met, when matching organisational capabilities with the opportunities in the market.
Control can give management such an assurance and is ultimately the responsibility of
management. It is not however only management that may be interested with proper
control in an organisation, all stakeholders wants some degree and form of control to
safeguard their interest in an organisation.
Management has a daunting task on their hands to ensure an organisation achieve its
objectives as effectively, efficiently and economically as possible, while keeping all
stakeholders informed and happy. Vast amounts of resources will be used to achieve
objectives and management needs to strike a balance between protection of these
resources and empowering employees to utilise these resources. A balance between
the control systems over the different resources must also be in place. Management
needs to have a balanced focus regarding the measurement of activities and behaviour
relating to specific objectives, due to the time, cost, quality and innovation effects of
control systems. A balance between costs and benefits of control systems must also be
obtained.
Control needs to be integrated as part of the management process to ensure optimal
achievement of objectives. A holistic approach towards control and the usage of a
sound control environment combined with relevant, organisational specific control
systems that are flexible can ensure balance of control. All employees of an
organisation have control responsibilities and must give inputs in the control process.
Employees must view control as an aid and not as a stumbling block, when trying to
achieve objectives. Management must be empowered and empower employees to
have the relevant knowledge regarding control and control systems that can be used,
when to use them and how to use them. These control systems must be continuously
improved to ensure sustained, optimal achievement of objectives. / AFRIKAANSE OPSOMMING: Organisasies benodig versekering dat strategie uitgevoer word soos beplan en dat
doelwitte bereik word, wanneer die organisasie se vermoë gepas word teen
geleenthede in die mark. Beheer kan vir bestuur so 'n versekering gee en is eintlik
bestuur se verantwoordelikheid. Dit is egter nie net bestuur wat belang kan stel in
voldoende beheer nie, maar alle belanghebbers soek 'n mate en vorm van beheer oor 'n
organisasie, om hul belange te beskerm.
Bestuur het 'n uitdagende taak op hande om te verseker dat doelwitte doeltreffend,
doelmatig en ekonomies bereik word, terwyl alle belanghebbers ingelig en gelukkig
gehou word. Groot hoeveelhede hulpbronne word gebruik om doelwitte te bereik en
bestuur moet 'n balans verkry tussen die beskerming van hulpbronne en die
bemagtiging van werkers in die aanwending van die hulpbronne. 'n Balans tussen die
beheer stelsels oor die verskillende hulpbronne moet ook in plek wees. Weens die tyd,
koste, kwaliteit en innovasie effek van beheer moet bestuur 'n gebalanseerde fokus hê
rakende die meting van aktiwiteite en gedrag betreffende spesifieke doelwitte. 'n Balans
tussen die kostes en voordele van beheerstelsels moet ook verkry word.
Beheer moet 'n ge-integreerde deel van die bestuursproses wees om optimale doelwit
bereiking te verseker. 'n Holistiese benadering rakende beheer en die gebruik van 'n
voldoende beheer omgewing, gekombineer met relevante, organisasie spesifieke
beheer stelsels wat buigsaam is, kan balans van beheer verseker. Alle werkers in 'n
organisasie het beheer verantwoordelikhede en moet insette verskaf in die beheer
proses. Werkers moet beheer as 'n hulpmiddel ag en nie 'n struikelblok nie, wanneer
doelwit bereiking nagestreef word. Bestuur moet bemagtig wees en werkers bemagtig
om oor die nodige kennis rakende beheer en beheer stelsels te beskik, watter beheer
stelsel gebruik kan word, wanneer om dit te gebruik en hoe om dit te gebruik. Die
beheer stelsels moet aaneenlopend verbeter word om volgehoue, optimale doelwit
bereiking te verseker.

CNPq / Este trabalho tem por objetivo propor um modelo que possa auxiliar as empresas pertencentes a redes horizontais de empresas a identificar e melhorar o nível de maturidade no Sistema de Gestão da Qualidade (SGQ). Para isso, foi realizada uma revisão bibliográfica por meio de uma metodologia diferenciada de pesquisa e seleção de trabalhos científicos, sendo analisados todos aqueles publicados no período de Janeiro de 1994 a Junho de 2013 e disponibilizados no Portal Periódicos CAPES, formando um portfólio bibliográfico especializado para a proposição dos métodos, ferramentas e modelos para proposição de identificação e melhoria do nível de maturidade no SGQ. Este portfólio alicerçou a identificação das variáveis que fundamentaram a ferramenta de assimilação do nível de maturidade, assim como no reconhecimento das ferramentas de gestão da qualidade baseado na proposição das técnicas que auxiliam estas empresas na busca pelo nível máximo em SGQ. Assim com essa base, propôs-se um Modelo que permite a construção de uma base estruturada para avaliar o desempenho evolutivo dos níveis de Gestão da Qualidade em redes horizontais. Por fim, o modelo foi aplicado a um Aglomerado Produtivo do setor metal-mecânico, situado na cidade de Ponta Grossa – PR e como principais resultados, obteve-se um modelo com uma estrutura metodológica de aplicação simples e objetiva, permitindo sua aplicação em qualquer tipologia regional, estadual, nacional e em empresas isoladas, atribuindo ao modelo alto nível de aplicabilidade. Além deste, o modelo possui uma flexibilidade considerável de adaptação, sendo possível a inserção ou remoção de variáveis na ferramenta de análise do nível de maturidade. Ele ainda permite que cada empresa analise criticamente quais ferramentas irão implementar a sua estratégia a partir da viabilidade econômica. / This study aimed to propose a model that may assist businesses owned by horizontal networks of companies to identify and improve the level of maturity in the quality management system (QMS). For this, a literature review was conducted through a different methodology of research and selection of scientific papers, being analyzed all scientific papers published from January 1994 to June 2013 and made available on the Journals Portal CAPES, forming a portfolio specialized bibliographic to the proposition of the methods, tools and models for identification and improvement of the proposition level of maturity in the QMS. This portfolio has the identification of variables that substantiate the identification of tool maturity level, as well as in the identification of quality management tools that was based on the proposition of the techniques that helps these companies in the search for maximum level in QMS. So with that base, proposed a model that allows the construction of a structured basis to evaluate the performance of evolutionary levels of quality management in horizontal networks. Finally, the model was applied to a Productive Cluster of the metal-mechanic sector, situated in the city of Ponta Grossa-PR. The main results obtained, a model with a methodological framework for implementing simple and objective, allowing its application in any regional, State, national typology and in isolated companies, assigning to the high level of model applicability. Besides this, the model has considerable flexibility to adapt, being possible the insertion or removal of variables in the analysis tool maturity level. The model allows that each company analyze critically what tools will implement from the economic feasibility and strategy of the company.

É neste panorama que os sistemas de gestão da qualidade e ambiental têm se tornado ferramenta básica para os gestores alcançarem um melhor desempenho de suas empresas. Assim, este trabalho teve como objetivo a identificação das boas práticas e das principais dificuldades para a implantação de um sistema de gestão da qualidade em uma indústria de embalagens plásticas, além de verificar se ocorrem reflexos ambientais. Esta pesquisa foi desenvolvida com base em uma revisão bibliográfica e em um estudo de caso, os quais ajudaram a conhecer o ambiente e o comportamento das organizações, ao implantarem sistemas de gestão da qualidade que utilizam as normas ISO 9000. Um referencial teórico foi apresentado sobre a gestão de qualidade, sistemas de gestão de qualidade, ISO 9001, noções de gestão ambiental, características do processo produtivo e a sinergia entre eles. Por meio da análise do estudo de caso foi possível identificar as boas práticas e principais dificuldades na implantação e manutenção do SGQ ISO 9001 na empres estudada e, também, foi possível agrupá-los em dois grupos: técnica e relacionamento. A técnica diz respeito ao conhecimento da ISO 9001 e das ferramentas de apoio à sua implantação. Já o relacionamento está vinculado ao modo como se aplica a implantação da técnica (cultura, influência, participação das pessoas, opu seja, as relações humanas). Os reflexos ambientais identificados nas boas práticas e principais dificuldades para a implantação de um SGQ estão vinculados à otimização de recursos, tanto físico (matérias-primas, insumos, etc) quanto humano (relações humanas traçadas para otimização dos recursos) / Abstract: In the middle high economic scenario competition, organizations are increasingly seeking to improve their competitiveness through management systems. It is in this panorama that quality management systems and environmental have become the basic tool for managers while until a better performance of their companies. Thus, this work was aimed at the identification of good practices and of any major difficulties to the implementation of a quality management system in a plastic industry of packing, in addition to crecking if environmental reflections occur. This survey was developed on the basis of a literature review and a case study, which helped to know the environment and the behavior of organizations, to deploy quality management systems and environmental use ISO 9000. A theoretical reference was presented on quality management, quality management systems, ISO 9001, environmental management basics, characteristics of the production process and the synergy between them. Through case study analysis was possible to identify good practices and major difficulties in the deployment and maintenance of QMS ISO 9001 in the company studied and also unable to group them into two groups: technical and relationship. The technique relates to knowledge of ISO 9001 and tools to support your deployment. Because the relationship is tied to how it applies to technical deployment (culture, influence, involvement of people, namely, human relations).
