The delivery of sport at schools in Swaziland

M.Phil. / Against the background of the global interest in offering quality physical education and sport at school level, this study aims to determine how sport and physical activities are delivered in Swaziland schools with an applied focus on total and effective practices. The study highlights the importance of sport in human development and how it can contribute to an enabling school environment. It also outlines the roles played by various stakeholders in Swaziland school sport. The study reviewed the important areas of school sport management and delivery of organised physical activity at schools, while identifying good practice and highlighting challenges. For this descriptive survey, a stratified random sampling procedure was employed. Data were collected and triangulated using a mixed-method approach. A total of 68 head teachers, 66 sports teachers and 405 learners completed questionnaires, and two presidents and three secretaries of sports associations were interviewed. There were 80 participating schools, which is 10 per cent of the total schools in Swaziland. Participating schools were evenly distributed throughout the country as they were randomly stratified according to regions, location and school level. Results indicated that all tiers of research participants (head teachers, sports teachers, and learners) are positive about an active lifestyle and are of the opinion that sport holds special value for learners. Fifty-nine per cent of the participating schools are affiliated to the Swaziland School Sports Association and participate in their activities, while only 21% of learners participate in organised sport activities at their respective schools. From the population of learners, only 23% of boys and 19% of girls participate in school sport, due to various limiting factors such as lack of facilities and relatively poor governance of school sport by the Swaziland School Sports Association, as evidenced in the absence of adequate leadership and strategic documentation on how to achieve envisaged targets. Strategic leadership and active engagement in school sport are also absent from the Ministry of Education and Training, while different international stakeholders such as the Australian Sports Commission and UNICEF offer sport for development programmes without a clear synergy between all the existing structures. Recommendations are made regarding the need for an active policy implementation and national leadership that should strive towards a professional adherence to a philosophy of a holistic development of the Swaziland youth. В практической части описывается общая характеристика исследуемого предприятия, анализ кадрового состава, проведен анализ существующих мероприятий по обучению персонала на примере рекламного агентства «WFY». На основе полученных данных разработаны предложения по внедрению системы обучения персонала. В заключении подведены итоги в соответствии с поставленными задачами. / The master's thesis consists of an introduction, two chapters, a conclusion, a bibliographic list, and appendices. The theoretical part presents the basic concepts, objectives of the formation of the personnel training system, modern approaches to its formation, stages of implementation, and methods. The practical part describes the general characteristics of the enterprise under study, the analysis of personnel, the analysis of existing personnel training activities on the example of the advertising agency "WFY". Based on the data obtained, proposals have been developed for the implementation of a personnel training system. In conclusion, the results are summed up in accordance with the tasks set.

Human resource development : training and development practices and related organisational factors in Kuwaiti organisations

This study examines and aims to disclose the current policies and practices of Training and Development (T&D) within Kuwaiti government and private/joint-venture organisations. The literature review indicates that although much attention has been devoted in studying Training and Development practices, a very few focus on T&D related factors on organisation performance in developing countries. The literature also indicates the need for considering these factors in order to have a better T&D effectiveness, and hence organisation overall performance. In this study the Training for Impact model was adopted and tested within Kuwaiti context in terms of training needs assessment and evaluation and follow-up. This research uses data collected from 100 organisations in Kuwait. 50 of these were government and 50 private /joint venture listed in Kuwait Stock Exchange. Therefore, all managers (100 training personnel) who are in charge of T&D function/programmes, were samples of the respondents of the present study. The main data collection methods adopted by this study were interviews (semi-structured) and "drop-in and pick-up" self-completion questionnaires. The data were quantitatively analysed and triangulation of quantitative findings was carried out in order to find out the difference between the two sectors in Kuwait in terms of T&D practices and related factors. To establish a causal connection between related factors and identified dimensions (T&D effectiveness, organisational rating, and satisfaction with evaluation process), a multiple regression technique was employed. The major findings of this study are noted below: Results indicate that the majority of the investigated organisations do not have a formal T&D system. T&D programmes are still carried out on a piecemeal basis rather than a systematic long-term policy. Findings which were common among the majority of the approached organisations were absence of a systematic organisational training needs analysis, use of conventional training methods, lack of effective procedures for T&D evaluation. The study explores the training personnel's way of thinking towards their T&D function and to the proposed T&D dimensions framework (integrated HRD strategy, top and line management commitment, a supportive formal system, T&D mechanism, organisational culture, and training budget). The findings indicate that most of the training personnel perceived these dimensions as providing motivation, commitment and support to their T&D function. Six main factors were found to influence T&D practices in government and private/joint venture organisations. These factors are: top management commitment, mutual support between organisational philosophy and T&D activities, line management support T&D involvement in organisation strategy, T&D policies and plans, and T&D effects on employees self-development. The study also identifies T&D effects on organisation performance in Kuwaiti organisations in terms of eliminating problems; increasing commitment and motivation; fulfilling individual needs and personal objectives, improving interpersonal and interdepartmental relations, improving quality of goods and services; and leading to effective utilisation and investment in human resources. In addition the study establishes a causal connection of T&D related factors with performance dimensions, organisation rating, and satisfaction of T&D evaluation. The author recommends that for the T&D function to be treated as seriously as other organisational functions, then Kuwaiti training personnel, as well as top and line management, need to be more willing to play proactive and strategic organisational roles in T&D activities.

The question is what is available in the market to manage training in its entirety? Legislation in South Africa has certain expectations and requirements, which have to be adhered to. A training management system that will satisfy the needs of individuals, organisations and the government is designed and developed to address the problems experienced by Sasol Utilities. Abbreviations such as SAQA, NQF, NSB and SETA are used generally and are an integral part of the training problem. The Computer Assisted Training Management System is designed to address the development possibilities of certain job categories and individuals. This includes the.management of all training information such as historical background, scheduling, the determination of certain short comings and achievement evaluation. Various reports, which are valuable for management purposes can be generated. The Computer Assisted Training Management System is designed in such a way that it can be adapted to suit a variety of needs. Information can be added, changed or deleted according to the specific needs. However, information can only be changed as determined by the administrator. A built in security system ensures that the integrity of the information is maintained and protected. The idea behind the design and development of the Computer Assisted Training Management System is that the system must be user friendly, dynamic, unique and functional and that it must comply with all the technical aspects. The need for training differs from institution to institution, as well as from the requirements laid down by the government. This system is therefore designed in such a way that it would not become obsolete in the near future. In fact, follow-up systems may originate from the current Computer Assisted Training Management System. Esta investigação orientou-se pela seguinte questão de pesquisa: como a lacuna de políticas públicas e organizacionais voltadas à formação professores para gestão IES repercute na construção do papel professor-gestor competências gerenciais dos professores, considerando-se seu desempenho no gestor?. Na busca por respostas à problemática, realizou-se um estudo qualitativo interpretativo básico, tendo a Universidade Federal do Vale do São Francisco como lócus da pesquisa. Os dados foram coletados por meio de entrevistas semiestruturadas, observação participante e análise documental de dados secundários, caracterizando a triangulação metodológica. A Análise de Conteúdo foi adotada para o tratamento dos dados, com o suporte do software Atlas Ti. Tendo em vista as distintas naturezas epistemológicas dos construtos cominados na pergunta de pesquisa, a investigação orientou-se por uma perspectiva multiparadigmático, traduzindo-se em triangulação teórica, atribuindo caráter heterodoxo à tese. O aporte teórico constituiu-se dos seguintes temas: papéis sociais; papéis sociais do professor de ensino superior, com ênfase no papel de professor-gestor (academic manager); competências gerenciais de professores de ensino superior, políticas públicas e políticas organizacionais para a formação dos professores de ensino superior. Os modelos analíticos de Paiva (2007) e Mendonça et al (2012) também deram suporte ao estudo, culminando em uma proposta de integração representada no Framework para análise da formação de competências gerenciais para o papel de professor-gestor em instituições federais de ensino superior (Ifes). Os achados concernentes às cinco questões norteadoras confirmaram a tese defendida e levaram à seguinte conclusão, respondendo à pergunta de pesquisa proposta: a lacuna de políticas públicas e políticas organizacionais para formação de professores de ensino superior para a gestão de Ifes incide na construção e socialização dos sujeitos no papel de professor-gestor, comprometendo o processo de externalização, legitimação e desenvolvimento das competências profissionais de gestão, perenizando assim a atuação não-profissional dos mesmos no desempenho do referido papel. Longe de esgotar as discussões, esse trabalho reafirma o entendimento de que a complexidade e a dinâmica da realidade educacional brasileira vêm demandando a adoção de políticas públicas e organizacionais para formação dos professores de ensino para a gestão de IES pautada no desenvolvimento de competências gerenciais que concorram para o desempenho desses sujeitos no papel de professor-gestor, levando-os a contribuir para alcance de níveis de excelência em ensino, pesquisa e extensão nas Ifes. / Considering the higher education scenario in Brazil, the thesis that proposed defend it was systematized as follows: there is a lack of public policies and organizational policies of teacher training for the management of higher education Institutions (HEI) which focuses on building the social role of academic manager, compromising the outsourcing and the recognition of their managerial competencies, in performing such social role. This investigation was guided by the following research question: how the gap of public policies and organizational policies related to teacher training for the management of HEI reflected in the construction of academic manager role and management of managerial competencies skills of teachers, considering their performance in the role of manager?. In the search for answers to the problems, took place a basic interpretive qualitative study, with the Federal University of São Francisco Valley as a place of research. Data was collected through semi-structured interviews, participant observation and document analysis of secondary data, characterizing the methodological triangulation. The Content Analysis was adopted for the processing of data, with the support of the Atlas Ti software. Given the distinct natures of epistemological constructs imposed on survey question, the research guided by a multi-paradigmatic perspective, translating into theoretical triangulation, giving heterodox character to the thesis. The theoretical framework consisted of the following themes: social roles; social roles of higher education teacher, emphasizing the role of academic manager; managerial skills of higher education teachers, public policies and organizational policies for the training of higher education teachers. The analytical models of Paiva (2007) and Mendonça et al. (2012) also gave support to the study, culminating in a proposal for integration represented in the Framework for analysis of formation of managerial skills of the academic manager in federal universities. The findings concerning the five guiding questions confirmed the defended thesis and led to the following conclusion: the gap of public policies and organizational policies for training of higher education teachers for federal institutions of high education (Ifes) management focuses on the construction and socialization of subject in the role of academic manager, compromising the process of outsourcing, legitimacy and development of professional management skills, everlasting thus the unprofessional actions of the same in the exercise of that role. Far from exhausting discussions, this study reaffirms the understanding that the complexity and dynamics of the Brazilian educational reality are demanding the adoption of public and organizational policies of formation of teacher for the Ifes management, based on the development of managerial competencies that contribute to the performance of these subjects in the academic manager role and help them to promote teaching, research and extension in excellence levels.

An integrated learning programme management and evaluation model for the South African skills development context

Separate bibliographical references are given at the end of Chapter 7 / The general aim of this research was (1) to develop a holistic and integrated theoretical model for the effective management and evaluation of occupational learning programmes in the South African skills development context, and (2) to develop a valid and reliable measure comprising the elements and dimensions of the theoretical model. The research used a non-experimental cross-sectional survey design. Data were collected from a sample of 652 respondents comprising learning and development managers, learning and development assessors/facilitators/moderators, skills development officers/providers and apprentices/learners. The sample was drawn from organisations representing 5 Sector Education and Training Authorities (SETAs) and the South African Board for People Practices (SABPP). A selfadministered questionnaire was developed for the purposes of this research and its psychometric properties were rigorously scrutinised in accordance with the existing scale development protocols and scientific conventions. Exploratory factor analysis was conducted to establish the factorial structure of the new Learning Programme Management and Evaluation (LPME) scale. The factorial structure was confirmed using confirmatory factor analysis. Further statistical tests conducted include structural equation modelling, multi-group structural equivalence, Pearson product moment correlations, multiple regression analyses and tests for significant mean differences. The findings of this research confirmed an 11 dimensional structure LPME scale. The research confirmed the structural equivalence of the LMPE scale for males and females and type of learning programme. Age, education and occupation were found to be significant predictors of the LMPE sub-scales. This research contributed a valid and reliable LPME scale for the effective management and evaluation of occupational learning programmes in the South African skills development context.
