Změny v důchodovém systému v České republice účinné od 1. ledna 2013 a jejich dopady na veřejné rozpočty / Changes in the pension system in the Czech Republic effective from 1 January 2013 and their impact on public budgets

The aim of this study is to determine the quantitative impact of changes to the pension system in the Czech Republic valid from January 1, 2013 on public budgets. Changes include the introduction of a funded second-pillar pension scheme and the adjustment of pension schemes under the third pillar. The theoretical part describes the basis of social policy in the areas of pensions, and characterize and compare concepts of pension systems. Following practical part analyzes recent developments in the Czech Republic, the essence of changes to the pension system and the interest of the population to use them. The aim of the study is fulfiled by quantifying impact on public budget. Subsequent analysis shows that changes may help to stabilize it in the next decades, however, a departure from the PAYG system is not required. The introduced second pillar can be problematic in ceratin respects for participants. Additional pension savings in the third pillar is a useful supplement to old age security.

At the beginning it sums up the possibilities of financing the life in retiremnt age and familiarizes the reader with evolution and current level of the pension system in the Czech Republic. It introduces different suggestions of political parties and in analytical part are specified the reasons for change. Then are presented the basic steps for high-quality reform of pension system. In the last chapters is shown the impact on consumer and presented own suggestion for pension reform.

The main aim of this dissertation is to compare the pension systems of Czech and Slovak Republic. The first part is dealing with the theory of pension systems and places emphasis on main philosophic concepts, from which these come from. The second part describes main attributes of Czech pension system and points out, that its reform is really needed. The third part of this dissertation analyses pension reform, which has been adopted in the Slovak Republic. Its aim is to consider all positives and negatives of this reform as well. The further development of Slovak pension system after adoption of this reform examines the fourth part of this dissertation. The last part compares the Czech and Slovak pension system and tries to evaluate, which conception of pension reform would be the best for the Czech Republic.

The purpose of this thesis is an analysis of the development of the pension system in the Czech Republic since 1989. The emphasis is placed on reform provisions and on their impact on public budgets. Future direction is discussed next. The demographic development raises concerns about the financial sustainability of pension systems. The changes in the structure of the system were made after several years of discussions and a number of parametric adjustments. The question of sustainability is not closed yet. Recent changes are canceled and the system returned to the previous state. The reason was a lack of political and general agreement about this type of reform. The theoretical part deals with the definition of public budgets with a focus on social security. The importance and the function of pension systems are characterized in the next section. Pension systems are classified by the operator, by the method of calculating pension benefits and by the type of funding. Each pension system is based on tradition and is influenced by the development of society in the political, economic and social fields. In the practical part is performed the analysis of the pension system structured according to the periods. The impact of the reform provisions is illustrated on the state of public budgets. The thesis concludes that the initial efforts to change the system fundamentally will be replaced by attempts to implement minor adjustments. In the case of structural reform in the future it could be considered the application of modern pension theory, which recommends Pan-European pension system.

Retirement System of the Slovak Republic is composed of two main pillars, which are different from the way they recognize pension benefits. While the first pillar is based on solidarity, the second pillar of the pension system to the fore merit. This thesis seeks to assess the functioning of both these pillars, their most important challenges and opportunities of maintaining the pension system. The maintenance of the pension system is also connected to the main objective of the work, which is the second pillar of the impact on the government deficit, namely the Social Insurance Agency.

The theme of my thesis is "Investment life insurance in the Czech insurance market". At the beginning of my work I will analyse the developement of investment life insurance, which I mean the very beginning of the insurance industry in our territory to the insurance industry after the establishment of the independent Czech Republic. Attention in this section is paid and number of insurance companies, developement of prescribed premium or the number of insured persons. The second part is devoted to the characteristics of investment life insurance, such as the definition itself, its objective, conceptual apparatus, but also a form of investment strategies, creation of reserves and no less important level of charges. In the third section I compare the investment life insurance with other insurance products, namely capital life insurance and retirement life insurance. Comparison is made on insurance products of Kooperativa, a.s. Advantage of investment life insurance in connection with the past, present and the views and plans for the future are dealt with in another part of my work, with also mention the current crisis and factors affecting the investment life insurance market. In the fifth part I focus on pension reform and the potential impact on the investment life insurance. The conclusion is devoted to a specific models predetermined assumptions for different age groups.
