Constructivism as a basis for understanding transnational terrorism : the case of Al Qaeda

M.A. / The essential nature of global politics has changed profoundly over the course of the past twenty years, becoming significantly more complex. The international system has evolved in such a way as to often render traditional, materially-determined theoretical approaches to International Relations ill-equipped to compellingly account for action. Increasingly, ideational concerns play a vital role as mobilising influences, causing actors to behave in an unprecedented manner. One of the phenomena most emblematic of this trend towards increased complexity and the rise of the power of ideas is that of contemporary transnational terrorism. Ideologically-motivated and often seemingly irrational, new terrorism confounds mainstream theoretical understandings of anticipated action and reaction and constitutes a particularly salient area of study, as security scholars grapple with effective means of counteraction. This exploratory study attempts to pave the way towards an appropriate understanding of contemporary transnational terrorism by utilising a theoretical perspective specifically tailored towards embracing the complexities of global political reality and championing the critical importance of ideational determinants of action, viz. constructivism. Constructivism is utilised as a basis to understand the intangible ideational mechanics informing the activities of the most significant contemporary transnational terrorist group, Al Qaeda, thereby simultaneously highlighting the value and appropriateness of constructivist enquiry compared to its outmoded theoretical peers and providing insight into more effective future counter-terrorist policy. The primary prescriptive finding of the investigation is that the key to combating Al Qaeda and, indeed, contemporary transnational terrorist groups in general, involves, through some intervention, heightening the perceived discordance between the espoused group norms which attract membership and actual group action. Such discordance has been seen in practice – in the case of Al Qaeda in Iraq – to cripple the efficacy and power of terrorist group functioning. Such an approach requires a comprehensive understanding of a terrorist organisation's worldview, coupled with a campaign of carefully directed public diplomacy tactics.

Guilt by Association: United States Ties and Vulnerability to Transnational Terrorist Attacks

Do nations' allies and trading partners affect their vulnerability to transnational terrorist attacks? Prior research has focused on how the attributes of individual nations, such as regime type, economic stability, and international power, affect their likelihood of being the target of transnational terrorist attacks. However, prior research has not addressed the impact of a nation's economic and foreign policy ties on this phenomenon. Specifically, the question I ask is whether terrorists attempt to indirectly affect the status quo policy stance of a powerful nation by attacking the allies and trading partners of that nation. I develop a theoretical framework to explain why terrorists are likely to target allies of powerful nations in the international arena to force the more powerful nation to change its policy stance. Focusing on the United States, I examine how a nation's economic and foreign policy ties to the U.S. affect its vulnerability to transnational terrorist attacks. I test my expectations using the ITERATE database of transnational terrorist events from 1968 to 2000. The results suggest that a nation's economic and foreign policy ties may have a significant impact on its vulnerability to transnational terrorism.

The impact of regional political developments on the evolution of transnational terrorism in Saudi Arabia

Doctor of Philosophy / Security Studies / Dale R. Herspring / Since the late 1970s Saudi Arabia has experienced transnational terrorism in sporadic waves whose character has evolved over time. While most of the literature on these waves of terrorism focuses on religious extremism this dissertation argues that terrorism in Saudi Arabia, although framed in religious terms, is not the result of religious factors alone, but more importantly a function of external variables. Taking the role of religious extremism into consideration, this dissertation underlines the importance of external factors on the mobilization of transnational terrorist groups throughout the Islamic world and particularly in Saudi Arabia. It argues that religious extremist terrorism cannot be examined in isolation from the context of the developments that ignite it and revolutionize its doctrine. This dissertation examines three key regional political developments – the Iranian revolution, the 1990 Gulf war, and the 2003 Iraq war – together with terrorist violence in their aftermath to show how the significant political events transformed extremist worldviews from passive to violent to organized terrorism. Though the character of these three political events and the terrorist acts that they unleashed differ widely in context, scope, and character, there are common threads among all three that illuminate how different dynamics contribute to the evolution of transnational terrorist mobilization. The dissertation identifies how the development of a politico-religious ideology, shaped and revolutionized by the presence of political crises, became a driving force behind much of the terrorism following these major political events. By exploring the interplay of popular perceptions, political entrepreneurs, and state responses, this dissertation seeks to better understand the complex dynamics involved in the evolution of transnational terrorism in Saudi Arabia.

This thesis analyzes the evolution of the policies, strategies and actions of NATO within the context of the fight against transnational terrorism. The thesis focuses on the post 9/11 period. After the 9/11 events, the security perceptions of NATO changed dramatically and the threat of transnational terrorism emerged as a prominent challenge to the security of all members of NATO so the fight against terrorism became a key priority for NATO. Consequently, the NATO experienced a significant transformation since 2001 in order to have an effective and active role in the fight against transnational terrorism. In this thesis, Afghanistan operation of NATO is evaluated in terms of NATO&rsquo / s readiness to deal with soft security threats such as transnational terrorism effectively. The thesis argues that despite the significant achievements of NATO in the fight against terrorism in Afghanistan, NATO has not yet become quite effective in dealing with transnational terrorism since the Alliance is still primarily designed to deal with conventional hard security threats. This thesis has five main chapters. The first chapter is the introduction. In the second chapter NATO&rsquo / s security concerns and its stance with regard to terrorism in the Cold War and post-Cold War era is discussed. The third chapter continues with the examination of NATO&rsquo / s transformation after the 9/11 attacks in terms of fight against transnational terrorism. The fourth chapter explores the Afghanistan operation of NATO. The fifth chapter is the conclusion.

Accountability for ISIS atrocities : is the International Criminal Court a viable prosecutorial option?

Magister Legum - LLM / The Islamic State of Iraq and the Levant is a jihadist militant group. The members of this militant group have committed criminal acts of unspeakable cruelty. These staggering criminal conducts are documented by the United Nations, international human rights organisations, and media. Besides, the group itself gives first-hand information through social media and its magazine. Having witnessed the atrocities committed by Islamic State of Iraq and the Levant, the United Nations Security Council affirmed that the Islamic State of Iraq and the Levant’s conduct in Syria and Iraq is a threat to international peace and security. Therefore, the media and various role players have called for the intervention of International Criminal Court. This research paper analyses whether the International Criminal Court is a viable prosecutorial option to account the Islamic State of Iraq and the Levant members for their crimes. For the Court to be a viable prosecutorial avenue, it must have a jurisdiction. Accordingly, this research paper critically examines whether the International Criminal Court has subject matter, personal and/or territorial jurisdictions to try the Islamic State of Iraq and the Levant perpetrators. The study concludes that although the criminal conducts by Islamic State of Iraq and the Levant members constitute crimes under the Rome Statute, the Court, however, has limited jurisdictional reach over the perpetrators. It is submitted that with a limited and fragmented territorial and personal jurisdictional reach over the perpetrators, the Court is not a viable prosecutorial avenue. / German Academic Exchange Service (DAAD).

Transnational Terrorism and the African Union: From Ideal Aspirations to Harsh Realities in Somalia and Mali

This paper will question why the African Union has been unsuccessful in confronting the rising issue of transnational terrorism. It looks at the history of both the Organization of African Unity and the African Union and examines the measures the two organizations have taken in preventing and combating terrorism. The particular history of African States and their relation to the term “terrorism” is discussed in this section. In this light, I analyze the African Union’s peacekeeping missions in both Somalia and Mali to determine why they have failed to stop the spread of transnational terrorism. In conclusion, I will discuss the reasons why I the African Union has struggled in dealing with transnational terrorism.

Expert Perspectives on How the Islamic State Potentially Shaped the Future of Islamic Transnational Terrorism: An Exploratory Study

Since the Islamic State of Iraq and al-Sham (ISIS) declared its caliphate in June 2014, there has been an unprecedented amount of terrorist attacks conducted in the West by individuals either inspired by jihadist ideology or linked to ISIS. As evidenced by the number of ISIS-related attacks throughout Europe and North America, the West faces an ongoing and persistent transnational threat from Islamic terrorism. There is an extensive amount of literature on terrorism and ISIS. However, there is a gap in literature on the potential impact of ISIS on the future of Islamic terrorism. This qualitative case study explored how ISIS potentially shaped the future of Islamic transnational terrorism. Stepanova'€™s asymmetric conflict theory served as the framework for this study. Interviews and one open-ended questionnaire on Islamic transnational terrorism were collected from 15 individuals within the defense enterprise, academia, and individuals working in private defense organizations, using purposive sampling. Analysis occurred by using Braum and Clarke'€™s six phases of coding. The results of this study indicated ISIS has shaped the future of transnational terrorism by demonstrating likeminded extremists no longer have to travel to conflict zones in order to plan or receive guidance on attack targets while using simple attack methods and weapons. Additionally, ISIS empowered and encouraged its members to interact with potential recruits or supporters through social media and open forums, which may possibly be emulated in the future by likeminded groups. The results contribute to positive social change by providing decision makers information on the future of Islamic transnational terrorism, thus allowing for appropriate countermeasures that mitigate terror activities.

States' Pursuit of Sovereignty in a Globalized Security Context: Controlling International Human Mobility

<p>The goal of this dissertation is to inquire into how states balance economic motivations and security concerns when pursuing sovereignty at borders. More precisely, the dissertation examines tradeoffs between interdependence sovereignty -control over transborder flows--and Westphalian sovereignty defined as exclusion of external actors from states' authoritative space. Focusing on control over cross-border human mobility as the issue area, I put forward the <italic>securitized interdependence framework</italic> as a theory that encompasses economic and security logics of policy-making. Because migration control rests at the nexus of economic/material and geopolitical/military dimensions of state security, it provides an ideal testing ground for observing the interaction of economic and security motives. The theoretical framework draws on the literature on complex interdependence and the logic of the trading state to postulate empirically verifiable propositions on migration control policies. </p><p>The central claim of the dissertation is that human mobility is conditionally securitized and that security logics are modulated by material/economic incentives. Facing informational asymmetries vis-à-vis transnational terrorists, states rely on migration and border control strategies to screen and deter non-state threats to security. However, economic interdependence--trade and capital ties--mitigates fears over transnational terrorism by reconfiguring state preferences, bolstering the relative salience of material concerns in policy-making, tempering perceptions of threat, and creating vested interests at the domestic level. </p><p>To test the theory I have collected and compiled data on i)visa restrictions for pairs of 207 X 207 directed dyads ii)visa rejection rates for European Union and/or Schengen member countries for the period 2003-2007, and iii)asylum recognition rates for 20 select OECD recipient states for the period 1980-2007. I then use this data to test the implications of the theory by distinguishing between economic/voluntary and political/involuntary migration. Additionally, I tease out the distinct effects of two different types of security concerns over transnational terrorism: a reputational effect that considers origin country citizens' involvement in terrorism incidents worldwide and a targeted/directed impact through which states take into account past experience as targets of terrorism. To illustrate the effect of economic interdependence, I analyze trade and capital flows separately and illustrate that both types of commercial ties facilitate liberalization of controls over human mobility through direct and indirect mechanisms. </p><p>I employ a variety of statistical techniques to study the effect of economic and security concerns including several cross-sectional time series techniques, structural break and recursive residual tests for temporal change, and maximum likelihood. Furthermore, I complement my quantitative empirical analysis with an in-depth process tracing approach that traces the evolution of Turkey's migration policies in the context of Turkey's post-1980 economic liberalization. The qualitative analysis makes use of primary and secondary resources obtained from archival field work in Ankara and Istanbul, Turkey.</p><p>The dissertation demonstrates that the impact of security concerns over transnational terrorism is contingent on the type of migration policy under consideration. In particular, policies of control over involuntary/political migration are guided by humanitarian and normative motives, limiting the effect of security concerns. Furthermore, the securitization of visa policies is strongest if recipient states are directly targeted by incidents of transnational terrorism perpetrated by origin country nationals. While states take into account incidents of global terrorism ---attacks against other country nationals or territories by origin country citizens-- this channel of impact is more modest. Additionally, empirical results show that economic interdependence effectively undercuts the effect of global terrorism, driving migration control policies towards liberalization. In sum, the dissertation demonstrates that ways in which states assert interdependence sovereignty exhibit temporal and cross-sectional variation as well as functional differentiation across types of border and migration control policies.</p> / Dissertation
