Programa de Pós-Graduação em Educação Profissional em Saúde. / Este estudo buscou entender e discutir a formação de conselheiros de saúde, com foco no Conselho Municipal de Saúde de Volta Redonda, situado na região do Médio Paraíba, Estado do Rio de Janeiro. Seu objetivo foi analisar as iniciativas de formação de conselheiros desenvolvidas no período de 2005 a 2012, no Conselho Municipal de Saúde, com a perspectiva de identificar quais são os principais desafios em relação à formação de conselheiros. A pesquisa norteou-se pelas seguintes indagações:Quem organiza as atividades de formação de conselheiros? Quem demanda? Qual o lugar dos conselheiros de saúde nestes processos formativos? Quem define os temas a serem trabalhados nas atividades de formação? De quais concepções de formação estamos falando? Para desenvolvimento do estudo foram levantadas as iniciativas de formação de conselheiros realizadas e ou apoiadas pelo CMS de Volta Redonda no período delimitado, e feito o mapeamento dos conselheiros que participaram das atividades de formação/capacitação. A metodologia envolveu aplicação de questionários e pesquisa documental, com a finalidade de conhecer a avaliação e os principais desafios identificados pelos conselheiros em relação às atividades de formação realizadas. Buscou-se também conhecer o grau de conhecimento dos mesmos sobre a política de formação de conselheiros de saúde disponibilizada pelo Conselho Nacional de Saúde. A nossa discussão aponta para a necessidade de revisão da política de formação de conselheiros na perspectiva de repensá-la. Com base no pensamento de Paulo Freire e Vicent Valla, discutimos a importância de inserir os conselheiros na organização, definição dos conteúdos e metodologias, assim como na proposição das atividades de formação, uma vez que são sujeitos ativos que podem a partir da sua experiência e vivência trazer ricas contribuições para a superação das dificuldades encontradas. / This study sought to understand and discuss the formation of health advisors, focusing on Municipal Health Council of Volta Redonda , located in the Middle Paraíba , State of Rio de Janeiro region. Their goal was to analyze the training initiatives of directors developed during 2005 to 2012; the Municipal Board of Health, with the prospect to identify what are the main challenges in relation to the training of counselors. The research was guided by the following questions: Who organizes training activities of counselors ? About Demand? What is the place of health advisors in these formative processes ? Who defines the issues to be worked on in training activities ? Which conceptions of training are we talking? To study the development of training initiatives were raised and directors conducted or supported by CMS Volta Redonda in delimited period and made the mapping of the directors who participated in the training / capacity building activities. The methodology involved questionnaires and documentary research , with a view to ascertaining and assessing the key challenges identified by the directors in relation to training activities . We attempted to also know the degree of knowledge of each other on policy formation health counselors provided by the National Health Council Our discussion points to the need for review of education policy advisers with a view to rethink it. Based on the thought of Paulo Freire and Vincent Valla , discussed the importance of including the counselors in the organization , defining the contents and methodologies , as well as the proposition of training activities , since they are active subjects who can from their experience and experience bring rich contributions to overcome the difficulties

O Brasil inseriu-se nesse processo na década de 1990. Entretanto, em oposição a este processo, mesmo que não o contendo, temos na Constituição de 1988 a positivação de lutas dos movimentos sociais e de diversas categorias sociais que vão posteriormente desencadear os Marcos Regulatórios de constituição de um Estado com forte inserção no campo das políticas sociais. Exemplo é a Lei 8.069/1990 – ECA. Decorre desse dispositivo constitucional a criação de conselhos nas três instâncias de governo e, a partir de então, um novo desenho institucional para esta política com perspectivas de participação e controle social. Nesse contexto, foi executado o curso de “Capacitação de Conselheiros Municipais dos Direitos da Criança e do Adolescente e Tutelares. Estratégia de Fortalecimento do Sistema de Garantias dos Direitos da Criança e do Adolescente” proposto pela Secretaria de Estado e Desenvolvimento Social de Minas Gerais - SEDESE-MG e Frente de Defesa dos Direitos da Criança e do Adolescente de Minas Gerais – FDDCA-MG. O objetivo deste estudo é verificar se este Projeto conseguiu capacitar os conselheiros para a discussão e deliberação das políticas públicas de atendimento à Criança e ao Adolescente nos CMDCAs dos municípios da Zona da Mata Mineira. / This study focused its efforts on theoretical elaborations which shed light on the changes occurring along the process of development of Capitalism and how the strategies engendered by it in overcoming the crises arising from the process of production-reproductionaccumulation ultimately determined the guidelines of the neoliberal adjustments which would necessarily reflect on the determining factors of the social policies of nation-states. Brazil began this process in the 1990's. However, on the opposing side of this process there is, in the 1988 Constitution, a positivation of the struggles of the social movements and of several social categories which would later trigger the Regulatory Marks of the constitution of a State firmly inserted in the field of social policies. An example is Law 8069/1990 – Statute of the Child and Adolescent. Due to this constitutional provision, councils were created in the three branches of government and, from that came a new institutional design for this policy with prospects of participation and social control. In this context the course entitled "Training of City Counselors on the Rights of the Child and the Adolescent and Guardians: a Strategy to Strengthen the System of Guarantees of Rights of the Child and Adolescent" proposed by the Secretary of State and Social Development of Minas Gerais - MG-SEDESE and the Front to Defend the Rights of the Child and Adolescent of Minas Gerais - MG-FDDCA took place. The aim of this study is to verify whether this project was able to train counselors for the discussion and deliberation of public policies to serve the Child and Adolescent in the cities' CMDCAs (Child and Adolescent Rights City Councils) in Minas Gerais' 'Zona da Mata'.

The social construction of counsellor identity in a South African context

During the past ten years the changing sociopolitical context in South Africa challenged mental health services to re-position themselves in order to stay relevant to specific contextual demands. The field of psychology has also been introduced to the application of postmodern principles in counselling and training practices internationally and nationally, which promised exciting alternative avenues for many practitioners and clients. In reading the literature on the possible opportunities of applying postmodern principles to psychological and educational practices, it became clear that the relationship between counsellors/clients and trainers/students can be a collaborative co-construction of knowledge production. Existing literature on current training practices however reflects a fragmented picture, in which the orientation, content and pedagogy are not consistently aligned with an epistemology and practice. Postmodern literature on the notion of “identity/self” as the narration of a multilevelled construct is used to conceptualise training contexts as contexts that provide students with certain narratives with which they can construct their counsellor identities. The aim of the research is to story the construction of counsellor identity through the application of narrative therapy within a learning model. Text production was imbedded in a referential research context which is defined as a context of the following relational positionings: narrative counsellor, trainer, researcher, students and participants. The contribution of this context towards the construction of counsellor identity is explored through engaging in and narrative analysis of written conversations, journals and visual projects of students who engaged in a training context. Through the narrative analysis process, temporal dimension story grids were developed for the written conversations and training journals and the visual projects were analysed according to denotational and higher signification inventories. Narratives that were co-created in the training context include that of uncertainty, self-awareness, growth, change, hope and respect for individual life narratives, which also contributed to the process of the construction of counsellor identity. These are all familiar narratives that exist in the South African context as we live in a country that is in a continuous process of change and where certainty is an elusive concept. On the basis of the narrative themes that emerged, guidelines were developed for creating training contexts that could facilitate the construction of a counsellor identity that is of relevance within the changing South African context. These guidelines include a repositioning in the trainer/student relationship; using externalising language practices to facilitate the co-construction of knowledge through a critical engagement with the learning material and a conceptualisation of evaluation as a process based activity rather than an outcome based activity. / Thesis (PhD (Psychology))--University of Pretoria, 2006. / Psychology / unrestricted
