The definition and utilisation of best practice HIV/AIDS interventions in large South African companiesWhelan, Ronald 13 November 2007 (has links)
ABSTRACT
The ubiquitous effect of HIV/AIDS on workplaces in South Africa has increased the pressure on large companies to implement effective responses to the disease. As companies have begun to explore workplace interventions, several theoretical guidelines or codes of practice have come into existence and with this, the concept âbest practiceâ has been brought into the spotlight.
With limited precedent to establish what âbest practiceâ really means, contemporary HIV/AIDS literature has yet to establish a clear understanding of the concept. As a result, critical questions have been raised around the value of âbest practiceâ in the workplace programmes of large South African companies and there has been a call for âbest practiceâ interventions to be more precisely defined.
The research had two primary objectives. The first was to establish a greater level of understanding regarding the meaning of âbest practiceâ and of the specific interventions that make-up successful workplace programmes. The second was to determine the value of the âbest practiceâ in promoting and managing effective workplace programmes.
The research employed an interpretive analysis as part of a qualitative methodology over a period of ten months. An in-depth thematic analysis of fourteen codes and guidelines and several âbest practiceâ documents formed the basis of interview research instruments. Data was collected during a series of thirty-nine in-depth interviews across twenty-one large companies and fifteen workplace HIV/AIDS experts, consultants and service providers. A focused research questionnaire - based on overlapping content in the codes and guidelines - was used to establish views regarding specific workplace interventions and to verify the existence of nine principal components of successful workplace programmes.
The investigation of a wide range of perceptions and organisational factors found to affect the uptake and continuity of âbest practiceâ allowed for a greater understanding of the concept âbest practiceâ within the context of workplace HIV/AIDS programmes and enabled the development of a generic conceptual framework for companies to use in evaluating âbest practiceâ interventions. Within this, the research identified a specific need for renewed focus on the measurable outcomes and intensified efforts in promoting the continuous improvement of workplace HIV/AIDS intervention

Exploring the cultural conceptualisations and understandings of child fostering and the concept of the child's best interests among the Dagomba of northern GhanaIbrahim, Kamal Dokurugu January 2015 (has links)
Anthropological and demographic studies show that in sub-Sahara Africa a large proportion of non-orphaned children (up to 1/3 in many communities) live with neither parent but often with relatives for a significant part of their childhood. This practice is referred to as child fostering or fosterage. Child fostering is therefore understood in the literature as the transfer, and/or sharing, of parental responsibility of children and young people or simply the movement of children and young people between and within families. The practice is both an age-old and a modern phenomenon which has implications in the daily and future lives of those children involved including their nutrition, health, education, migration and ultimately their best interests. Depending on the context, culture, rationale and families involved in the fostering of a particular child the practice is carried out differently across geographies and sometimes within geographies as a result of which it deserves academic attention. The overarching aim of this study is therefore to explore the cultural conceptualisations and understandings of child fostering and the concept of the child's best interests among the Dagomba of northern Ghana. The study also examines the challenges of existing legislation and policies in Ghana regarding the practice. The study employed a qualitative research approach and involved children and young people, birth and foster parents and professionals who influence policies about children and young people in Ghana. In total, 42 respondents participated in individual interviews. I also used 'spider diagrams' as a supplementary research instrument for children and young people because I considered these child-friendly, fun and culturally appropriate for their ages (See Appendix IX). The emergent themes are explored and discussed in four findings chapters under part four of the thesis. The majority of respondents demonstrated extensive knowledge about child fostering and the concept of the child's best interests. Respondents' critical views and their recommendations for legislation and policy in Ghana are reflected on in the penultimate chapter. Finally, recommendations are made by way of contribution to theory, policy and practice. The research also suggests areas for future research by way of a reflection.

Business practices have and will continue to greatly influence and determine the shape and viability of the built environment. Traditional practices have continued to use non renewable and polluting resources such as fossil fuels, and these are rapidly becoming unviable and unacceptable within the built environment. As an alternative to these traditional practices, concerned building practitioners are applying best practice initiatives in the-belief that these produce sustainable outcomes. The research titled 'A study of the Lithgow New Government Office Development; Using Best Practice to Deliver Sustainable Developments' is based on the hypothesis that applying building industry's best practice initiatives can deliver sustainability within the built environment. This hypothesis assumes links between the applied practices, the outcome achieved and sustainability. This research tests this hypothesis with a single 'critical' case project; the recently constructed Lithgow Government Office Building (GOB) Development, and against a theoretical framework that defines sustainability. The GOB Development is a best practice example procured by a long lived and socially responsible organisation, government organisation - the Department of Commerce. This organisation adopted and applied new government policies along with best practice initiatives to produce a new benchmark - an award wining, trend-setting, seemingly sustainable development. The industry successes of the GOB Development made this a suitable single case study, one that was most likely to fare better than any other development procured at that time and by other means. The research conducted provides an insight and understanding into all the different factors during the procurement of the GOB project and highlights how these influenced the eventual built outcome and determined whether sustainability would be attained. This research assessment is seen as a crucial step in understanding the many limitations of best practice and thereby enabling the building industry's progression towards achieving sustainability within the built environment. The potential insight that can be gained from this research can enable the relationship between practice and theory to be better understood, and thereby provide the means to influence all future built outcomes. It is believed that such insight can encourage building practitioners and organisations to adopt and apply best practice initiatives as a means to achieve sustainability within the built environment.

Networks can be considered as approximation schemes. Multilayer networks of the backpropagation type can approximate arbitrarily well continuous functions (Cybenko, 1989; Funahashi, 1989; Stinchcombe and White, 1989). We prove that networks derived from regularization theory and including Radial Basis Function (Poggio and Girosi, 1989), have a similar property. From the point of view of approximation theory, however, the property of approximating continous functions arbitrarily well is not sufficient for characterizing good approximation schemes. More critical is the property of best approximation. The main result of this paper is that multilayer networks, of the type used in backpropagation, are not best approximation. For regularization networks (in particular Radial Basis Function networks) we prove existence and uniqueness of best approximation.

Cette thèse se penche sur les problèmes de décisions devant être prises de manière séquentielle au sein d'un environnement aléatoire. Lors de chaque étape d'un tel problème décisionnel, une alternative doit être sélectionnée parmi un ensemble d'alternatives. Chaque alternative possède un gain moyen qui lui est propre et lorsque l'une d'elles est sélectionnée, celle-ci engendre un gain aléatoire. La sélection opérée peut suivre deux types d'objectifs.
Dans un premier cas, les tests viseront à maximiser la somme des gains collectés. Un juste compromis doit alors être trouvé entre l'exploitation et l'exploration. Ce problème est couramment dénommé dans la littérature scientifique "multi-armed bandit problem".
Dans un second cas, un nombre de sélections maximal est imposé et l'objectif consistera à répartir ces sélections de façon à augmenter les chances de trouver l'alternative présentant le gain moyen le plus élevé. Ce deuxième problème est couramment repris dans la littérature scientifique sous l'appellation "selecting the best".
La sélection de type gloutonne joue un rôle important dans la résolution de ces problèmes de décision et opère en choisissant l'alternative qui s'est jusqu'ici montrée optimale. Or, la nature généralement aléatoire de l'environnement rend incertains les résultats d'une telle sélection.
Dans cette thèse, nous introduisons une nouvelle quantité, appelée le "gain espéré d'une action gloutonne". Sur base de quelques propriétés de cette quantité, de nouveaux algorithmes permettant de résoudre les deux problèmes décisionnels précités seront proposés.
Une attention particulière sera ici prêtée à l'application des techniques présentées au domaine de la sélection de modèles en l'apprentissage artificiel supervisé.
La collaboration avec le service d'anesthésie de l'Hôpital Erasme nous a permis d'appliquer les algorithmes proposés à des données réelles, provenant du milieu médical. Nous avons également développé un système d'aide à la décision dont un prototype a déjà été testé en conditions réelles sur un échantillon restreint de patients.

The Best There Is? : An Inquiry into Best Execution RulesOrdeberg, Thomas January 2013 (has links)
Best execution obligations weigh on brokers when they execute orders to trade in shares for clients. These obligations have been seen as an outflow of general agency duties, and have been complemented by regulatory requirements related to best execution, dissemination of trading data, the handling of client orders and – in the United States – an obligation to execute at the best publicly available price or better (price protection). Here, different sets of real-world rules are analyzed with regard to transactional efficiency. Economic analyses are used to compare the effects of different rules, and are underpinned by a detailed analysis of relevant rules in the United States, the European Union, France, Sweden and England & Wales. Several normative conclusions can be drawn. Best execution rules that impose an agency duty on brokers do not seem to contribute in a discernible way to increased transactional efficiency. In contrast, disclosure rules that require both brokers and trading venues to provide ex post information about execution quality, and about how client orders have been routed, may contribute to mitigating the information asymmetry between brokers and clients. The compliance costs associated with such rules are outweighed by the positive effects on transactional efficiency. Lastly, a solution such as the US National Market System, which entails consolidated collection and dissemination of market data as well as price protection, can deliver significant efficiency gains through the virtual consolidation of trading venues. It also allows for more detailed regulations on different aspects of order execution, allow order execution regulations to function better, and is conducive to deeper integration of trading. However, creating such a system entails large initial investments. In the end, the choice whether to create a tightly-knit market system or not has wide-ranging implications for market structure, the design of regulatory rules and market integration.

The best interests principle in administrative practice : Canadian in-school administrators' perceptions, definitions and use of the best interests principleBishop-Yong, Nicola Wendy 09 August 2010
The best-interests principle is a widely used ethical, legal and social basis for policy and decision-making involving children [italics added] (Kopelman, 1997). In response to modern ethical leadership, a growing number of academics have examined the relationship between the best interest principle and decision making (Cranston, 2006; Tirri, 1999, 2001, 2002). Shapiro and Stefkovich (2001) and Stefkovich (2006) responded to this interest with two educational ethical decision making models where best interests are central. The models incorporated foundational works like Starratts (1994) multidimensional ethical framework and Walkers (1998) jurisprudential and ethical perspectives. Additionally, Stefkovich (2004, 2006) sought to include jurisprudential constructs such as rights, responsibilities and respect . However, despite the academic attention for best interests, only a small number of empirical studies have been conducted (Frick, 2006; Shapiro & Stefkovich, 2001; Stefkovich, 2006).
The purpose of this research was to examine the best interest(s) principle through an investigation of theory, practice and professional praxis and thus to identify the common use and understanding of the best interests principle in Canadian in-school administrative practice. Quantitative and qualitative methods were used in this study. Research methodology consisted of self-report, structured questionnaires including both closed attitudinal and open ended questions and a semi-structured focus group interview. A best interests questionnaire was embedded in a larger study entitled Moral Agency and Trust Brokering: Challenges of the Principal and distributed to a stratified sample of Canadian in-school administrators. The data was subjected to both descriptive statistical and thematic analysis.<p>
The findings revealed a compelling image of the best interests principle in educational administrative practice. Analyses of the data revealed two categories of thought: (a) broad conceptualizations and general perspectives toward defining best interests and (b) general methodological considerations or approaches to applying best interests principle. The best interests of the student(s) was broadly conceptualized and defined as three major categories of thought: best interests as core good, best interests as good pedagogy, and best interests as holistic.<p>
Additionally, three methodological considerations were identified as contributing toward the application of the principle: stakeholders influence, contextual considerations and relational aspects. Respondents preferred to define best interests in caring and collective terms. Analysis revealed simultaneously narrow and broad interpretations of interests.
Implications for theory supported a modified professional ethic and best interests model that balances the ethical paradigms of care, critique, justice and community with the jurisprudential constructs of responsibility, respect and rights. Two central dichotomies emerged within interpretations of the best interests principle in the ethical and jurisprudential literature forming a matrix of best interests: individual v. collective and subjective v. objective. This study placed the respondents centered on the continuum between individual and communal and subjective and objective.<p>
The findings of this study indicated that continued best practices in ethical decision making pedagogy would serve to augment the findings of this study. Likewise, continued research in the area of multiple ethical paradigms, ethical leadership and ethical decision making among in-school administrators would serve to extend the findings of this study.

A framework for best practice environmental impact assessment follow-up : a case study of the Ekati Diamond Mine, CanadaMacharia, Sarah Njoki 19 May 2005
Environmental Impact Assessment (EIA) is broadly defined as a systematic process that proactively examines the potential consequences of development actions. As a planning process, the longer-term objective of EIA is to contribute to sustainable development of the environment. EIA cannot meet its sustainability objective without a systematic follow-up program. Notwithstanding the benefits of a follow-up program, there is little guidance for best practices. The problem is that follow-up programs are not widely implemented in EIA and the lessons learned from experience have not been documented. This research explores the principles and characteristics of best-practice follow-up in an attempt to identify the lessons learned and issues raised from experiences in Canadas mining resource sector. A normative framework for doing follow-up is developed from the literature using these principles.
Based on document analysis and semi-structured interviews, a case study of the Ekati Diamond Mine, Canadas first diamond mine, is evaluated based on the best practice principles, which advocate actions for success. The Ekati mine is meeting requirements in the best practice principles, as established in the best practice framework, which is outlined in part, in licenses obtained by Ekati. This is exemplified in BHPBs, use of hypothesis in impact prediction. However, there are normative principles and elements that are left out in Broken Hill Proprietary Billiton Ekatis follow-up programs. For example, there is some concern about the level to which local knowledge has been incorporated and the level to which monitoring of socio-economic elements is being carried out.
Based on Ekatis experience, a number of new lessons emerge to inform the framework on best practice follow-up namely, that there is need for mandatory, non-ephemeral legislation on follow-up, that baseline data needs to be repeatedly collected after projects have started operations and that there is a need for firmer requirements if proponents are to exercise serious commitment to public involvement.
