Analisa o combate travado contra o narcotráfico pelos agentes estatais. Investiga a gênese e a consolidação do regime sobre substâncias psicoativas no século XX, para as quais foi essencial a movimentação dos atores civis e da diplomacia estadunidense. Estudando os riscos associados às principais substâncias psicoativas, a pesquisa avalia as motivações para a realização dos Tratados Internacionais que as regulam. Analisa as relações das redes narcotraficantes amazônicas com outros grupos criminosos e com agentes relevantes na economia formal e na política. Mostra a intensidade e a freqüência das ações das redes narcotraficantes e de outros grupos criminosos que gera o fenômeno da integração paralela na Região Amazônica. O enfrentamento a tais questões, exemplificado pelo estudo de caso do Plano Colômbia, evidencia a forma como se desenrola o embate entre agentes estatais e narcotraficantes. Ao término da pesquisa, demonstra-se que o tratamento dispensado pelos agentes estatais ao fenômeno prioriza a repressão armada, em detrimento de outras práticas como a prevenção ao consumo de psicoativos ilícitos e o tratamento de dependentes. _______________________________________________________________________________ ABSTRACT / This thesis searches the performance of the narcotics traffickers nets in the Amazonian Region, enclosing the territory of eight countries: Bolivia, Brazil, Colombia, Equator, Guyana, Peru, Suriname and Venezuela. It investigates the combat against the drug trafficking by the state agents. It inspects the geneses and the consolidation of the regime on psychoactive substances in the 20th century, for which the movement of the civil actors and the diplomacy of the United States was essential. Studying the risks associated to main psychoactive substances, the work evaluates the motivations for the accomplishment of the International Agreements. It analyses the relations between the nets of Amazonian narcotics traffickers, other criminal groups and relevant agents in the formal economy and the politics. It illustrates the intensity and the frequency of the actions of the narcotics traffickers’ nets and other criminal groups that generate the phenomenon of the parallel integration in the Amazonian Region. The confrontation to such questions, exemplified by the study of the Colombia Plan case, evidences how the shock between state agents and narcotics traffickers uncurls. To the ending of the research, it is demonstrated that the treatment excused by the state agents to the phenomenon prioritizes the seated repression, in detriment of others practices such as the illicit psychoactive prevention and the consumption and treatment of dependents.
