build up around a production systemthat managed, developed and animated the territory almost itself. Due to this functioning exclusively dedicated to industry, thedecline of a great majority of these urban industrial territories was particularly brutal during the crisis of the 1970s, causingsevere consequences on the economic, demographic, social, urban, environmental and landscape levels.This PhD Thesis provides food for thought in regard to the strategic issues of a sustainable urban renewal, as a sum of consistentand correlated actions, intended for revitalize and restructure a deteriorated and/or obsolete urban territory. ln the case thatwe focuse on former post-industrial urban territories, a sustainable urban redevelopment involves a revitalization of the economicfa bric and requires a coherent reorganization of the territorial functioning; it is notably based on identity and urban potentialof many industrial heritages and may appeal to leverages in order to set in motion or catalyze the transition from an obsoleteindustrial approach to a sustainable urban logic.The analysis of the cross-border urban territory of the upper Alzette valley, in the French-Luxembourgish iron field, is particularlyinteresting. lts urban redevelopment is mainly determined by the Luxembourgish metropolitan dynamic, which highlightsthe necessity to operate changes of scale. Moreover, the ambitious mixed urban redevelopment of the Luxembourgish industrialwasteland Belval-West, and also the choice of French public stakeholders to commit to a sustainable approach, are very instructivegrounds for observation.
