Conselho Nacional de Desenvolvimento Científico e Tecnológico / The Brazil by your continental characteristics leads to economic activities that consider regional differences, therefore, the tourist activity should adapt to these differences. This paper board the historical question related to tourism, the environment involved in the process of tourism development, the trend of regionalization and centralized management and policies for rural tourism, as the tourist routes are under study that profile. This research seeks to analyze the influences of public policies, regional disparities and institutional environments in the deployment of tourist routes in Rio Grande do Sul. Thus, the importance of knowing the various actors involved and the study of institutions and organs responsible for the development of tourism in the country (in national, state and municipal). As a case study were choose a tourist routes, each of which represents the socioeconomic realities of a region of Rio Grande do Sul: Grape and Wine Route (Northeast - richer), Campos de Cima da Serra Route (North, but close the Northeast), Missions Route (north and a little of the South) and Path Farroupilha Route (Half South). The Grape and Wine Route is administered by the Association of Tourism in Sierra Northeast (ATUASERRA-founded in 1985), the Campos de Cima da Serra Route has the organ responsible the Consortium for Sustainable Development in the Region dos Campos de Cima da Serra (CCS CONDESUS - created in 2001), the Missions Route are the foundation of Municipalities Mission (FUNMISSÕES - founded in 2001) and Path Farroupilha Route have the work done by the Group Manager of Path Farroupilha Route - Costa Doce and Pampa Gaucho - made by the Agency's Development Tourism in Costa Doce (AD Costa Doce - founded in 2005) and Tourism Development Agency in Pampa Gaucho (ADETUR Pampa Gaucho - founded in 2007). With these four tourist routes, including the various socioeconomic realities existing in the state, you can achieve the proposed objectives and reach conclusions. The regional disparities, even abrupt changes in public policies and direction to tourism, the uncertainty caused by these fluctuations, lack of empowerment of the actors involved, affect the good running and continuity of plans and programs for tourism and your successful. / O Brasil por suas características continentais conduz a que as atividades econômicas considerem as diferenças regionais, portanto, a atividade turística deve se adaptar a estas diferenças. Este trabalho aborda a questão histórica relacionada ao turismo, o ambiente institucional envolvido no processo de desenvolvimento da atividade turística, o direcionamento da Regionalização, da Gestão Descentralizada além das políticas de turismo rural, que influenciam para que as rotas turísticas em estudo têm esse perfil. Esta pesquisa busca analisar as influências das políticas públicas, disparidades regionais e ambientes institucionais na implantação de rotas turísticas no Rio Grande do Sul. Assim, a importância de conhecer os diversos atores envolvidos e o estudo das instituições e órgãos responsáveis pelo desenvolvimento da atividade turística no País (em nível nacional, estadual e municipal). Como estudo de caso foram selecionadas quatro rotas turísticas, sendo que cada uma representa a realidade socioeconômica de uma região do Rio Grande do Sul: Rota Uva e Vinho (Região Nordeste mais rica), Rota Campos de Cima da Serra (Norte, mas próxima à Região Nordeste), Rota Missões (Norte e um pouco da Sul) e Rota Caminho Farroupilha (Metade Sul). A Rota Uva e Vinho é administrada pela Associação de Turismo da Serra Nordeste (ATUASERRA - fundada em 1985), a Rota Campos de Cima da Serra tem como instância responsável o Consórcio de Desenvolvimento Sustentável da Região dos Campos de Cima da Serra (CONDESUS CCS - criada em 2001), a Rota Missões têm a Fundação dos Municípios das Missões (FUNMISSÕES - fundada em 2001) e a Rota Caminho Farroupilha tem o trabalho realizado pelo Grupo Gestor da Rota Caminho Farroupilha - Costa Doce e Pampa Gaúcho formado pela Agência de Desenvolvimento do Turismo na Costa Doce (AD Costa Doce - fundada em 2005) e Agência de Desenvolvimento do Turismo no Pampa Gaúcho (ADETUR Pampa Gaúcho - fundada em 2007). Com essas quatro rotas turísticas, englobando as diversas realidades socioeconômicas existentes no Estado, pode-se atingir os objetivos propostos e chegar a conclusões. As desigualdades regionais, as mudanças até mesmo abruptas das políticas públicas e direcionamentos voltados ao turismo, a insegurança causada por essas oscilações e a falta de capacitação dos atores envolvidos, afetam o bom andamento e a continuidade dos planos e programas de turismo bem como o efetivo sucesso e cumprimento das metas estabelecidas neles.

ROTAS TURÍSTICAS PARA O MUNICÍPIO DE ITAARA RS: UMA LEITURA GEOGRÁFICA DA PAISAGEM E DO LUGAR. / TRAVEL ROUTES FOR THE CITY OF ITAARA - RS: A READING OF THE GEOGRAPHIC LANDSCAPE AND PLACE

This dissertation is the result of research conducted by the Graduate Program in Geography and Geosciences, Federal University of Santa Maria, and aims to characterize the phenomena that have potential for tourism in the municipality as well as the socioeconomic conditions that can be consolidated through deployment of tourist routes which value the place. The village that gave rise to the municipality of Itaara began with the construction of the old Sting Pinhal (current road Perau), which was the main link between the central plateau and the peripheral depression. Later, with the implementation of the railway, there was the creation and expansion of trade in central state. The municipality of Itaara draws attention for its natural beauty, its scenic landscape, biodiversity of flora and fauna, the warm and modeled relief, located in the ridge of the Serra Geral, as well as valuable historical heritage, which must be preserved, valued and recognized as a tourism product. For assessment of the tourism phenomenon in place the elements were analyzed infrastructure, environment, local population and public policies for tourism, as well as their interrelationships. In developing the research sought to achieve the goals of searching through various methodologies appropriate to each segment of the research appealed to Milton Santos in seeking to understand the relationship of tourism and place in globalization, systemic methodology taking place like space / concept, based on Bertalanffy, Morin and Beni in the treatment of certain component elements of the system in question. It is also used a humanistic approach, considering important factor in the perception of the local population in relation to tourism activities in the city, supported by Y-Fu Tuan. The results were obtained through literature search and direct, with interviews held in (field work), and photographic records of certain segments of the landscape and existing socioeconomic activities, as well as changes in infrastructure that are being held. The tourism potential was analyzed and organized into four tourist routes: Route of Ecotourism Itaara, Route Perau Road, Route and historical-cultural Route resorts, in order to assist in the organization as a county inmate Itaara of tours in the scenario gaucho / A presente dissertação é fruto da pesquisa realizada junto ao Programa de Pós-Graduação em Geografia e Geociências da Universidade Federal de Santa Maria, e tem como objetivo caracterizar os fenômenos que possuem potencial turístico no município, bem como as condições socioeconômicas que possam ser consolidadas através da implantação de rotas turísticas que valorizem o lugar. O povoado que deu origem ao município de Itaara teve início com a construção da antiga Picada do Pinhal (atual estrada do Perau), que foi a principal ligação entre o planalto e a depressão periférica central. Posteriormente, com a implantação da linha férrea, houve a criação e expansão do comércio na Região Central do Estado. O município de Itaara chama atenção por suas belezas naturais, sua paisagem cênica, a biodiversidade da flora e da fauna local, a temperatura amena e o modelado do relevo, localizado no Rebordo da Serra Geral, além do valioso patrimônio histórico, que deve ser preservado, valorizado e reconhecido como produto turístico. Para apreciação do fenômeno turístico no lugar foram analisados os elementos infra-estrutura, meio ambiente, população local e políticas públicas para o turismo, assim como suas inter-relações. No desenvolvimento da investigação buscou se atingir aos objetivos da pesquisa através de metodologias diversas adequadas a cada segmento da pesquisa recorreu-se a Milton Santos na busca do entendimento das relações de turismo e lugar na globalização, a metodologia sistêmica tendo o lugar como espaço/conceito, fundamentado em Bertalanffy, Morin e Beni para o tratamento de determinados elementos componentes do sistema em questão. Utiliza-se ainda a abordagem humanística, considerando fator importante a percepção da população local em relação às atividades turísticas no município, amparada em Y-Fu Tuan. Os resultados atingidos foram obtidos através de pesquisa bibliográfica e direta, com entrevistas no lugar (trabalho de campo), além de registros fotográficos de determinados segmentos da paisagem e das atividades socioeconômicas existentes, assim como as modificações na infra-estrutura que estão sendo realizadas. As potencialidades turísticas foram analisadas e organizadas em quatro rotas turísticas: Rota Ecoturística de Itaara, Rota da Estrada do Perau, Rota Histórico-cultural e Rota dos Balneários, no intuito de auxiliar na organização de Itaara como um município detento de roteiros turísticos no cenário gaúcho.

Návrh a ověření turistického průvodce Kožlanska\\ / Suggestion and testing of turist guide of Kožlany region\\

The main aim of the present dissertation has been the proposition and the following verification of tourist routes of the Kožlany region, so that they would comply with the pedagogic/recreational needs of first grade pupils. The routes are also eligible for pupils of higher grades, without losing value or meaning. I have chosen the Kožlany region for the vast majority of the tourist routes because of its unusual and picturesque scenery with slight terrain elevation and unpredictable landscape changes, thus being a surprisingly refreshing and interesting region to travel through. Besides differentiated terrain Kožlany is a region with a large wood covered area of remarkable beauty and historical monuments which are rarely mentioned yet deliver an unforgettable experience of history and greatness. Among the most important edifices are the monasteries of Plasy and Marianská Tynice. Although other monuments have lesser historical importance than the mentioned monasteries, they do not fail to captivate with their uniqueness and splendor. Examples of such monuments and historical sites are the ruined fortresses of Krašov and Krakovec, the hunting chateau Angerbach, the Jewish cemetery in Kožlany and others. The town of Kožlany is a small, but on the other hand a very interesting place. Two important historical figures are linked with the town, concretely the Czech king Vaclav I. and the second President of the Czechoslovak Republic, Dr. Edward Beneš. Both personalities are mentioned in the dissertation in concordance with their relevance to the tourist routes. The routes have been conceived for hiking, some of them also for cycling tourism, taking in account the amazing nature around Kožlany. The dissertation further includes a theoretical part which concentrates on the content, forms and especially on the importance of tourism in education. It also deals with the representation of tourism related activities in the instructional basis for the first grade development programs for primary, general and national schools. Each of the designed routes is thoroughly characterized according to its length, difficulty, duration, initial point, target point and the attractiveness of spots which should not be missed on the way. A detailed description of each journey's course with maps and additional photographic materials is to be found in the dissertation. Legends or fairy-tales are included in the case of some routes to make them more pleasant and meaningful for the travelling children, eventually adults. Every route has a specific name to keep a clear overview of all the routes as well as to motivate the possible travellers. The dissertation provides a wide range of materials and facts that will help the teacher orientate in the concrete journey and pass new knowledge to his pupils. A variety of games that could be relevantly played in the course of the journey are offered as well.\\
