Este trabalho tem por objetivo principal contribuir para o estudo de cidades turísticas ao apresentar a metodologia para avaliação da qualidade de vida dos habitantes destas localidades. Aborda o caso específico de Itanhaém - cidade localizada no litoral Sul do estado de São Paulo. A metodologia proposta nesse trabalho foi elaborada a partir do cruzamento de dados em um sistema de informação geográfica, obtidos por meio de entrevistas de campo, estatísticas oficiais e interpretação de fotografias aéreas. Para a sobreposição e análise dos dados atribuiram-se pesos diferenciados aos indicadores, considerando a avaliação da população segundo as propriedades locais na questão da qualidade de vida urbana. A sobreposição dos dados em sistema de informação geográfica culminou na elaboração de um mapa síntese de qualidade de vida, a partir do qual, tornou-se possível identificar a distribuição espacial dos elementos disponíveis aos habitantes, ao longo dos bairros analisados. A partir da análise da distribuição desigual dos indicadores de qualidade de vida pode-se evidenciar as áreas prioritárias em investimentos intra-urbanos, constituindo-se em ferramenta voltada para o planejamento local. / This work has as its main objective to contribute to the study of touristic cities by presenting the methodology for the evaluation of the quality of life of the inhabitants of those localities. It refers to the specific case of Itanhaém - a city located on the south coast bf the state of São Paulo. The methodology proposed in this work was elaborated from the data crossing in geographic information system, obtained through field interviews, official statistics and the interpretation of aerial photographs. Differential weights were attributed to the indicators for the crossing and analysis of the data, considering the evaluation of the population according to the local priorities in the issue of quality ofurban life. The data crossing in geographical information system culminated m the development of a synthesis map of quality of life, from which it was made possible to identify the spatial distribution of the elements available to the inhabitants, along the analysed neighbourhood. Based on the analysis of the unequal distribution of the indicators of quality of life it is possible to make evident the priority areas in intraurban investments, which constitutes a tool for the local planning.

Nesse sentido, investiga a situação dos projetos culturais atrelados às mudanças institucionais pelas quais passam as políticas públicas de cultura no Brasil e como os agentes culturais, no âmbito de suas trajetórias individuais e possibilidades coletivas, agenciam recursos e negociam a elaboração e a implementação dos projetos. A partir de uma análise situacional, verificouse que essas técnicas se tornam condição à ação dos atores e à formulação de projeções, uma vez que estabelecem determinantes aos agenciamentos de recursos, constituindo modelos em cenários sócio-históricos de pluralização dessas ações. Descreveu-se, pois, que agenciamentos culturais de Estado, agenciamentos individuais e agenciamentos sócioformativos seriam modelos da operatividade dessas técnicas nas políticas culturais estudadas. Observou-se, por fim, que o contexto de fragilização dos dispositivos institucionais desafia as políticas culturais de nosso tempo ao proporcionar a irradiação de múltiplos agenciamentos culturais, uma vez que, paradoxalmente, por um lado, constrói um campo concorrencial entre projetos e atores culturais em busca de diversos recursos, mas, por outro, permite a reconfiguração de modelos valorativos voltados para a reconstrução dos sentidos sociais nas mesmas políticas. / The present paper is a study of the emergence, visibility and operation of life techniques that order and allow the agency of social actors in relations that produce cultural policies in Brazilian touristic cities. In this sense, the paper investigates the situation of cultural projects linked to institutional changes undergone by culture public policies in Brazil, and examines how cultural agents, at the level of their individual trajectories and collective possibilities, have taken actions to obtain resources and negotiated the design and implementation of projects. From a situational analysis, it has been found that such techniques become a condition for both the actors action and the formulation of projections, since they set determinants for the resource agency, thus constituting standards in social-historical scenarios of pluralization of those actions. Therefore, it has been described that State cultural agencies, individual agencies and social-formative agencies would be operativity standards of those techniques in the cultural policies studied. Finally, it has been noticed that the context of fragilization of institutional devices challenges cultural policies in our time by offering the irradiation of multiple cultural agencies, since, paradoxically, on the one hand, it builds a competitive field between projects and cultural actors in search of several resources, but, on the other hand, it allows the reconfiguration of value standards directed towards the reconstruction of social meanings in the same policies.
