Examining the nature and extent to which learners with special educational needs are included in regular schools: the case of four primary schools in Cape Town, South Africa

The study is premised on the assumptions that learners with special educational needs are not fully included in regular schools and that perceptions of teachers influence their behaviour toward and acceptance of learners with special educational needs in regular classes. In light of this, the aim of the current study was to examine the nature and extent to which learners with special educational needs are included in regular schools with the ultimate aim of assisting learners with special educational needs to be fully catered for by schools and teachers. The researcher opted for the mixed method approach which is embedded in the post positivist research paradigm. The mixed method approach makes use of quantitative and qualitative methods of data collection, presentation and analysis. Data were generated from a sample of 60 teachers and 4 principals from 4 regular primary schools mainly through questionnaires. Data were also generated from interviews, observation and documents. These data from interviews, observation and documents were used to buttress results from the questionnaires. The findings of this present study showed that many schools are now moving towards inclusivity. There is a relative prevalence of learners with disability in schools. The study also established that the inclusion of learners with special educational needs in regular schools was faced with a number of problems. There were inadequate professionally-trained teachers in schools. Shortage of classrooms, large class sizes, equipment and materials affected the quality of access to education for learners with special educational needs. Although there was significant support at school level, it emerged that there was inadequate quality in-service training programmes for teachers conducted by district officials. Overall, the findings of the study have confirmed the assumptions of the study. For learners with special educational needs to be fully included in regular schools, the study would recommend that the government improve the quality of teachers through in-service training programmes. Moreover, schools must be adequately resourced and government should commit itself to the alleviation of large class sizes. The study further revealed that, gaps still exist in the inclusion of learners with special educational needs between the intended and the actual practice. The study, therefore, recommends that research be conducted with the possibility of establishing strategies for the inclusion of learners with special educational needs in regular schools. This might improve the actual practice of including learners with special educational needs in regular schools. In turn, learners with special educational needs can be said to have equal access to education.

My diploma thesis deals with legal disputes that were lead because of honor or violation in town society in Vodňany. The theoretical part is focused on a historical and historical-legal research in native and foreign area in this topic. A product of this interest is very various sphere, in that I try to access and use gained results within the frame of history of the society, culture, development of law and municipality. The second part of my diploma thesis works with the perception of honor on the basis of different resources {--} these are municipal law-books, literal texts and first of all recourses of criminally-law work of municipal court in Vodňany. One of the chapter is also focused on classification of swear-words that were found in criminally-law work of municipal court. The aim of this diploma thesis was to demonstrate what the notion or perception of the honor was for the citizen who lived in the second part of 16th century in Vodňany.

Modelling the dispersion of SO2 emissions from the chevron (Cape Town) oil refinery using the US EPA dispersion models AERMOD and CALPUFF

Thesis submitted in partial fulfilment of the requirements for the degree Master of Technology: Chemical Engineering in the Faculty of Engineering at the Cape Peninsula University of Technology 2013 / In South Africa, the Department of Environmental Affairs (DEA) under the National Environmental Management Act, 1998 (Act 107 of 1998) (“NEMA”) sets out a series of environmental management principles that apply to the interpretation and application of all legislation that may affect the environment. Since 1998, various specific environmental statutes that fall under the NEMA framework have been promulgated, including the National Environmental Management: Air Quality Act, Act 39 of 2004 (NEM: AQA).NEM:AQA provides norms and standards for all technical aspects of air quality management. The National Framework (Sections 7 and 8 of NEM:AQA) must provide mechanisms, systems and procedures to promote holistic and integrated air quality management through pollution prevention and minimisation at source, and through impact management with respect to the receiving environment, from local scale to international issues. Among other measures, the NEM:AQA (Section 9) requires the establishment of Ambient Air Quality Standards and Emission Standards. These standards were promulgated in December 2009 and March 2010 respectively. Air quality monitoring stations, which sample and analyse pollutant concentrations continuously, are a common method of assessing air quality in a region. But a few continuous monitors located in source given region or airshed are inadequate for assessing compliance with ambient air quality standards – they are only able to monitor concentrations at a fixed site, not through the entire region of impact. In contrast, the ambient air quality standards are applicable everywhere. Air quality models estimate ground level ambient concentrations throughout the modelling domain, and in principle (subject to proper validation) provide better estimates of area-wide concentrations and hence the basis for assessing compliance with air quality standards. The United States Environmental Protection Agency (US EPA) approved atmospheric air dispersion models AERMOD and CALPUFF were used in this thesis to predict the ground level concentrations of SO2 emitted from Chevron Refinery (Cape Town), for the year 2010. The modelling is validated by comparing measured ambient concentrations with modelled concentrations. The results showed AERMOD-modelled annual average values for 2010, based on refinery emissions only, are in good agreement with monitored values at the Table View and Bothasig sites, predicting the monitored values by -11% and +17% respectively. The 24-hr average values similarly are in good agreement with monitored values, on average over-predicting by 9% at Table View, although the fit of the day-to-day modelled vs monitored values is comparatively poor (R2=0.32); at the Bothasig site the corresponding values are - 36% and R2= 0.089. The AERMOD-modelled isopleths imply that the 2010 annual average concentrations exceeded the South African Standard of 50 μg/m3 in a small area in the immediate vicinity of the refinery. The hourly and 24-hourly average standard concentrations of 350μg/m3 and 125μg/m3 respectively are exceeded in significantly larger areas. The allowable exceedences for hourly and 24-hourly averages are also exceeded, implying that the hourly and 24-hourly standards were exceeded. CALPUFF-modelled average values for 2010, based on refinery emissions only, are in comparatively poor agreement with monitored values at the Table View and Bothasig sites, under-predicting the monitored values by -20% and -61% respectively. Since the AERMOD-modelled concentrations are in far better agreement with monitored concentrations, only AERMOD was used for further analysis. The Emission Standards promulgated in March 2010 included emission limit values for sulphur dioxide emitted from oil refineries. If the actual 2010 emission rates were adjusted downwards to match the emission standards (to be complied with from 1 April 2015), AERMOD modelling indicates that the annual, 24-hourly and hourly Ambient Air Quality Standards would not be exceeded. Based on this case study, the current Emission Standard for SO2 emissions from existing crude oil refineries is therefore coherent with the Ambient Air Quality Standards. Regulatory air dispersion modelling practices in South Africa are being standardised for model applications regulatory purposes and to ensure that dispersion modelling practices are undertaken in a compatible form to ensure that results from one dispersion model study can be compared directly to those from another. In this study both AERMOD and CALPUFF modelling complied with the draft South African guidelines for Air Quality Modelling, yet the CALPUFF- modelled outputs differed significantly from the monitored values. This emphasizes the importance of the inclusion of modelling validation in guidelines for modelling for regulatory purposes. The 2012 draft regulation should be amended to make validation of regulatory dispersion modelling compulsory rather than optional as per the draft.

Critical success factors in liquor retailing in selected townships of Cape Town, South Africa

As South Africa experiences population growth, so does the township small business industry. Township refers to those areas that were previously reserved for Blacks, Coloured and Indians under the discriminatory apartheid government. The characteristics of these areas included the following: poor infrastructure, high crime, low income and generally exclusion from mainstream economic activities According to the top three liquor manufacturers and brand distributors that claim about 80% of the total market share by volume and revenue (South African Breweries, Distell and Brandhouse Beverages) the township market makes the largest contribution to their business revenue. These giants are recording growth every year, but the development, growth, sustainability and success of the township liquor retail market is static and unsatisfactory. How township liquor retailers can achieve sustainable growth is not yet clear. The significant contribution made by the industry to the economy and job creation has been recognised by industry role players at large. The Department of Trade and Industries (DTI) has also expressed its commitment to supporting this industry as one that shows potential for growth and sustainability. This particular sector needs assistance to improve the success and sustainability of township liquor retailing, especially with the creation of employment opportunities. The objective of this study, then, is to develop an industry specific framework that identifies and addresses the critical success factors (CSFs) for township liquor retailing. The study is based on qualitative interviews carried out with industry experts (as an exploratory study) and liquor retailers from two of Cape Town’s townships, namely Khayelitsha and Mitchells Plain.

The spatial planning of racial residential segregation in King William's Town : 1826-1991

This study investigates the spatial planning of racial residential segregation in King William's Town, induding its former homeland township of Zwelitsha, from 1826 to 1991. The first settlement in the 'white' King William's Town, Brownlee Mission Station, was established in 1826.The town of King William's Town was developed from this settlement. The racial laws which were applied to segregate blacks nationally and locally came to an end in 1991. Primary sources of information were used to determine whether King William's Town was planned along racial lines and to determine the major role players who formulated and implemented the policy. Key sources were archival material, newspapers, maps, interviews, Deeds Office files and the work of other scholars. The establishment of the towm from its genesis as a mission station and a military base is traced and the effects of this legacy on racial separation is detailed. It was found that racial planning of residential areas in King William's Town had been practised in this small town for a long time (prior to the Group Areas Act). The implementation of this policy was marked by forced removal of blacks from areas which were regarded as being for whites. These predominently African concentrations on the east bank of the Buffalo River were relocated to the west bank which was regarded as a black area.An anomalous incident was discovered in this study namely that these racial removals took place before the central state introduced national policy which compelled all local states to plan their residential areas along ethnic considerations. In parallel with the practice of segregation in King William's Town, the township of Zwelitsha was developed adjacent to the town by the government. As this thesis reveals, the development of Zwelitsha was intimately related to that of King William's Town. The major role players in planning residential areas on racial basis were identified as the municipal Council of King William's Town. They were involved in planning racially segregated areas before and after the Group Areas Act. They (the Council) succeeded in closing all freehold locations in the town (1940) and forced the residents to become their tenants who rented dwellings in the west bank municipal location. There were attempts to incorporate this municipal location into the neighbouring homeland township of Zwelitsha. This move was eventually accomplished when all townships in the vicinity of King William's Town were amalgamated to form King William's Town Transitional Local Council in terms of the Local Government Transition Act of 1994 (Government Gazette No. 15468 of 2nd February 1994).

Considering the challenges faced by the City of Cape Town such as loss of biodiversity, limited supply of energy and unsustainable land use, it is argued that it is imperative for the construction industry to promote sustainable development. The objective of the research was to understand the contributions of the construction industry to over exploitation of resources such as biodiversity, energy and land. Secondly, the study considers initiatives to be undertaken by the construction industry to enhance the environment so as to promote sustainable development. The research mixed methods was used as the form of collecting required data. The collection of data comprised of the design and administration of open-ended and closed-ended questionnaires among a non-random selected population of building contractor, public works officials and practising Architectural firms within the City of Cape Town. The data obtained from open-ended questionnaire on building contractors and public works officials was analysed qualitatively and data from the closed-ended questionnaires through practising Architectural firms was analysed quantitatively. Research results showed that biodiversity in the City of Cape Town is under threat. Passive design has a significant role in protecting the biodiversity and should be encouraged by the construction industry and the City of Cape Town. The City of Cape Town should strongly enforce polices that support the conservation of biodiversity. This will have a positive impact through encouraging the construction industry to adhere to these polices. The City of Cape Town is faced with energy shortage. The construction industry needs to reduce its energy usage as a dominant energy user. This will be achieved through energy efficient designs and retrofitting the existing buildings. The City of Cape Town has a responsibility to promote sustainable land use. Land prices are highly priced in the City of Cape Town as a result the poor cannot enter the market without external assistance. The construction industry has a role to encourage sustainable land use in the city.

Improving decision making through analysing the economic impact of budget allocation at the city of Cape Town

Local government is at the forefront of engagement between the government and South Africa’s people, delivering basic services to communities. Following the transition to a democratic government in 1994, the country was demarcated in a manner that provides complete coverage by local government. Annually, managing the administration of service delivery implementation at local government level costs the country many billions. Much of the revenue used by local government in providing services is derived from income from sale of basic services and property rates, augmented by allocations from national and provincial government, equitably shared amongst municipalities. Local government has autonomy in its operations, but is strictly governed by a collection of cascading legislation, introduced to protect the interests of the people. The primary objective of the research was to investigate the efficacy of budget expenditure in local government, in particular the City of Cape Town as a metropolitan municipality. With an annual budget approaching R30 billion, the aim was to establish how the budget was determined and allocated to the service menu provided by the City, and to investigate whether better methods of allocating expenditure could be developed. A mixed research methodology was followed, relying on quantitative methods for analysing survey data statistically, while providing for detailed qualitative methods in interviewing and studying the specific case in detail. The theoretical perspective most suited to this research was found to be that of pragmatism, for its flexibility of interpretation, practicality and space for multiple perspectives. A constructivist epistemology was adopted to provide for the interplay between object and subject in constructing meaning. This research focused on examination of applicable legislation, secondary data in reports, and statistical analysis of opinion surveys of municipal officials involved in budgeting at different levels and interviews with key stakeholders. The findings indicate that budget allocation can be improved upon in a number of ways, despite complying with a myriad of restrictive and onerous regulations applicable to local government. It was found that the administration is fragmented in its operations and that the structure of necessity favours isolated service delivery rather than integration. Further, that compliance impacts negatively on time spent in planning and pursuit of strategic intent to the extent that Reporting often becomes a more important deliverable than basic services. The size of the City hinders common understanding, and introducing any change in political vision requires particular attention.

An evaluation of the ward committee system as a mechanism for enhancing service delivery in the City of Cape Town Metropolitan Municipality : a case study of Du Noon, ward 104

Since the adoption of the Constitution of the Republic of South Africa, 1996, which identified the three spheres of government as distinctive, interrelated and interdependent, the local government sphere has been perceived in many parts of the country to be failing to fulfil its mandate of delivering essential basic services to local communities. The mandate of the South African local sphere of government has been to provide a developmental and accountable local government and to ensure provision of services to communities in a sustainable manner. As a key developmental agent, local government is obliged by the Constitution of the Republic of South Africa 1996 to develop a culture of municipal governance that encourage and create conditions for the local community to participate in the affairs of the municipality. In this regard, ward committees have been introduced to municipalities as community structures to play a critical role in linking and informing the municipalities about the needs, aspirations and challenges of their communities. In adherence to national legislation, such as the Local Government: Municipal Structures Act 117 (Act117 of 1998) and the Local Government: Municipal Systems Act 2000 (Act 32 of 2000), the City of Cape Town Metropolitan Municipality established advisory structures in the form of ward committees throughout its area of jurisdiction to advise the municipal council on any matter within the council’s competence. As a representative structure of the community the ward committee is expected to serve as a link between the council and the community and for this purpose articulates community needs and aspirations to better the living standards of the community. Despite the stated objectives of ward committees, the Du Noon area has been identified by City of Cape Town Metropolitan Municipality IDP: 2012-2017 as the ward with backlogs in infrastructure and service delivery. This study evaluates the extent at which the Du Noon ward committee (Ward 104) is enhancing service delivery in its area of jurisdiction. A sequential use of mixed methods was preferred, since quantitative and qualitative research methods were found to be complementary rather than opposed approaches. Using both obtrusive and unobtrusive collection procedures, the methods employed proofed practically useful. To this end, the study sought to examine extent at which the Du Noon ward committee is enhancing service delivery in its area of jurisdiction. The study further attempted to suggest practical techniques of bringing a resolve to the challenges faced by the ward committee in as far as providing effective and efficient service delivery to the community without fail.

Public open space in the central business district of Cape Town

For the present, at least, the Central Business District of a City has the potential to provide opportunity, amenity and diversity for those people who care to seek it out. This would perhaps not be worthwhile or so interesting were it to lack the day to day and long-ranging problems that confront the individual, the household, the firm, the interest group, the pressure group and the planner in this unique environment. If the challenge is to be accepted then the environment should be questioned in order to find out if it will continue to exist and what structure and form it should have. Since the city centre is traditionally the pedestrian domain it is as well to study the space in which the pedestrian has to perform, before he is driven out of it, which hopefully might not be for some time to come. Little can be said in this thesis that has not been said before and the aim is here not concerned with networks, matrices or models nor can there be any detailed determinism of standards, actual physical elements or methods of affectuation. The attempt is an investigation of some aspects of the pattern of the open spaces and of the people who use them, and an attempt to gauge the extent of the regard for people in the open space network of the C.B.D. Because of the Republic's racial policy all places downtown are not for all the people all the time and in order to be significant this investigation would have to study the different social patterns for each race group, however the subject is treated as though the population were homogeneous. The street in the C.B.D., more than any other place anywhere else is for everyone.
